NTPC invites online bids on SINGLE STAGE TWO ENVELOPE BASIS (i.e. Cover-I: Techno-

Commercial Bid & Tender Fee/EMD and Cover-II: Price Bid) from eligible bidders for aforesaid

package.

The estimated cost for the package is INR 60.18 Lakhs

Bids shall be received up to 1530 HRS (IST) on 06.10.2017. Techno-Commercial bid (Envelope- I/

Cover type fee & Cover type Technical) shall be opened on 11.10.2017 at 1600 HRS (IST).

Date for opening of Price Bid (Envelope-II/Cover type Price) shall be intimated separately

after opening of Techno-Commercial Bid (Envelope-I/ Cover type fee & Cover type Technical).

per provisions of bidding documents, the bidders shall submit online, “Techno-

Commercial Proposal” in Cover type Technical and “Price Proposal” in Cover Type

Price (in excel file), within the bid submission date and time as mentioned above on

e-tendering portal https://eprocurentpc.nic.in. Only Techno-Commercial proposals

will be opened on 11.10.2017 at 16.00 hrs (IST).

The date of opening of Price Proposal shall be intimated separately by NTPC



after completion of evaluation of Techno-Commercial Proposal.

4.0 All the bids must be accompanied by Bid Security for an amount equivalent to

Rs 1,25,000.00 (Rupees One lakh twenty five Thousand only) ANY BID NOT

ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE SEALED

ENVELOPE SHALL BE REJECTED BY NTPC AS BEING NON-RESPONSIVE AND

WILL NOT BE CONSIDERED FOR OPENING.

5. Qualifying requirements:

The bidders are required to fulfill the following:

5.1The bidder should have executed civil Construction and/or civil maintenance work of

buildings during the last (7) years ending with the last date of the month preceding the

month of publication of NIT in either of the following:-

a) Single order of value not less than Rs 49.91 Lakhs

b) Two orders of value not less than Rs 31.19 Lakhs each

c) Three orders of value not less than Rs 24.96 Lakhs each

Note: Work “Executed” means the bidder should have achieved the criteria

specified in the above QR even if the total contract is not completed/closed.

In case of contracts under execution as on last date of the month preceding

the month of publication of NIT, the value of work executed till such date will

be considered provided the same certified by the employer.

5.2 Financial Criteria:

5.2.1 Average annual turnover of the Bidders, in the preceding three (3) financial

years as on the last date of the month preceding the publication of NIT, shall

not be less than Rs. 62.39 Lakhs .

i. While computing the annual turnover, other income shall not be

considered.

ii. In case where audited results for the last financial year as on date of

techno commercial bid opening are not available, the financial result

certified by a practicing Chartered Accountant shall be acceptable. In

case, bidder is not able to submit the certificate from practicing

Chartered Accountant certifying its financial parameters, the audited

result of three consecutive financial years preceding the last financial

year shall be considered for evaluating the financial parameters.

Further, a Certificate would be required from the CEO/CFO as per the

format enclosed in the bidding documents stating that the financial

results of the company are under audit as on date of Techno-

commercial bid opening and the certificate from the practicing

Chartered Accountant certifying the financial parameters is not



available.

5.3 The bidder shall have to submit the following documents in support of

meeting the QR along with their bid:

1 The bidder to submit documentary evidence in support of cl 5.1 of QR

2. Copies of audited balance sheet and P&L account for preceding three (03)

financial years in support of cl 5.2 of QR

5.4 Notwithstanding anything stated above, the Employer reserves the right to

undertake a physical assess the capabilities and capacity including financial capacity

of the Bidder/ his collaborators/ associates/subsidiaries/group companies to perform

the contract, should the circumstances warrant such assessment in the overall

interest of the Employer.

The physical assessment shall include but not be limited to assessment of the

office/facilities/banker”s /reference work by employer. A negative determination of

such assessment of capacity and capabilities may result in the rejection of the bid.

6. NTPC reserves the right to reject any or all bids or cancel / withdraw IFB for the

subject package without assigning any reason whatsoever and in such case no

bidder/ intending bidder shall have any claim arising out of such action.

7.0 A complete set of Bidding Documents may be downloaded by any interested Bidder

on payment (non-refundable) of the cost of the documents as mentioned above in the

form of a crossed account payee demand draft in favour of NTPC Ltd., Payable at

Raipur (C.G.) or directly through the payment gateway at our SRM Site

(https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the

SRM Site, the bidder would require vendor code and SRM user ID and Password

which can be obtained by submitting a questionnaire available at our SRM site as

well as at NTPC tender site (www.ntpctender.com). First time users not allotted any

vendor code are required to approach NTPC at least three working days prior to

Document Sale Close date alongwith duly filled in questionnaire for issue of vendor

code and SRM user ID/ Password.

Note:No hard copy of Bidding Documents shall be issued

8.0

a) Small Scale Industries registered for similar work with the National Small

Scale Industries Corpn. shall be exempted from payment of tender cost /

Earnest Money Deposit. SSI units registered with District Industries Centerare

also entitled for exemption of EMD / Tender Cost. Such parties can sent the

request for Tender Documents along witha photo copy of valid registration

certificate

attested by Gazetted Officer/ Ist Class

Magistrate/notarised, giving details such as validity, stores

monetarylimits,failingwhichtheyruntheriskoftheirbidbeingpassedoveras

ineligible for

b) Small Scale Industries registered with NSIC shall be exempted from payment

of Security Deposit up to the monetary limit for which the unit is registered

with NSIC.



c) Tenderers seeking exemption should enclose a photocopy of valid

Registration Certificate giving details such as validity, stores and monetary

limits to the Package Coordinator / GM (C&M) at the address given below at

least three working days prior to the last date of tender fee payment for

getting the authorization for participating in the e-tendering.

d) For procurement of services or supplies where splitting of quantity is not

possible, the award shall be made as follows-

(i) Award shall be given to L1 bidder if L1 bidder is a MSE.

(ii) In case L1 bidder is not MSE, the all MSE bidder(s) who have quoted

within the range of L1 + 15%, shall be given the opportunity in order of

their ranking (starting with the lowest quoted MSE and so on) to bring

down it price to match with L1 bidder. Award of full quantity shall be

placed on MSE bidder who matches its price with L1 bidder at the

price quoted by L1 bidder.

(iii) If no MSE bidder who has quoted within range of L1+15% accepts the

price of L1 bidder then the award shall be made to the L1 bidder.

First time users not allotted any vendor code are required to approach NTPC at least

three working days prior to Document Sale Close date and submit following details.

a) For creation of vendor code:

i) Copy of GST Registration, PAN no.,

ii) Valid email ID

iii) Address Proof

iv) Cancel cheque & E.F.T(to be verified by bank)

Note: Format of E.F.T (Electronic Fund Transfer) is attached along with tender

documents

b) For registration in GEPNIC (Govt E-procurement National Informatics Centre)

ii) Click on Online bidder enrolment & fill up your details

iii) Send the copy of registration in Gepnic at following Address.

9.0 Transfer of Bidding Documents purchased by one intending bidder to another is not

permissible. NTPC takes no responsibility for any loss/delay/non-receipt of

applications/ tenders sent by post.
