3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by

the stipulated bid submission closing date and time at the address given below. Any bid without an

acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the

employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-

refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee

demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at

our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM

Site, the bidder would require vendor code and SRM user id and password which can be obtained by

submitting a questionnaire available at our SRM site as well as at NTPC tender site

(www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at

least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue

of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of

purchase of bidding documents.

7.0 QUALIFYING REQUIREMENTS FOR BIDDERS:

SUBJECT : DESIGN, SUPPLY, ERECTION AND COMMISSIONING ALONGWITH OPERATION AND MAINTENANCE

FOR 1 YEAR OF 50 KWP & 100 KWP GRID CONNECTED ROOF TOP SOLAR PV PANELS AT TTPS.

QUALIFYING REQUIREMENTS

1.0 BRIEF SCOPE OF WORK :

Design, Supply, Erection and commissioning of grid interactive Roof-Top Solar PV power system with

cumulative capacity of 150 Kwp (50KWp & 100 Kwp respectively) alongwith operation and maintenance for 1 year

followed by 4 year Annual Maintenance contract at Talcher Thermal Power Station.

2.0 ESTIMATED VALUE : Rs.104.26 Lac. (Supply + Erection + Comm. : Rs.99.40 Lakhs + 1 yr. O&M + 4 yr.

AMC : Rs. 4.86 Lakhs)

3.0 DURATION OF CONTRACT : 06 (SIX) MONTHS. (Supply + Erection + Commissioning)

4.0 QUALIFYING REQUIREMENTS : -

The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following

Qualifying requirements.

(I) TECHNICAL QR :-

i) The bidder must have designed, supplied, erected/supervised erection and commissioned/supervised

commissioning of at least one grid connected Roof top Solar PV power system of at least of 100 KW

capacity or above which should be in successful operation for at least one year as on the date of initial bid

opening.

ii) The bidder must be manufacturer or authorized distributor/supplier of Solar PV (Photo Voltaic) Modules

using crystalline/multi crystalline cells with international qualification certification of IEC 61215 edition II

and test reports issued by one of the IEC accredited test centers with the test certificates from any one of

the NABL/BIS accredited testing calibration laboratories. Qualification test certificates will be as per IEC

standard.

iii) The bidder must be a Ministry of New & Renewable Energy, GoI approved channel partner for On-grid

Solar PV system as on the date of bid opening.

iv) Bidder must have adequate post installation localized service facilities/centres in Odisha. If no localized

service facility/facilities is/are available on the date of bidding, the bidder should give an undertaking in an

affidavit to create localized service facilities before final commissioning of the Solar PV system.

v) The bidder must have successfully executed similar work orders having value not less than the followings

during last seven (7) years reckoned as on the date of bid opening with either of the following :

a) Value of Rs.79.52 Lacs in case of single order, or

b) Value of Rs.49.70 Lacs each in case of two orders, or

c) Value of Rs.39.76 Lacs each in case of three orders.

Similar work means any work which includes design, supply, erection and commissioning of Solar PV system.

5.0 (II) FINANCIAL CRITERIA: -

(A) AVERAGE ANNUAL TURNOVER:

The average annual turnover of the bidder in the preceding three (03) financial years as on the date of bid

opening, shall not be less than INR 99.40 Lacs (Rupees Ninety Nine Lakhs Forty Thousand only)

(B) The work “executed” means that the bidder should have designed, supplied, erected/supervised erection &

commissioned/supervised commissioning of at list 100 kWp Solar PV System as specified in QR at para 4.0 even if

total contract by the agency is not completed. In case of order under execution, the value of work executed (i.e.

Installed & commissioned) on the date of bid opening shall be considered (Documentary evidence from the client

is to be submitted).

(D) In case, where audited results for the last preceding financial year as on the date of bid

opening are not available, certification of financial statements from a practicing Chartered Accountant shall

also be considered acceptable for last preceding financial year only.

(E) In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its

financial parameters for last preceding financial year, the audited results of three consecutive financial years

preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate

would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the

financial results of the Company are under audit as on the date of bid opening and the certificate from the

practicing Chartered Accountant certifying the financial parameters is not available.

(F) The bidder shall submit documentary evidence towards completion of the executed quantity from the client

or minutes of meeting indicating completion of these panels.

(G) The bidder shall provide documentary evidence of Service TAX, VAT, PF, ESIC, GST (Wherever applicable)

(H) Notwithstanding anything stated above, NTPC reserves the right to assess the bidder’s capability & capacity

to perform the contract.

(I) NTPC also reserves the right to reject any or all bids or cancel / withdraw the invitation for bids without

assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising

out of such action.

6.0 Additional Information :-

The following information are also required from the bidders about the companies where similar orders have

been executed.

1) Name of the customer / company where similar order has been executed.

2) Year of execution.

3) Name & Designation (Phone No., Fax No., Email ID) of contact person of the customer.

7.0 Tender documents shall be sent Online only to those vendors who deposit the tender fee at least 7 days before

the tender document sale closing day to enable the contracts department to send the bid documents in the email

id of the agency in time. The agencies who are not registered with NTPC Ltd as vendors and have not been issued

vendor codes are to apply for vendor code along with the following details like PAN card, address, telephone &

mobile No. Fax No, email id, company registration documents etc. For depositing of the tender online, a valid

Class IIIB digital signature of the authorized person of the agency is a prerequisite. The agencies having NTPC

vendor code must apply at least two days before the last date of document sale.

8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package

without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any

claim arising out of such action.
