3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the

stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity

Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost

of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at

VISAKHAPATNAM or directly through the payment gateway at our SRM Site

(https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code

and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC

tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working

days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail

BIENNIAL RATE CONTRACT FOR HIRING OF BACK HOE LOADER CUM EXCAVATOR (MAKE: JCB/ESCORTS/TATA

OR EQUIVALENT MAKE) ON HOURLY BASIS AT NTPC-SIMHADRI.

1.Contract period : Twenty Four(24) months

2. Extension period : Twelve(12) months or part thereof with same rate, terms and conditions, on mutual agreement basis.

3.Items in NTPC scope : nil

4.THE AGENCY QUOTING THE LOWEST RATE (L1) SHALL BE CALLED FOR NEGOTIATION OF RATES, IF REQUIRED.

TO HAVE MORE SOURCES L2,L3 AND OTHER BIDDERS SHALL BE ADVISED TO MATCH THE FINALIZED LOWEST

RATES OF (L1), FOR ENTERING INTO THE RATE CONTRACT FOR DEPLOYMENT OF BACK HOE LOADER CUM

EXCAVATOR (MAKE i.e JCB/ESCORTS/TATA OR EQUIVALENT MAKE) ON HOURLY BASIS. IN CASE L2, L3 BIDDERS

DO NOT AGREE TO MATCH THE FINALIZED L1 RATE, L4, L5, ---- SHALL BE GIVEN OPPORTUNITY TO MATCH THE

RATE.

5.Items in contractor scope: JCB on hourly basis including cost of HSD, driver charges and other consumables etc.

6.Price basis:Periodical running account bills.

7. Deviation clauses: (+/-) 50 % on BOQ items(Unpredictable Nature In Receipt of rakes, Stones and Coal Boulders and Other

Works).

9.Special licences required: Nil

9.Manpower with special skills required: NIL

10.Payment terms / Payment periodicity: RA Bill

11.Penalty clauses : As per GCC

12. Quality requirements: NA

13. Safety requirements: As per O&M safety clauses

14. Defect liability period: N/A

15. Other terms and conditions

a)The 'JCB" shall consists of an excavator and loader. JCB should have the operator and 01 helper to be deployed during working

hours.

b)The Agency shall deploy the #JCB# as and when required at wagon tippler and along the track as and when required including

night hours. If necessary Agency has to deploy 2nd JCB if situation demands.

c)The #JCB# shall be engaged on hourly basis to carry out the works, such as clearing and removing of stones/boulders/coal on

wagon tippler grills during unloading of wagons and for misc. works along the track as and when required according to the

instructions of EIC.

d)In case of breakdown of #JCB# while executing the work, Agency has to arrange another JCB without hampering the work.

e) The Agency shall maintain a log book to record the working hours and get it certified by the NTPC executive.

16.GST shall be Extra as applicable.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding

documents.

7.0 Qualifying Requirements for Bidders:

PACKAGE: BIENNIAL RATE CONTRACT FOR HIRING OF BACK HOE LOADER CUM EXCAVATOR (MAKE:

JCB/ESCORTS/TATA OR EQUIVALENT MAKE) ON HOURLY BASIS AT NTPC-SIMHADRI.

1.1 a) The bidder should be an owner of #BACK HOE LOADER CUM EXCAVATOR# registered in their firm name.OR

1.1 (b) The bidder should have executed the #BACK HOE LOADER CUM EXCAVATOR# deployment Contract during last

three years

2.0 Financial Criteria:

2.1 The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of bid opening shall not be

less than Rs.20.00 Lakhs (Rupees Twenty Lakhs only).

3.0 Notes:

a)In case where audited results for the last financial year as on the date of Techno-commercial bid opening are not available, the

financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit

the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive

financial year#s preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate

would be required from the CEO/CFO/ Proprietor/Partner that the financial results of the Company are under audit as on the date of

Techno-commercial bid opening and the certificate from practicing Chartered Accountant certifying the financial parameters is not

available

b)Other income shall not be considered for arriving at annual turnover.

c)The bidder should have independent PF code issued by RPFC, valid PAN number and GST registration number and the relevant

documents shall be submitted along with bid proposal.

d)The bidder should submit the documentary proofs for establishing the QR requirements at 1.0 and 2.0 above.

8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any

reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
