NOTICE INVITING TENDER (NIT)

FOR

33 KV SWITCHGEAR REPLACEMENT AT MST AND OFF-SITE AREAS AT NTPC-SIMHADRI

(Domestic Competitive Bidding)

1.0NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter:

2.0Brief Details

3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at VISAKHAPATNAM or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

33 KV SWITCHGEAR REPLACEMENT AT MST AND OFF-SITE AREAS AT NTPC-SIMHADRI.

NOTE: PLEASE QUOTE BASIC RATE ONLY.

GST EXTRA AS APPLIABLE.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

1. Technical Criteria:

1.1The bidder should have designed, manufactured and supplied at least TEN (10) NUMBERS OF 33 KV Switchgear panels complete in all respects with fault rating of at least 21 KA for one (1) second and 52.5KA (peak), which are in successful operation for a period of at least TWO (2) years prior to date of techno-commercial bid opening

1.2The bidder should have manufactured and supplied at least TEN (10) numbers of 33 KV Vacuum Circuit Breakers with a

rating of 21 KA RMS BREAKING,52.5 KA PEAK MAKING and 21 KA withstand for one (1) second, which are in successful operation in 33KV for a period of at least TWO (2) years prior to date of techno-commercial bid opening

1.3 The bidder should have successfully executed similar work during last 07 (Seven) years as on date of bid opening with either of the following

Single order of value not less than Rs.188.29 Lakhs

Two orders of value not less than Rs.117.68 Lakhs each

Three orders of value not less than Rs.94.14 Lakhs each

2. Financial Criteria:

The average annual turnover of the bidder, in the preceding three financial years as on the date of bid opening shall not be less than Rs.235.36 Lakhs ( Rupees two hundred and thirty five lakhs and thirty six thousand)

3. Notes:

a)In case where audited results for the last financial year as on the date of Techno-commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO/Proprietor/Partner that the financial results of the Company are under audit as on the date of Techno-commercial bid opening and the certificate from practicing Chartered Accountant certifying the financial parameters is not available

b)For the purpose of arriving at the executed value of work specified at 1.3 above, basic amount only shall be considered. In case of a contract inclusive of Taxes, agency has to provide the break-up of basic and tax.

c)Other income shall not be considered for arriving at annual turnover.

d)The value of the work completed in the preceding seven (7) years reckoned as on date of techno commercial bid opening, even if it has been started earlier, will also be considered for establishing the qualifying requirements.

e)The word #executed# means; bidder should have achieved the criteria specified in above QR even if the total contract is not completed / closed.

f)The bidder should have independent PF code issued by RPFC, valid PAN number and GST registration number and the relevant documents shall be submitted along with bid proposal.

g) The bidder should submit the documentary proofs for establishing the QR requirements at 1.0 and 2.0 above.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
