3.0 Bid Security shall be submitted in a sealed envelope separately by the stipulated bid

submission closing date and time at the address given below. Any bid without an acceptable

Bid Security shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding documents may be downloaded by any interested Bidder on

payment (non refundable) of the cost of the bidding documents as mentioned above in the form

of a crossed Account Payee Demand Draft in favor of NTPC Limited, payable at New

Delhi/Noida or directly through the payment gateway at our SRM Site

(https://etender.ntpclakshya.co.in/).

In order to be able to download the bidding documents the prospective bidders shall be

required to compulsorily register themselves with the NTPC website which shall be a onetime

process.

For logging on to the SRM Site, the bidder would require vendor code and SRM user id and

password which can be obtained by submitting a questionnaire available at our SRM site as

well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor

code are required to approach NTPC at least three working days prior to Document Sale Close

date along with duly filled in questionnaire for issue of vendor code and SRM user

id/password.

5.0 Brief Scope of Work and other Specific details:

Empanelment of Film Makers for production of Short Films, Radio Spot/Jingle/Song/Tune,

Video Spots, Virtual Reality Shows etc. for NTPC-Corporate Communication Department,

SCOPE Complex, New Delhi on Rate Contract basis for a period of 03 years. The job includes

providing/hiring of 2D & 3D Graphic/Animation, script writing, voice over artists, anchoring,

tele-prompter, drone camera / jimmy jib with operator, slider/track trolly with assistant, tape to

hard drive transfer, DVD copy, projector with screen etc. NTPC intends to enlist multiple

agencies up to 08 (Eight) for parallel rate contract to meet their tentative future requirement.

6.0 Issuance of bidding documents to any bidder shall not construe that bidder is considered

qualified.

7.0 Qualifying Requirements for Bidders:

7.1 The bidder should have completed/ executed any one of the following works in preceding

seven (07) years as on the date of techno-commercial bid opening, which includes production

of Films of 05 minutes or more duration in India:

a) One completed work having executed value not less than ₹10,67,490.00.

b) Two completed works having executed value not less than ₹6,67,181.25 each.

c) Three completed works having executed value not less than ₹5,33,745.00 each.

The work "executed" means the bidder should have achieved the criteria specified in the QR,

even if the total contract is not completed / closed.

In case of contracts under execution as on date of bid opening, the value of work completed till

the date of bid opening will be considered provided the value of executed work is certified by

the employer.

7.2 The average annual turnover of the bidder, in the preceding three (3) financial years as on the

date of Techno-Commercial bid opening shall not be at less than ₹4,44,800.00 (Rupees Four

Lakhs Forty-Four Thousand Eight Hundred only).

Note:

 While computing the turnover other income shall not be considered.

 In cases where audited results for the last financial year as on the date of Techno

commercial bid opening are not available, the financial results certified by a practicing

Chartered Accountant shall be considered acceptable. In case, bidder is not able to submit

the certificate from practicing Chartered Accountant certifying its financial parameters,

the audited results of three consecutive financial years preceding the last financial year

shall be considered for evaluating the financial parameters. Further a certificate would be

required from the CEO/CFO as per the format enclosed in the bidding documents stating

that the financial results of the company are under audit as on the date of Techno-

commercial bid opening and the certificate from the practicing Chartered Accountant

certifying the financial parameters is not available.

8.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Notice Inviting

Tender [NIT] for the subject package without assigning any reason whatsoever and in such

case no bidder/intending bidder shall have any claim arising out of such action.
