3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated
bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if
applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of
the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not
Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For
logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by
submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not
allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly
filled in questionnare for issue of vendor code and SRM user id/password.
5.0 Brief Scope of Work & other specific detail

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding
documents.
7.0 Qualifying Requirements for Bidders:
The bidders are required to fulfil the following Qualifying Requirements
Qualifying Requirements for #Procurement of 200 MVA, 21KV / 400 KV Single phase Generator Transformer for Stage # II units
NTPC-Vindhyachal# (Extracted from Clause no. 7 of IFB)
7.0 The bidder should meet the qualifying requirements of any one of the qualifying routes stipulated under clause 7.1.1 or 7.1.2 in
addition. The bidder should also meet the requirements stipulated under clause 7.2.0 and 7.3.0 as applicable.
7.1 Technical criteria:
7.1.1 Route-1
Bidder should have designed manufactured, installed/supervised installation and commissioned/ supervised commissioning of at least
two (02) nos. (one each at two different installations) of 400 KV or above class transformers of at least 200 MVA capacity (either
three phase transformer as a single unit or single phase transformer ) which should be in successful operation for at least two (02)
years prior to the date of Techno-Commercial bid opening .
7.1.2 Route-2
Bidder who have designed ,manufactured, installed/supervised installation and commissioned/ supervised commissioning of at least
two (02) nos.220 KV or above class transformers which are in successful operation for two (2) years prior to the date of
Techno-Commercial bid opening and have established manufacturing facilities for 400 KV class transformers based on technological
supports of its Associate or Collaborator, can also be considered qualified provided its Associate or Collaborator meets the qualifying
requirement stipulated at 7.1.1 above and Bidder furnishes an undertaking jointly executed by it and its Associate or Collaborator, as
per the format enclosed in the bidding document for the successful performance of the equipment .This joint deed of undertaking
should be submitted along with the Techno-Commercial bid, failing which the bidder shall be disqualified and its bid rejected.
In case of award ,the Associate or Collaborator will be required to furnish an on demand Bank Guarantee for 2% (two percent) of the
contract price in addition to the Contract Performance Security to be furnished by the bidder.
Notes-
(i) Two different installations means two different project sites or two different contracts.
(ii) Equipment designed by the bidder by itself or through its collaborator/associate for reference plant, shall also be considered
meeting the requirement of design.
7.2 Financial criteria of the Bidder:
The average annual turnover of the Bidder, in the preceding three (03) financial years as on the date of Techno-Commercial bid
opening, should not be less than Rs 514.00 lacs (Indian Rupees Five Hundred Fourteen Lacs Only).
In case the bidder does not satisfy the average annual turnover criteria, stipulated above on its own, its Holding Company would be
required to meet the stipulated turnover requirements as above,provided that the net worth of such Holding Company as on the last
day of the preceding financial year is at least equal to or more than the paid-up share capital of the Holding Company. In such an
event, the bidder would be required to furnish along with its Techno-Commercial bid, a Letter of Undertaking from the Holding
Company, supported by the Holding Company's Board Resolution as per the format enclosed in the bid documents, pledging
unconditional and irrevocable financial support for the execution of the Contract by the Bidder in case of award.
7.3 Financial criteria of Collaborator/Associate of the Bidder:
7.3(a) The average annual turnover of the Collaborator/Associate, in the preceding three (03) financial years as on the date of
Techno-Commercial bid opening, should not be less than Rs 51.00 lacs (Indian Rupees Fifty One Lacs Only).
In case the Collaborator/Associate does not satisfy the average annual turnover criteria, stipulated above on its own, its Holding
Company would be required to meet the stipulated turnover requirements as above ,provided that the net worth of such Holding
Company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the Holding
Company. In such an event ,the Collaborator/Associate would be required to furnish along with bidder's Techno-Commercial bid, a
Letter of Undertaking from its Holding Company, supported by Board Resolution of Holding Company as per the format enclosed in
the bid document, pledging unconditional and irrevocable financial support to the Collaborator/Associate to honour the terms and
conditions of the deed of joint undertaking in case of award of the contract to the bidder with whom Collaborator/Associate is
associated.
Notes:
(i) Other income shall not be considered for arriving at annual turnover.
(ii) In case where audited results for the last financial year as on the date of techno-commercial bid opening are not available, the
financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the
certificate from practicing Chartered Accountant certifying its financial parameters ,the audited results for the three consecutive
financial years preceding the last financial year shall be considered for evaluating the financial parameters .Further a Certificate would
be required from the CEO/CFO as per the format enclosed in the bidding document stating that the Financial results of the Company
are under audit as on the date of Techno-Commercial bid opening and the Certificate from the practicing Chartered Accountant
certifying the financial parameters is not available .
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any
reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
