Norms BS 4 or above) for GM (Project), NPGC.

(Domestic Competitive Bidding)

1.NPGC invites off-line bids on Single Stage Two Envelope bidding system from eligible bidders for above said work as per the Scope of Work briefly mentioned hereinafter.

2.BRIEF SCOPE OF WORK:

Hiring of Air-Conditioned Hard Top jeep for GM Project at NSTPP Site, Aurangabad by deploying Mahindra XYLO-D4 or Higher segment, 2017 Model, BS4 vehicle with competent Driver for 12 Hrs duty. The deployment shall be as terms & conditions for Deployment of Vehicles for NPGC at NSTPP site (Refer Section-III of bid document).

6.Documents submitted by the Bidders should be clearly readable /comprehensible. NPGC reserves the right to discard incomplete/insufficient/unreadable documents and evaluate tender on the basis of documents available with the bid which are comprehensible, relevant & acceptable.

7.NPGC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action. EMD only shall be returned without any additional financial liability to NPGC.

8.Tender documents are not transferable.

9.If the date of bid opening coincides with a holiday, the date of bid opening shall be shifted to next working day.

10.NPGC shall not be responsible for any postal delay / loss / damage of Bid or non delivery of EMD / Bid Security.

11.Other terms and conditions of tender shall be as contained in Bid Documents.

12.Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s representatives who choose to attend the bid opening.

INSTRUCTION TO BIDDERS

BIDDERS (TENDERERS) are requested to read the following instructions carefully & comply the same.

1.Vehicles to be provided must be registered in the name of the bidder only. No power of attorney shall be entertained.

2.Bidders having GSTIN registration/willing to take GSTIN registration shall be considered for tender only. Bidders, who are willing to take GSTIN, shall have to provide undertaking as per Annexure-IX. Non- submission of the same shall be liable to rejection of the bid.

3.Bidders are requested to fill the monthly hiring rate (including cost towards driver) for the vehicle to be deployed.

4.Bidders providing new vehicles must submit “LETTER OF UNDERTAKING” on non-judicial stamp paper of appropriate value (Rs. 100) as per Performa enclosed. In case, bidder fails to provide the same, bid shall be liable to be rejected.

5.Bidder must fill and submit “Declaration”, “Vendor’s Details” and “Statement of Deviation” complete in all respect along with the Tender. Tenders with incomplete information are liable to be rejected.

6.Bidder must sign each and every page of the enclosed tender document and submit the same in sealed envelope, super scribing the NIT No, Bid opening date and EMD particulars.

7.Sealing & Marking of the Bid:-

The Bidder shall seal the bid (Techno-Commercial Bid & Price Bid) in separate envelopes. The bid shall be placed in a sealed envelope No. 1 clearly marked “TECHNO-COMMERCIAL BID”. And a separate sealed envelope No. 2 clearly marked “PRICE BID” and super scribed with a warning “DO NOT OPEN ALONG WITH THE TECHNO-COMMERCIAL BID”.

The bid security in original, shall be sealed in a separate envelope No.3, duly marking the envelope as

BID SECURITY.

The “No Deviation Certificate” in original as per Annexure-V of the Bidding Documents duly signed and stamped on all pages by the authorized signatory of the Bidder, shall also be sealed in another separate envelope No.4, entitled “NO DEVIATION CERTIFICATE”. The above Four (4) envelops shall then be sealed in an outer envelope. The bidder may note that NPGC will not accept a bid, if Techno- Commercial Bid and Price Bid along with other documents are not submitted in separately sealed envelopes as mentioned above.

8.EMD of Rs. 17,000/- should be submitted in a separate envelope, super scribing NIT No, Bid Opening Date and EMD particulars.

9.Bid Security / EMD shall be paid in the form of Bankers Cheque / Demand Draft drawn in favour of “Nabinagar Power Generating Co. Pvt. Ltd.” Payable at Majhiawan/Barun/Aurangabad, DISTRICT:

Aurangabad, Bihar.

10.No interest shall be payable by NPGC on the said EMD/Bid Security amount.

11.The EMD could be forfeited on revocation of tender or Non-entry into a contract after award of the work or if the work is not commenced as directed after award of the work. Such bidder shall not be allowed to participate in further tendering at NPGC.

12.PAP Bidders are required to attach relevant document with the bid conclusively indicating that “the bidder is a PAP whose land has been acquired for NSTPP and received full and final payment of Land compensation”. In case, such certificate is not provided with the bid, the bidder shall be considered as Non-PAP only.

13.Bid prices shall be submitted exclusive of GST. GST, as applicable shall be paid extra by NPGC.

14.NPGC reserves the right to reject any or all the tenders without assigning any reasonthereof.

15.All quoted rates/amounts shall be given in figures as well as in words. Overwriting on the tender is not permitted and such tenders may be rejected at the sole discretion of NPGC. In case of any discrepancy between figures & words, the rate in words shall be considered for the purpose of evaluation.

16.The bidders are required to quote their rates inclusive of all the cost towards labour, lube oil, maintenance, incidental expenses and all taxes & levies excluding GST required for execution of the work. NPGC shall reimburse the cost of fuel [@ cost of 01 litre Standard Diesel for every 09 KM run for NPGC] at prevalent market rates as per T&C of contract based on distances run for NPGC.

17.For the purpose of evaluation of the tender and considering them for award, all the tenderers shall keep their tenders valid for period of three (03) months from the date of opening of the tender. During this period, the tenderer shall agree not to vary, alter or revoke his tender, either in whole or in part. If the tenderer fails to keep his tender valid for three month or changes the terms and conditions during the said period, NPGC reserves the right to forfeit the bid- guarantee (EMD) submitted by the bidder without any notice or proof of damages.

18.The Bid Documents are not transferable and the offers received from unsolicited bidders shall be rejected. NPGC shall not be held responsible for any postal/ courier delay, loss and damages at any stage. Further, NPGC reserves the right to accept or reject delayed tenders.

19.Conditional bids and Bids not compliant to the tender conditions are liable to be rejected.

20.The bidders are advised to visit NPGC/NSTPP site and get them apprised of the nature and requirements of work before quoting.

21.SIGNING OF CONTRACT AGREEMENT: - The Successful Bidder/ Contractor shall enter into a Contract Agreement with the Employer within forty-five (45) days from the date of Letter of Award or within such other time, as may be desired by the Employer.

22.Evaluation of Bid in case of TIE:-

i.The bids will be evaluated on the basis of total cost to NPGC.

ii.In case of a TIE between two or more bidders, the bidder offering already available vehicle (suiting to the tender requirement) shall be preferred. In case, TIE still persists, the newest vehicle among the TIED bidders shall be preferred. The age of the vehicle shall be assessed based on the date of the first registration.

iii.If TIE persists further, PAPs among tied bidders shall be preferred.

iv.In case of TIE persisting further, draw of lots shall be taken to resolve the TIE situation.
