NTPC invites online bids on SINGLE STAGE THREE COVER BASIS (i.e. COVER-I: Scanned details
of tender fee & EMD/Bid Security. COVER-II: Techno- Commercial Bid and COVER-III: Price Bid) from
eligible bidders for aforesaid package.
The estimated cost for the package is INR 186.93 Lacs
Bids shall be received up to 1530 HRS (IST) on 30.10.2017. Fee details (Cover-I) & Techno-
Commercial bid (Cover-II) shall be opened on 01.11.2017 at 1600 HRS (IST). Date for opening of Price
Bid (Cover-III) shall be intimated separately after opening of Techno-Commercial Bid (Envelope-I).

A complete set of Bidding Documents may be downloaded by any interested Bidder
from our website https://eprocurentpc.nic.in. Interested bidders will have to pay (non-
refundable) of the cost of the documents as mentioned above in the form of a
crossed account payee demand draft in favour of NTPC Ltd., Payable at Raipur
(C.G.). For logging on to the eprocurement Site, the bidder would require a user ID
and a Password which can be obtained online by filling out a registration form “Online

Bidder Enrollment” available at the home page of our website. First time users not
allotted any vendor code are required to approach NTPC at least three working days
prior to Document submission deadline date along with following documents:
i) Company / Firm registration, Copy of GST Registration, PAN no.,
ii) Valid email ID, Contact No
iii) Address Proof
iv) Cancel cheque & E.F.T (to be verified by bank)
Note: Format of E.F.T (Electronic Fund Transfer) is attached along with tender
documents

Brief scope of work:
Supply of SS pipes & fittings for DM water line from DM plant to ST-2 units of NTPC Korba
(3X500MW)
5.
Qualifying requirements:
The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill
the following Qualifying Requirements.
5.1. Technical Criteria:
A] The bidder should be a manufacturer or authorized dealer(s) of manufacturer
of SS pipes.
B] Bidder should have executed purchase order(s) for supply of SS pipes during
the last seven (7) years ending with the last date of the month preceding the
month of publication of NIT in either of the following:-
a) Single order of value not less than Rs. 166.16 Lakh
OR
b) Two orders of value not less than Rs. 103.85 Lakh each.
OR
c) Three orders of value not less than Rs. 83.08 Lakh each.
The word executed means the bidder should have achieved the criterion specified
in the above QR, even if the total contract is not completed/closed. In case of
contracts under execution as on last date of the month preceding the month of
publication of NIT, the value of work executed till such date will be considered
provided the same is certified by the employer.
5.2. Financial Criteria:
The average annual turnover of the bidder, in the preceding three (03) financial
years as on the last date of the month preceding the month of publication of NIT
shall not be less than Rs. 207.70 Lakh (Rupees Two Hundred Seven Lakh Seventy
Thousand only).
(i) While computing the annual turnover, other income shall not be considered.
(ii) In case where audited results for the last financial year as on the date of
Techno commercial bid opening are not available, the financial results certified by a
practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not
able to submit the Certificate from practicing Chartered Accountant certifying its
financial parameters, the audited results of three consecutive financial years preceding
the last financial year shall be considered for evaluating the financial parameters.

Further, a certificate would be required from the CEO/CFO as per the format
enclosed in the bidding documents stating that the financial results of the company
are under audit as on the date of techno-commercial bid opening and the certificate
from the practicing chartered accountant certifying the financial parameters is not
available.
5.3. The bidder shall have to submit the following documents in support of meeting the
QR along with their bid:
5.3.1. The bidder to submit documentary evidence in support of Clause 5.1 of QR.
5.3.2. Copies of audited balance sheet and profit & loss account for the preceding three (3)
financial years in support of Clause 5.2 of QR.
5.4. Notwithstanding anything stated above, the Employer reserves the right to undertake
a physical assessment of capacity and capabilities including financial capacity and capability
of the Bidder / his collaborator(s)/ associate(s)/ subsidiary(ies)/ group company(ies) to
perform the contract, should the circumstances warrant such assessment in the overall
interest of the Employer.
The physical assessment shall include but not be limited to the assessment of the
office/facilities/banker’s/reference works by Employer. A negative determination of such
assessment of capacity and capabilities may result in the rejection of the Bid.
6.
Issuance of Bidding Documents to any bidder shall not construe that bidder is
considered qualified.
7.
NTPC reserves the right to reject any or all bids or cancel / withdraw IFB for the
subject package without assigning any reason whatsoever and in such case no
bidder/ intending bidder shall have any claim arising out of such action.

Tender Fees. Bid Security and Integrity Pact (if applicable) shall be submitted in a
sealed envelope separately offline by the stipulated bid submission closing date and
time at the address given below. Any bid without an acceptable Tender Fees, Bid
Security and Integrity Pact (if applicable) shall be treated as non-responsive by the
employer and shall not be opened.
10.
As per provisions of bidding documents, the bidders shall submit online, “Techno-
Commercial Proposal” in Cover Type-Technical and “Price Proposal” in Cover
Type-Price, within the bid submission date and time as mentioned above. Only
Techno-Commercial proposals will be opened on (01.11.2017) at 16.00 hrs (IST).
11.
The date of opening of Price Proposal shall be intimated separately by NTPC
after completion of evaluation of Techno-Commercial Proposal.

All the bids must be accompanied by Bid Security for an amount equivalent to Rs.

4,16,000.00 (Rupees Four Lakh Sixteen Thousand only). ANY BID NOT
ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE SEALED
ENVELOPE SHALL BE REJECTED BY NTPC AS BEING NON-RESPONSIVE AND
WILL NOT BE CONSIDERED FOR OPENING.
13.
Benefits to Micro & Small Scale Industries
a) Micro and Small Enterprises (MSEs) registered with District Industries Centres or
Khadi and Village Industries Commission or Khadi and Village Industries Board or
Coir Board or National Small Industries Corporation or Directorate of Handicrafts and
Handloom or any other body specified by Ministry of Micro, Small and Medium
Enterprises as per MSMED Act 2006, for goods produced and services rendered,
shall be issued the bidding documents free of cost and shall be exempted from
paying Earnest Money Deposit. Such parties can sent the request for Tender
Documents along with a photocopy of valid registration certificate pr

attested by Gazetted Officer/ Ist Class Magistrate/ notarised, giving details such
as validity, stores

nd monetary limits, failing which they run the risk of their bid
being passed over as ineligible for

b) Small Scale Industries registered with NSIC shall be exempted from payment of
Security Deposit up to the monetary limit for which the unit is registered with NSIC.
c) Tenderers seeking exemption should enclose a photocopy of valid Registration
Certificate giving details such as validity, stores and monetary limits to the Package
Coordinator / AGM (C&M) at the address given below on or before the submission
deadline date.
Note: Digital Certificate (Class III) is a must for vendors to participate in this tender. For further details
regarding this please visit “GUIDELINES TO BIDDERS” in NTPC E-Tender Website. NTPC won’t be
responsible for any vendor not having a suitable valid digital certificate.
14.
Transfer of Bidding Documents purchased by one intending bidder to another is not
permissible. NTPC takes no responsibility for any loss/delay/non-receipt of
applications/ tenders sent by post.
