The Estimated Cost for the package is INR 181.71 Lakhs

As per Provision of bidding Documents , the bidders shall submit online , Techno-Commercial Proposal

in Cover Type Technical and "Price Proposal" in Cover Type Price(in excel file) , within the bid

submission date & time as mentioned above on e-tendering portal https://eprocurentpc.nic.in. Only

Technical Bid will be opened on 16.02.2018 at 15:30: Hrs (IST)

3.0 Bid Security (i.e EMD-INR 4,04,000/- in the form of DD/BC/BG) shall be submitted in a sealed

envelope separately offline by the stipulated bid submission closing date & time at the address given

below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer

and shall not be opened.

In case Bid Security is submitted by way of Bank Guarantee, the same should be valid for 225 days

from the date of Opening of Techno-commercial offer.

In case Bid Security is submitted by way of DD / Bankers Cheque/Pay order same should be payable at

Sipat.

While issuing the physical BGs, the Bidder’s Bank shall also send electronic message through secure

SFMS (in case of BGs issued from within India) or SWIFT (in case of BGs issued from outside India) to

Employer’s Beneficiary Bank whose details are provided herein below :

6.0 QUALIFYING REQUIREMENTS FOR BIDDERS :

Bidder Should meet the QR stipulated hereunder :

6.1 The bidder should have executed minimum 1063 CuM of Reinforced Cement Concrete work in any one

(1) year in a single contract within the preceding Seven (7) years from date of Techno-Commercial

bid opening.

6.2 The bidder should have executed Building Works including finishing works within the preceding

seven (7) years from date of Techno-Commercial bid opening.

6.3 The bidder should have executed Civil Work which includes concrete work (PCC/RCC) , as per

following within the preceding Seven (7) years from date of Techno-Commercial bid opening.

a. One order of Value not less than T 161.52 Lakhs

b. Two orders of value not less than T 100.95 Lakhs each

c. Three orders of value not less than T 80.76 Lakhs each

Notes :

1. For Clause 6.1, the "one (1) year" period means any continuous 12 months period.

2. For Clause 6.1 , 6.2 & 6.3, the word “executed ” means the bidder should have achieved the

criterion specified in the QR , even if the total contract is not completed/closed. In case of contracts

under execution as on date of techno commercial bid opening , the value of work executed till such

date will be considered provided the same is certified by the employer.

6.4 Financial Criteria :

6.4.1 Average annual turnover of the bidders in the preceding three financial years as on date of bid

opening shall not be less than INR 201.90 Lakhs.

6.4.2 In case, where audited results for the last financial year as on the date of Techno-Commercial bid

opening are not available, the financial result certified by a practicing charted accountant shall be

acceptable. In case , Bidder is not able to submit the certificate from practicing charted accountant

certifying its financial parameters , the audited results of three consecutive financial years preceding the

last financial year shall be considered for evaluating the financial parameters. Further, a certificate would

be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the

financial results of the company are under audit as on the date of Techno-Commercial bid opening and the

certificate from the practicing charted accountant certifying the financial parameters is not available.

6.4.3 While computing annual turnover , other income shall not be considered.

7.0 Techno-Commercial Bid (i.e Technical Bid & Price Bid ) Submission :

This is an E-tender case and bidders shall submit bid (Technical Bid & Price Bid) in ONLINE

ONLY . Bids sent in physical form thru any other means /media is not at all acceptable and it

may be liable to be rejected.

A) Documents Required for Technical Bid Submission :

i. EMD of INR 4,04,000/- in the form of DD/BC/BG is to be submitted in sealed envelope in

Physical Form/ Offline within the scheduled period. Any techno-commercial bid not accompanied

by an acceptable EMD in separate sealed envelope shall be rejected by NTPC Ltd,Sipat as being

non-responsive and will not be considered for Opening. (* Format for BG, Please refer to

Section-VII , Forms & Procedure).

ii. Above sealed envelop must be super scribed with NIT No. 9900148566 , Date of Opening of

Technical Bid , Sender's Name & Address.

iii. Bidders who have valid MSME/NSIC certificate , those bidders are not required to submit the

EMD or Tender Fee. Please note that MSME/NSIC certificate may also submitted online and

digitally signed if bidders having valid MSME/NSIC certificate.

iv. Following documentary evidences should be uploaded online & signed Digitally :

 QR documents comprising of credentials (i.e Copy of work orders/LOAs/agreements and

completion certificates/ proof of completion ) as per qualifying requirements mentioned in

Point no.6.

 Up to date copy of Profit and Loss Account and Balance sheet of last three financial Years

duly audited by Chartered Accountant (2016-17 , 2015-16 & 2014-15).

 Copy of Independent PF registration Certificate

 Copy of GSTIN Registration Certificate

 Copy of Income Tax PAN No. Certificate

 Name and address(es) of the sole proprietor/partners/board of directors and

memorandum of articles of association/photocopy of the partnership deed/ affidavit for

proprietorship.

 Copy of registration with Central Govt./State Govt./Public Sector/Undertaking if any

applicable.

 Upto date copy of latest Banker Solvency Certificate.

 Details of Manpower (Technical/Non Technical) and Tools & Plants.

 Details Regarding Attribute which comprises of : Declaration of banning Policy , Declaration

of Fraud Prevention policy , Declaration of Safety Policy, Letter of Undertaking , Nill

Deviation Certificate.

B) Documents Required for Price Bid Submission :

To be submitted online in Cover type Price(in excel file) on GEPNIC Portal.

Price Bid opening date and time shall be intimated separately by NTPC through mail to only those

bidders who are found to be meeting the QR criterion and their bid fulfils the technical requirements

as per NIT specifications.

8.0 Technical Bid / Price Bid of the Bidders who have not submitted requisite amount of Tender Fee /

EMD (in form of DD/BC/BG) or valid MSME/NSIC certificate and who do not satisfy the Qualifying

Requirements shall not be considered.

9.0 NTPC Ltd shall not be liable for loss/non-receipt/late receipt of EMD and Tender Fee in postal

transit. No claim in this respect will be entertained. However, NTPC reserves the right to accept or

reject late/delayed EMD. No interest will be payable by the Owner on the said amount covered under

EMD/other security documents.

10.0 Issue of tender documents will not automatically mean that bidders are considered qualified.

The NTPC shall evaluate the qualifying requirements of each bidder as per NIT after opening of

qualifying requirement Bids and the bids of the bidder who is not meeting the qualifying

requirement shall be treated as non responsive .

11.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject

package without assigning any reason whatsoever and in such case no bidder/intending

bidder shall have any claim arising out of such action.

12.0 NO Hard Copy of Bidding Documents shall be Issued & also Transfer of Bidding Documents

purchased by one intending bidder to another is not permissible.
