case the response is not received from the party within the specified period indicated in the
mail, the bid shall be considered non responsive and technically rejected.
viii) The Employer at its discretion may seek any clarification and/or documentary evidence only
in respect of the reference works as mentioned above. However, no change or substitution
of the reference works by new/additional work for conforming to the specified Financial
Qualifying Requirement shall be sought, offered or permitted.
ix) Joint Ventures/ Consortiums are not permitted for bidding
8. Techno-Commercial Bid (i.e. Technical Bid & Price Bid) Submission:
This is an E-tender case and bidders shall submit bid (Technical Bid & Price Bid) in ONLINE ONLY.
Bids sent in physical form through any other means /media is not at all acceptable and it may be
liable to be rejected.
A) Documents Required for Technical Bid Submission:
i) Tender Fee in the form of DD/BC is to be submitted in sealed envelope in Physical Form/ Offline
within the scheduled period along with EMD.
ii) EMD in the form of DD/BC/BG is to be submitted in sealed envelope in Physical Form/ Offline within
the scheduled period. Any techno-commercial bid not accompanied by an acceptable EMD and
Tender Fee in separate sealed envelope shall be rejected by NTPC Limited, Kayamkulam as being
non-responsive and will not be considered for Opening. (*Format for BG, Please refers to Section-
VIII, Forms & Procedures).
iii) Above sealed envelopes must be super scribed with NIT No., Date of Opening of Technical Bid,
Sender's Name & Address.
iv) Bidders who have valid MSE/NSIC certificate, those bidders are not required to submit the EMD or
Tender Fee. Please note that MSE/NSIC certificate may also submit online and digitally signed if
bidders having valid MSE/NSIC certificate (MSME benefits not applicable to this Civil Works being a
Work Contracts. As per recent Judgement dated 02.11.2015 of Hon’ble High Court of Delhi that
benefits under Public Procurement Policy for MSEs should not be extended against tenders for
Works Contracts).
v) Following documentary evidences should be uploaded online & signed Digitally:
QR documents comprising of credentials (i.e. Copy of Work Orders/ LOAs/ Agreements /
Completion Certificates) as per qualifying requirements mentioned above.
Up to date copy of Profit and Loss Account and Balance sheet of last three financial Years duly
audited by Chartered Accountant.
Copy of Independent PF and ESI Registration Certificates
Copy of GSTIN Registration Certificate and Income Tax PAN Certificate
Documents regarding Legal status of the bidder and Power of Attorney as per ITB Clause
11.2(b).
Details Regarding Attribute which comprises of: Declaration of banning Policy, Declaration of
Fraud Prevention Policy, Nil Deviation Certificate.
B) Documents Required for Price Bid Submission:
To be submitted online in Cover type Price (in excel file) on GePNIC Portal:
Price Bid Opening Date and Time shall be intimated separately by NTPC through mail to only those
bidders who are found to be meeting the QR criterion and their bid fulfils the technical requirements
as per NIT specifications.
9 Technical Bid/ Price Bid of the Bidders who have not submitted requisite amount of Tender Fee (by
DD/BC) and EMD (in form of DD/BC/BG) separately or valid MSE/NSIC certificate and who do not
satisfy the Qualifying Requirements shall not be considered (MSME benefits not applicable to this
Civil Works being a Work Contracts. As per recent Judgement dated 02.11.2015 of Hon’ble High

10 NTPC reserves the right to reject any or all bids or cancel/ withdraw the IFB for subject Package
without assigning any reason whatsoever and in such case no bidder/ intending bidder shall have
any claim arising out of such action.
