NOTICE INVITING APPLICATION
FOR
ENLISTMENT OF VENDORS FOR
CIVIL CONSTRUCTION WORKS (ESTIMATED COST UP TO 100 LAKHS)

NTPC Darlipali Super Thermal Power Project invites sealed application for the following
two types of vendor enlistment for civil construction works:
TYPE-A: Enlistment of vendors for Civil construction works involving Road works
TYPE-B:Enlistment of vendors for Civil construction works other than road works
Enlistment will be in following THREE (03) categories SEPARATELY for TYPE OF
WORKS A & B .
Category

GENERAL INSTRUCTION TO BIDDER
1.0 Enlistment FEE:
No cost is required to purchase / download the application form. However, Rs 500.00 ( non-
refundable), is to be deposited along with submission of documents for enlistment failing which
application shall not be considered for empanelment purpose.
Small Scale Industries(MSME) registered with NSIC/OSIDC/MSME-Udyog Adhar shall be
exempted from payment of enlistment fee. This shall be subject to submission of a self
certified legible copy of valid registration certificate.
The enlistment fee would be Rs 500.00 in the form of DD/Bankers Cheque in favour of NTPC
Limited, payable at Sundargarh.
2.0 Enlistment process:
(i) An applicant will be enlisted in a category based on meeting the qualifying requirements as
described under Technical Criteria and Financial criteria as detailed in the Qualifying
Requirements attached herein as - Annexure-IA &IB ; for the two types of civil construction
works in respective categories.
(ii) Applicants are required to furnish all information as sought in ‘APPLICATION FOR
ENLISTMENT OF VENDORS’ (Annexure II), along with documentary evidence as
required in support of meeting the technical and financial criteria.
(iii) APPLICATION ISSUE PERIOD : From 22..01.2018 to 15.02.2018.
LAST DATE OF SUBMISSION : UP TO 13:00 HrS on 02.03.2018
OPENING DATE & TIME : 02.03.2018 , 14.30 Hrs
3.0 Validity of enlistment:
Enlistment of vendor will remain valid up to three (3) years from the date of issuance of
enlistment letter by NTPC DSTPP, unless the same is revoked by the same authority prior
to expiry of three-year period.
4.0 Additional documents to be submitted along with the application for
Enlistment: Copy of independent PF code, PAN, GST registration, Registration
of firm, legal status of the firm (proprietorship deed/partnership deed/MOA) are
to be submitted.
5.0. General conditions of contract (GCC) for civil works & Instruction to Bidders(ITB) form
part of tender documents, for almost all packages, being floated from NTPC Limited,
Darlipali STPP. Vendor/Agency may refer the same in our office or else soft copy may be
requested through email.
ANNEXURE-IA
QUALIFYING REQUIREMENT(QR)
TYPE-A: Qualifying Requirements for Enlistment of vendors for Civil
construction works involving Road works.
In addition to satisfactory fulfillment of the Qualifying requirements stipulated in Section
–ITB (Instruction to Bidders) of the Bid Documents, the bidder should also meet the
qualifying requirements stipulated hereunder:

(i) The word “executed” means that the applicant should have achieved the progress specified
above even if total contract is not completed/closed. The same shall be supported by
documentary evidence issued by the owner/employer.
(ii) The word “Order/s” means involving Civil construction work(s) involving Road works.
(iii) Copy of audited balance sheet in support to the above is to be submitted. In case audited
results for FY 2016-2017 are not available, a certificate of financial statements from a
practicing Chartered Accountant shall also be considered.
Other income shall not be considered for arriving at annual turnover.

GENERAL REQUIREMENTS/CONDITIONS:
1. The vendor should furnish documentary evidence in support of fulfilling each
Qualifying requirements duly signed and certified by the authorized
representative of the company with company seal.
2. NTPC shall not be responsible for any postal delay, loss or non-receipt of
documents sent through post / courier.
3. If the date of opening coincides with a holiday, the opening date shall be shifted
to next working day.
4. NTPC reserves the right to reject any or all applications or cancel / withdraw the
Notification for Enlistment without assigning any reason whatsoever and in
such case no applicant shall have any claim arising out of such action. Decision
of NTPC would be final.
5. A complete set of Application Documents can be downloaded from our web site
http://www.ntpctender.com or www.ntpc.co.in free of cost and the downloaded
documents can be used for application purpose.
a) The application documents can also be issued to interested vendor on
submission of a written application free of cost. However, a payment of Rs
500.00 (non-refundable) towards the enlistment fee, shall be deposited in the
form of a crossed demand draft/Pay Order/ Bankers Cheque in favour of NTPC
Limited payable at Sundargarh at the time of submission of duly filled in
application form (as per Annexure II) & along with documentary evidence as
required in sealed envelope. The application submitted without enlistment fee
will be rejected.
b) Applications seeking application documents by post should clearly mention
REF Number / Date, brief description/purpose/type of work and name of vendor
must be sent to ‘address for communication’.
c) Requests received after the last date as mentioned, due to delays of
postal/courier services shall not be entertained. The application documents shall
be issued to all the applicants without prima-facie examination of qualification
status. The qualification status shall be examined only during the process of
evaluation.
d) Issuance of application documents to any vendor shall not construe that such
vendor is considered to be qualified.
e) Applications shall be submitted in sealed Envelope, superscripted as
“APPLICATION FOR ENLISTMENT OF VENDOR ” with type/types of
work for which enlistment is sought, address of vendor along with requisite
amount of ENLISTMENT fee. The said envelope would be opened at the
address for communication given below in the presence of vendor’s
representatives who choose to attend the opening.
6. Application Documents are not transferable.
7. “Enlistment” word as used here shall pertain to listing of vendor in our records
only.
8. The enlistment shall remain valid for three years with provision of extension for
a period up to one more year.
9. The information sought shall be filled in completely and wherever not
applicable it should be written as “Not Applicable. Incomplete Applications or
Application forms received without relevant supporting documents may be
summarily rejected and may not be considered. If space is inadequate in any
column, separate sheets should be used to give complete details, up to date
information and support document copies.
10. Any information/data furnished by the Applicant found to be incorrect or false
or misleading at any point of time would render him liable to be debarred from
the Enlistment.
11. Any effort by an Applicant to influence the Employer’s processing of
applications for Enlistment will result in the rejection of the Applicant’s
application for Enlistment/Registrations. During the evaluation of the
Applications, the Employer may, at its discretion, ask the Applicant for
clarification to the applications including documentary evidences.
12. The applicant shall strictly adhere to the “Safety norms, Fraud Prevention
Policy, Banning & suspension of business dealing policy” of NTPC displayed
on its tender website http://www.ntpctender.com
13. The contractors who are already enlisted/working and/or worked earlier in
NTPC Limited are also required to apply according to the above procedure
failing which their names may not be considered.
14. After receipt of the information/ documents above NTPC would scrutinize and
ENLIST the names of the parties as per the relevant work area. Decision of
NTPC would be final.
15. The Vendors, who are presently banned from business dealings by any of the
NTPC units, shall not be considered.
16. NTPC LIMITED, DARLIPALI STPP MOSTLY PROCESS TENDERs
THROUGH E-PROCUREMENT(E-Tender) ONLY FOR WHICH THE
VENDER SHOULD HAVE A LEGALLY VALID CLASS III DIGITAL
CERTIFICATE AS PER INDIAN IT ACT FROM THE LICENSED
CERTIFYING AUTHORITIES. ALL THE INTERESTED VENDORS
SHOULD HAVE FACILITY FOR PARTICIPATING IN E-PROCUREMENT.
17. The enlisted vendor shall have to furnish Bid Security/EMD, wherever asked for
in the tenders.
18. NTPC Limited Darlipali STPP also reserves the right to issue enquiries to parties
other than those who are enlisted in the process.
19. NTPC Limited Darlipali STPP reserves the right to issue tender for work with
lower estimated value (category) to the enlisted vendors in higher
category(estimated value).
20. NTPC Limited Darlipali STPP reserves the right to come up with another round
of enlistment for the same works before the expiry of this enlistment
