5.0 Brief Scope of Work & other specific detail
1 BRIEF SCOPE OF WORK
1.1 It is the intent of this contract to replace existing Steam water analysis system (SWAS) of six 210MW power
plant units at NTPC Ltd, Vindhyachal site by latest proven SWAS system, keeping the existing sample tubing and cooling
water piping intact. SWAS System should consist of Dry Panel, Wet Panel, local primary coolers racks, in order to
provide all parameters as mentioned in Table-1 at page-3.
1.2 The scope of work includes design, engineering, manufacturing, fabrication, assembly, pre-shipment testing, proper
packing for transportation, delivery at plant site, unloading, erection, interconnection with related plant and equipment,
connection with DCS, commissioning, calibration, testing, the systems together with all accessories and associated
equipment, conducting site tests & provide trial operation, warranty, AMC, as per specification of SIX SET of STEAM
WATER ANALYSIS SYSTEM(SWAS).
1.3 Bidder's scope of work shall also include dismantling of all the existing SIX SET OF SWAS equipment which are
to be replaced by new system.
1.4 One SET of SWAS R&M materials includes all the materials required for retrofitting of SWAS system of One
Unit. SWAS system of one unit should contain all the parameters as mentioned in TABLE 1 at page-3. Similarly, one
SET erection and commissioning refers to all the erection and commissioning activities required for making available all
parameters of one Unit as mentioned in Table-1 at page 3.
2 OTHER TECHNICAL FEATURES :-
The sample wise conditions and other sample conditioning details, parameters to be measured and the distribution of
primary and secondary coolers of each SWAS should be is as per Table-1 at page-3.
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of
bidding documents.
7.0 Qualifying Requirements for Bidders:
1.0 Technical Criteria:
The bidder should have manufactured / got manufactured / supplied, erected and commissioned online Steam & Water
Analysis System (SWAS) which should have been in successful operation in at least one power station having Unit rating
of 200 MW or above, for a period of at least one year prior to the date of Techno Commercial bid opening.
2.0 Financial Criteria :
a) The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of
Techno-Commercial bid opening, should not be less than Rs. 429.00 Lacs (Rupees Four Hundred and Twenty Nine Lacs)
In case a Bidder does not satisfy the average annual turnover criteria, stipulated above on its own, its Holding Company
would be required to meet the stipulated turnover requirements as above, provided that the Net Worth of such Holding
Company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of
the Holding Company. In such, an event, the Bidder would be required to furnish along with its Techno-Commercial bid,
a Letter of Undertaking from the Holding Company, supported by the Holding Company#s Board Resolution, as per the
format enclosed in the bid documents, pledging unconditional and irrevocable financial support for the execution of the
Contract by the Bidder in case of award.
b) Net worth of the bidder should not be less than 100% (hundred percent) of its paid up share capital as on the last
day of the preceding financial year on the date of Techno-commercial bid opening. In case the Bidder does not meet the
Net worth criteria on its own, it can meet the requirement of Net worth based on the strength of its Subsidiary (ies) and
/ or Holding Company and / or Subsidiaries of its Holding company wherever applicable. In such a case, however the
Net worth of the Bidder and its Subsidiary(ies) and or Holding Company and / or Subsidiary(ies) of the Holding
Company, In combined manner should not be less than 100% (hundred percent) of their total paid up share capital.
However individually, their Net worth should not be less than 75% (seventy five percent) of their respective paid up
share capital.
Net worth in combined manner shall be calculated as follows :
