1.0 INTRODUCTION
NTPC is India’s largest energy conglomerate and has an installed capacity
of 51,708 MW comprising of 28 Coal based, 8 Gas/liquid fuel based and
13 Renewable energy (Solar PV and Wind)/ Hydro power projects. NTPC
has massive ongoing capacity addition plans with around 20,000 MW
projects under construction. The company is also contemplating increasing
its generation assets by means of possible acquisition of Coal based
Power Assets located in India.
2.0 REQUEST FOR PROPOSAL (RFP)
Online Proposals in Two Stages (i.e. Stage-I: Techno-Commercial and
Stage-II: Price) are invited from Promoters/Lenders, Authorized Financial
Intermediaries of the Power Generation Companies, Independent Power
Producers/ Developers for offering their eligible Operational Domestic Coal
based Power Assets located in India and meeting broad Criteria for
Qualification defined below at Clause no 4.0.
3.0 PURPOSE OF INVITING RFP
Through this RFP, NTPC intends to shortlist the suitable Operational
Domestic Coal Based Power Assets located in India for possible
acquisition after evaluating the offered Projects.
4.0 BROAD CRITERIA FOR QUALIFICATION
Any Promoters/Lenders, Authorized Financial Intermediaries of the Power
Generation Companies, Independent Power Producers/ Developers are
eligible for offering their Operational Domestic Coal Based Power Assets
located in India and meeting following criteria:
i. All Units of Station to have achieved COD between 01.04.2014 and
date of notification of RFP.
ii. Designed for operating on 100% Domestic Coal for the rated
capacity.
iii. Availability of coal for 85% PLF of the station:
a. For capacity with linked coal or captive mine: Coal source
within 500 km
b. For capacity with no linkage: Availability of coal source within
500 km for allocation by Ministry of Coal, Government of
India.
iv. Unit size: 500 MW and above.
v. Design values of Unit Heat Rate, APC & SOC shall not be inferior
to extant CERC norms.
vi. The Original Equipment Manufacturer / Original Equipment Supplier
shall have indigenous manufacturing facilities for each boiler and
turbine generator of the station.

6.0 All Proposals must be accompanied by Earnest Money Deposit (EMD) for
an amount of INR 1,00,00,000./- (INR One Crore only) in the form as
stipulated in the Proposal Documents.
ANY PROPOSAL NOT ACCOMPANIED BY AN ACCEPTABLE EMD IN
A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY NTPC
AS BEING NON-RESPONSIVE AND SHALL NOT BE OPENED.
7.0 NTPC reserves the right to reject or not consider any or all Proposals or
cancel/ withdraw the Request for Proposals without assigning any reason
whatsoever and in such case no Applicant / intending Applicant shall have
any claim arising out of such action.
8.0 A complete set of Proposal Documents may be downloaded by any
interested Applicant free of Cost from our e-Tender website
https://etender.ntpclakshya.co.in. For logging on to the e-Tender Site, the
Applicant would require user id and password which can be obtained by
submitting a questionnaire available at our e-Tender site as well as at
NTPC tender site (www.ntpctender.com). First time users not allotted any
Vendor code are required to approach NTPC at least three working days
prior to Document download Close date along with duly filled in
questionnaire (as per enclosed format with detailed RFP) for issuance of
user id and password.
9.0 Transfer of Proposal Documents downloaded by one intending Applicant
to another is not permissible.
10.0 Proposals shall be submitted online and opened at the address given
below in the presence of Applicant’s representatives who choose to attend
the opening of Proposals. Applicant shall furnish Earnest Money Deposit
and Power of Attorney separately in physical form as detailed in the
Proposal Documents by the stipulated Proposal submission closing date
and time at the address given below
