NTPC invites online bids on SINGLE STAGE TWO ENVELOPE BASIS (i.e. Cover-I: Techno-

Commercial Bid & Tender Fee/EMD and Cover-II: Price Bid) from eligible bidders for aforesaid

package.

The estimated cost for the package is INR 105.94 Lakhs

Bid documents shall be on sale from 03.11.2017.

Bids shall be received up to 1600 HRS (IST) on 22.11.2017. Techno-Commercial bid (Envelope-

I/Cover type fee & Cover type Technical) shall be opened on the 24.11.2017 at 1600 HRS (IST).

Date for opening of Price Bid (Envelope-II/Cover type Price) shall be intimated separately after

opening of Techno-Commercial Bid (Envelope-I/ Cover type fee & Cover type Technical).

3.0 As per provisions of bidding documents, the bidders shall submit online, “Techno-

Commercial Proposal” in Cover type Technical and “Price Proposal” in Cover Type Price,

within the bid submission date and time as mentioned above on e-tendering portal

https://eprocurentpc.nic.in. Only Techno-Commercial proposals will be opened on 24.11.2017

at 16.00 hrs (IST).

4.0 The date of opening of Price Proposal shall be intimated separately by NTPC after

completion of evaluation of Techno-Commercial Proposal.

5. Qualifying Requirements :

Following are the qualifying requirement for bidders who wish to participate in the bidding

5.1 (A) The Bidder should have executed work of Overhauling/Maintenance of High pressure

valves involving at least one HP valve of pressure rating 130 Kg/sq.cm or higher and

involving at least one HP valve of 200NB or above size in Thermal Power Plant of Unit

capacity 200 MW or above during the last seven (7) years ending with the last date of the

month of publication of NIT.

5.1(B) The Bidder should have executed Contract for Mechanical Maintenance/

Overhauling/Erection & commissioning of TG/TG Auxiliaries/high Pressure valves in thermal

power plant of Unit capacity 200 MW or above during the last seven (7) years ending with the

last date of the month of publication of NIT in either of the following:

a) Single order of value not less than Rs. 94.17 Lakhs

b) Two orders of value not less than Rs. 58.86 Lakhs each

c) Three orders of value not less than Rs. 47.09 Lakhs each

Note: The word “executed” means the bidder should have achieved the criterion specified in

QR, even if the total contract is not completed/closed. In case of contracts under execution

as on date of techno-commercial bid opening, the value of work executed till such date will

be considered provided the same is certified by the employer.

5.2 Financial Criteria:

The average annual turnover of the bidders in the preceding three financial years as on last

date of the month of publication of NIT shall not be less than Rs 58.86 lakhs (Rs Fifty Eight

Lakhs and Eighty Six Thousand only).

(i) Other income shall not be considered for arriving at annual turnover

(ii) In case where audited results for the last financial year as on the date of Techno

commercial bid opening are not available, the financial result certified by a practicing

chartered accountant shall be acceptable. In case, Bidder is not able to submit the certificate

from practicing Chartered Accountant certifying its financial parameters, the audited results

of three consecutive financial years preceding the last financial year shall be considered for

evaluating the financial parameters. Further, a Certificate would be required from the

CEO/CFO as per the format enclosed in the bidding documents stating that the financial

results of the Company are under audit as on the date of Techno-commercial bid opening

and the Certificate from the practising Chartered Accountant certifying the financial

parameters is not available.

5.3 The bidder shall have to submit the following documents in support of meeting the QR

along with their bid:

(i) The bidder to submit documentary evidence in support of clause no-5.1 of QR.

(ii) Copies of audited balance sheet and profit & loss account for the preceding three (3)

financial year in support of clause 2.0 of QR.

6.0 A complete set of Bidding Documents may be downloaded by any interested Bidder

and cost of the documents (non-refundable) as mentioned above may be paid in the

form of a crossed account payee demand draft in favour of NTPC Ltd., Payable at

Raipur (C.G.) and same may be submitted along with the Offline bid (Physical bid)

(as per clause 17 of ITB). For logging on to the etender Site, the bidder would require

user id and and Password which can be created at our etender and inform the same

to concerned package co-ordinator. First time users not allotted any vendor code are

required to approach NTPC at least three working days prior to Document Sale Close

date alongwith duly filled in questionnaire and required document like PAN Card,

Address proof and GST registration etc for issue of vendor code.

Note: No hard copy of Bidding Documents shall be issued

7.0

a) Small Scale Industries registered for similar work with the National Small

Scale Industries Corpn. shall be exempted from payment of tender cost /

Earnest Money Deposit. SSI units registered with District Industries Center

are also entitled for exemption of EMD / Tender Cost. Such parties can sent

the request for Tender Documents along with a photocopy of valid registration

certificate pr

notarised, giving details such as validity, stores

failing which they run the risk of their bid being passed over as ineligible for

on.

b) Small Scale Industries registered with NSIC shall be exempted from payment

of Security Deposit up to the monetary limit for which the unit is registered

with NSIC.

c) Tenderers seeking exemption should enclose a photocopy of valid MSME/SSI/NSIC

to the Package Coordinator / GM (C&M) at the address given below along with the

Offline bid (Physical bid) as per ITB clause no-17 on or before last date of bid

submission and sacnned copy of the same should be furnished online in Cover type

Fee.

8.0 First time users not allotted any vendor code are required to approach NTPC at least

three working days prior to Document Sale Close date and submit following details.

a) For creation of vendor code:

i) Company/Firm registration, Copy of GST Registration, PAN no.,

ii) Valid email ID, Contact No

iii) Address Proof

iv) Cancel cheque & E.F.T (to be verified by bank)

b) For registration in GEPNIC (Govt E-procurement National Informatics Centre)
