NTPC invites online bids on SINGLE STAGE TWO ENVELOPE BASIS (i.e. Cover-I: Techno-
Commercial Bid & Tender Fee/EMD and Cover-II: Price Bid) from eligible bidders for aforesaid
package.
The estimated cost for the package is INR 153.08 Lakhs
Bid documents shall be on sale from 03.11.2017.
Bids shall be received up to 1600 HRS (IST) on 27.11.2017. Techno-Commercial bid (Envelope-
I/Cover type fee & Cover type Technical) shall be opened on the 29.11.2017 at 1600 HRS (IST).
Date for opening of Price Bid (Envelope-II/Cover type Price) shall be intimated separately after
opening of Techno-Commercial Bid (Envelope-I/ Cover type fee & Cover type Technical).

3.0 As per provisions of bidding documents, the bidders shall submit online, “Techno-
Commercial Proposal” in Cover type Technical and “Price Proposal” in Cover Type Price,
within the bid submission date and time as mentioned above on e-tendering portal
https://eprocurentpc.nic.in. Only Techno-Commercial proposals will be opened on 29.11.2017
at 16.00 hrs (IST).
4.0 The date of opening of Price Proposal shall be intimated separately by NTPC after
completion of evaluation of Techno-Commercial Proposal.

5. Qualifying Requirements :
Following are the qualifying requirement for bidders who wish to participate in the bidding
5.0 TECHNICAL QR
5.1 The Bidder should have minimum of 02 years experience of similar work in India in a
single contract or repeat contract in preceding seven (07) years reckoned as on date of
techno-commercial bid opening.
5.2 The Bidder should have executed similar work in India during the preceding seven (07)
years reckoned as on date of techno-commercial bid opening having:
a) Single order of value not less than Rs. 136 Lakhs
OR
b) Two orders of value not less than Rs. 85 Lakhs each
OR
c) Three orders of value not less than Rs. 68 Lakhs each
Similar works means operation & maintenance / erection of water treatment plant of thermal
power plant of 500 MW station or more. Here water treatment plant comprises of :-
(i) Pre-Treatment (PT) Plant
(ii) De-Mineralized (DM) water plant comprising Ultra-filtration, Reverse Osmosis and
Mixed bed
(iii) Chlorination Plant, Liquid Effluent Treatment Plant (LETP) and condensate polishing
(CPU)
(iv) Cooling Water (CW) treatment system
5.3 The word “executed” means the bidder should have achieved the criterion specified in
QR, even if the total contract is not completed/closed. In case of contracts under execution
as on date of techno-commercial bid opening, the value of work executed till such date will
be considered provided the same is certified by the employer.
5.4 Repeat Contract means even if original contract was awarded for smaller duration, if the
same contract period is extended, the total duration shall include extended duration in addition to
original contract duration for the purpose of evaluation.
5.5 Financial QR:
5.5.1 The average annual turnover of the bidders in the preceding three financial years as on
date of bid opening shall not be less than Rs 170 lakhs (Rs One Crore Seventy Lakhs
only).
5.5.2 In case where audited results for the last financial year as on the date of Techno
commercial bid opening are not available, the financial result certified by a practicing
chartered accountant shall be acceptable. In case, Bidder is not able to submit the certificate
from practicing Chartered Accountant certifying its financial parameters, the audited results
of three consecutive financial years preceding the last financial year shall be considered for
evaluating the financial parameters. Further, a Certificate would be required from the
CEO/CFO as per the format enclosed in the bidding documents stating that the financial

results of the Company are under audit as on the date of Techno-commercial bid opening
and the Certificate from the practising Chartered Accountant certifying the financial
parameters is not available.
6.0 A complete set of Bidding Documents may be downloaded by any interested Bidder
and cost of the documents (non-refundable) as mentioned above may be paid in the
form of a crossed account payee demand draft in favour of NTPC Ltd., Payable at
Raipur (C.G.) and same may be submitted along with the Offline bid (Physical bid)
(as per clause 17 of ITB). For logging on to the etender Site, the bidder would require
user id and and Password which can be created at our etender and inform the same
to concerned package co-ordinator. First time users not allotted any vendor code are
required to approach NTPC at least three working days prior to Document Sale Close
date alongwith duly filled in questionnaire and required document like PAN Card,
Address proof and GST registration etc for issue of vendor code.
Note: No hard copy of Bidding Documents shall be issued
7.0
a) Small Scale Industries registered for similar work with the National Small
Scale Industries Corpn. shall be exempted from payment of tender cost /
Earnest Money Deposit. SSI units registered with District Industries Center
are also entitled for exemption of EMD / Tender Cost. Such parties can sent
the request for Tender Documents along with a photocopy of valid registration
certificate pr

b) Small Scale Industries registered with NSIC shall be exempted from payment
of Security Deposit up to the monetary limit for which the unit is registered
with NSIC.
c) Tenderers seeking exemption should enclose a photocopy of valid MSME/SSI/NSIC
to the Package Coordinator / GM (C&M) at the address given below along with the
Offline bid (Physical bid) as per ITB clause no-17 on or before last date of bid
submission and sacnned copy of the same should be furnished online in Cover type
Fee.
8.0 First time users not allotted any vendor code are required to approach NTPC at least
three working days prior to Document Sale Close date and submit following details.
a) For creation of vendor code:
i) Company/Firm registration, Copy of GST Registration, PAN no.,
ii) Valid email ID, Contact No
iii) Address Proof
iv) Cancel cheque & E.F.T (to be verified by bank)

9.0 Transfer of Bidding Documents purchased by one intending bidder to another is not
permissible. NTPC takes no responsibility for any loss/delay/non-receipt of
applications/ tenders sent by post.
