NTPC Ltd invites online bids on SINGLE STAGE TWO ENVELOPE BASIS (i.e Cover-I: Techno-
Commercial Bid & EMD and Cover-II : Price Bid) from Eligible bidders for aforesaid Package.
The Estimated Cost for the package is ₹44.06 Lakhs.
Bids shall be received up to 13:00 HRS (IST) on 14.02.2018. Techno-Commercial bid (Envelop- I/Cover type fee & Cover type Technical) shall be opened on 14.02.2018 at 15:30 HRS (IST). Date of opening of Price Bid (Envelop-II/Cover type Price) shall be intimated separately to qualified bidders after opening & evaluation of Techno-Commercial Bid (Envelop-I/Cover type fee & Cover type Techanical).

Important Instructions Regarding Bid Submission :
a)Please note that only online tenders shall be accepted.
b)Vendor has to submit their complete bid on or before the due date and time as indicated in the NIT.
c)EMD of required amount in the form of Demand Draft/Banker’s Cheque/Pay order or BG shall be submitted in a sealed envelope separately if paid offline by the stipulated bid submission closing date and time at the specified address.
EMD can be paid online also in SRM Portal. Any bid without an acceptable EMD shall be treated as non-responsive by the employer and shall not be opened.
d)QR documents comprising of credentials as per qualifying requirements mentioned in NIT has to be uploaded in “C” Folder of the Bid : 40083937 in the SRM Portal.
e)QR documents along with EMD has to be uploaded/submitted prior to theTechnical Bid opening date to avoid delays / rejection of offer.
f)PRICE BID – To be submitted only on, online SRM site under the Item data Tab of the Bid.
g)Note : i) Bidders who have valid MSME/NSIC certificate , are not required to submit Tender Fee & EMD, such bidders are to be submit/MSME/NSIC certificate and request for exemption of Tender fee /EMD by submitting an application to the respective officer before the due date and time as indicated in the NIT.
QUALIFYING REQUIREMENTS FOR BID INVITATION No : 40083937
2.1The Bidder should have the experience of Design, Supply, Erection, Commissioning of Fire Detection and Protection System.
2.2The Bidder should have Designed, Supplied, Erected or got erected, Commissioned or got Commissioned the Fire Detection and Protection System for an Auditorium / Cinema Hall / Multiplex / Non-Residential Building / Industry as per the following within the preceding seven
(7) years from date of Techno-commercial bid opening:
a.One order of value not less than INR 39.16 Lakhs
OR
b.Two orders of value not less than INR 24.47 Lakhs each
OR
c.Three orders of value not less than INR 19.58 Lakhs each

Note: Word "executed" means the bidder should have achieved the progress specified in the QR even if the total contract is not completed /closed and the same shall be supported by the documentary evidence.
2.3 Financial Criteria:
2.3.1Average annual turnover of the bidders in the preceding three financial years as on date of bid opening shall not be less than INR 48.95 Lakhs.
2.3.2In case, where audited results for the last financial year as on the date of Techno- commercial bid opening are not available, the financial result certified by a practicing chartered accountant shall be acceptable. In case, Bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the Company are under audit as on the date of Techno-commercial bid opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.
NOTE: Other income shall not be considered for arriving at annual turnover.
III.General Conditions: -
1.As a proof of meeting the qualifying requirements, the scanned copies of the following documents duly attested by authorized signatory of the tenderer will be required to be uploaded in the C-folder of SRM.
a)Copy of Independent Valid PF registration Certificate
b)Copy GST Registration Certificate
c)Copy of Income Tax PAN No. certificate
d)Copy of work orders/LOAs/agreements and completion certificates/ proof of completion.
e)Up to date copy of Profit and Loss Account and Balance sheets of last three financial Years duly audited by Chartered Accountant ( 2016-2017 ,2015-2016,2014-15).
f)Partnership deed/ affidavit for proprietorship/ certificate of incorporation/ articles of association etc with latest changes, if any.
g)Copy of registration with Central Govt./State Govt./Public Sector Undertaking if any applicable.
h)Upto date copy of latest Banker Solvency Certificate.
i)Details of Manpower (Technical/Non Technical) and Tools & Plants.
Also GCC, SCC, Fraud prevention policy etc. (provided in C folder) should be signed by contractor .
2.Notwithstanding any thing stated above, the owner reverses the right to assess Bidder’s capability and capacity to perform the contract should the circumstances warrant such assessment in the
overall interest of NTPC Ltd. and decision of NTPC in this regard shall be final.
3.Issuance of tender documents will not automatically mean that bidders are considered qualified. The tender committee shall evaluate the qualifying requirements of each bidder as per NIT after opening of qualifying requirement Bids and the bids of the bidder who is not meeting the qualifying requirement shall be treated as non responsive.
4.For preparation of the ‘Price Proposal”, Bidders are expected to take into account, the requirements and conditions of the bidding documents. The Prices are required to be filled in the relevant fields in the ‘Item Data’ tab in Bid preparation screen online.
5.All prices to be quoted by the Bidders will be in Indian Rupees or in the stipulated bid currency only on firm price basis and shall remain valid during the currency of the Contract.
6.The date of opening of price bid shall be decided and communicated, well in advance to all bidders whose credentials meet qualifying requirement as per NIT and are acceptable to NTPC.
7.NTPC reserves the right to split or reject any or all the tenders without assigning any reasons thereof.
8.Bids shall be submitted and opened at the address given below in the presence of Bidders representatives who choose to attend the bid opening.
