NOTICE INVITING TENDER FOR CONSTRUCTION OF 48 UNITS IN 04 BLOCKS (G+2) OF “A” & 06 NOS. IN 01

BLOCK (G+2) OF “B” TYPE QUARTERS FOR CISF COLONY AT NTPC KHARGONE.

(Under Domestic Competitive Bidding Process)

NTPC Khargone invites tenders from eligible bidders for following work as under:

					refundable. Without Tender Fee it may be chance of rejection of
					offer of agency.
					MSE (Micro & Small Enterprises) registered with NSIC/DIC (District
					Industries Centre)/ Udyog Aadhar are exempted from Tender Fee.
					MSE should submit the copy of registration in place of DD.

					MSE (Micro & Small Enterprises) registered with NSIC/DIC (District
					Industries Centre) / Udyog Aadhar are exempted from EMD. MSE
					bidder should submit the copy of registration to get the exemption.

QUALIFYING REQUIREMENTS:

The bidders who wish to participate in the bidding shall satisfactorily establish that the fulfil the following Qualifying Requirements.

Technical Criteria:

1.1The bidder should have executed RCC framed Residential or Non Residential buildings including internal electrification works during the preceding seven (7) years reckoned as on the date of techno-commercial bid opening as per the following criteria:

i. Executed value not less than Rs. 613 Lakhs in a Single Contract.

OR

ii.Executed value not less than Rs. 383 Lakhs in two contracts each. OR

iii.Executed value not less than Rs. 307 Lakhs in three contracts each.

1.2Bidder who has not done the internal electrification work themselves may also participate provided they have pre-bid tie-up with an electrical contractor who has executed the internal electrification work of not less than Rs.52 lakhs in a single contract (supply cum execution), during the preceding

seven (7) years reckoned as on the date of tech no-commercial bid opening. The bidder shall not change its tied up electrical contractor without consent of NTPC.

Note:

a.The bidder or its electrical contractor with whom it has pre bid tie up (Clause 1.2 above) should either be A Class Electrical Contractor or should engage an agency for site works who is an A Class Electrical Contractor.

b.The word "executed" means the bidder should have achieved the criterion specified in the QR, even if the total contract is not completed/closed. In case of contracts under execution as on date of techno economical bid opening. The value of work executed till such date will be considered provided the same is certified by the employer.

Financial Criteria:

2.1The average annual turnover (ATO) of the bidder in the preceding three (3) Financial ears as on the date of tech o commercial bid opening shall not be less than Rs. 511 Lakhs [Rupees five hundred eleven lakhs Only].

2.2The Net Worth of the Bidder as on the last day of the preceding financial year shall not be less than 100% of the paid-up share capital. In case the Bidder meets the requirement of Net worth based on the strength of its Subsidiary(ies) and/or Holding Company and/or Subsidiaries of its Holding companies wherever applicable, the Net worth of the Bidder and its Subsidiary(ies) and /or Holding Company and/or Subsidiary(ies) of the Holding Company, in combined manner should not be less than 100% of their total paid up share capital. However individually, their Net worth should not be less than 75% of their respective paid up share capitals. For Consortiums/Joint Ventures, wherever applicable, the Net worth of all consortium/ Joint Venture members in combined manner should not be less than 100% of their paid up share capital however individually, their Net worth should not be less than 75% of their respective paid up share capitals.

Net worth in combined manner shall be calculated as follows:

Net worth (combined) = (x1 +x2+x3)/(y1+y2+y3) x100 where x1, x2, x3 are individual net worth which shall not be less than 75% of the respective paid up share capitals and y1, y2, y3 are individual paid up share capitals

2.3In case where audited results for the last financial year as on the date of Techno

Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of techno-commercial bid opening and the certificate from the practicing chartered accountant certifying the financial parameters is not available.

2.4In case the bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder furnishes the following further documents on substantiation of its qualification.

•Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the Holding Company.

•A certificate from the CEO/CFO of the Holding Company as per the format enclosed in the bid documents stating that the unaudited unconsolidated financial statements form part of the consolidated annual report of the company

Note:

i)Other income shall not be considered for arriving at annual turnover.

ii)Net worth means the sum total of the paid up share capital and free reserves. Free reserve means

all reserves credited out of the profits and share premium account but does not include reserves credited out of the r valuation of the assets, write back of depreciation provision and amalgamation. Further, any debit balance of Profit and Loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves and surplus.

GENERAL NOTES:

1.Bid documents will be issued to all the parties on their request for issue of bid documents without prima-facie examination of their qualification status. However, issue of bid documents shall not mean that bidders are considered qualified.

2.Tender documents are Nontransferable. Only the bidder, in whose name the tender documents are downloaded, is allowed to submit offer. No bidder other than the original bidder in whose name the tender documents are sold / downloaded can submit the offer.

3.Complete set of bidding documents are available on NPTC website https://eprocurentpc.nic.in and prospective bidders can down load the same for submission of bids.

4.Tenders will be called under Single Stage Two Envelope bidding system. Bid opening schedule and other details shall be available in tender documents for the relevant package.

5.NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for bids without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

6.ANY BIDS NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY & TENDER FEE IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY THE NTPC AS BEING NON- RESPONSIVE AND REJECTED.

7.MSEs seeking exemption and benefits should enclose attested / self-certified copy of valid registration certificate, giving details such as validity, stores / services etc. failing which they run the risk of their bid being passed over as ineligible for the benefits applicable to MSEs.

NOTE: The benefit as above to MSEs shall be available only for goods / services produced & provided by MSEs for which they are registered.

8.Indenting parties are advised to visit the site to familiarize themselves with the nature of work and the site conditions.
