1.0 INTRODUCTION
NTPC Ltd., invites Expression of Interest from Companies in India or abroad for Setting up of 100 (one
hundred) Number of Waste to Energy Plants all across India on EPC basis, in supporting the
Government effort in improving the people’s health & welfare.
2.0 BACKGROUND
One of the components of Swachh Bharat Mission (SBM) undertaken by the Ministry of Urban
Development (MoUD) is scientific management of Municipal Solid Waste (MSW) generated in the
country. Under this SBM scheme, it is proposed that 200 Waste to Energy (WtE) plants be set up all
over India.
Further, Ministry of Power, Government of India made amendments in the Electricity Act of 2003, for
ensuring that power produced from Waste to Energy is mandatorily procured by power Discoms. This
step will go a long way in promoting Waste to Energy plants in the country and for making India clean.
Swachh Bharat Mission is likely to get a big boost with procurement of 100 % power produced from
Waste to Energy plants.
Many initiatives taken so far were not successful and faced severe opposition from public in locating
waste to energy plant in their neighbourhood due to pollution concerns. In addition poor financial
performance of these plants, led to unsuccessful ventures. Elaborate systems are required to eliminate
or adequately control emissions considering chemically complex MSW generated in the country in
order to promote Waste to Energy as a pollution free technology among public. The requirement of
comprehensive pollution control devices necessitates extensive capital investment so as to make
installation of Waste to Energy plants acceptable to the local population.

3.0 INTENT OF THE EXPRESSION OF INTEREST (EOI)
Through this EOI, NTPC intends to identify prospective Companies in India or abroad who can partner
with NTPC for Setting up of Waste to Energy plants all across India through an EOI. The company
should have proven experience in Design, Engineering, Erection and Commissioning of such facility in
India or abroad and the technology should be commercially proven meeting all the necessary
environmental norms as per Indian Solid Waste Management Rule (SWM) 2016.
NTPC has identified Grate fired technology as a suitable technology for scientific disposal of MSW to
Energy technology considering Indian kind of unsegregated MSW generated and intends to seek
budgetary offer for the same as per scope of work and aforesaid technology as given in Section - II.
However, the technology is indicative only, company may also offer other technology as per their
standard and proven practice provided it is in successful commercial operation anywhere in the world
(in the capacity of 300 TPD and above with at least two years of successful operation) at the time of
submission of EOI.
To promote faster implementation and bring down the total project execution duration, the following are
envisaged to be provided by NTPC to the prospective vendor
a. Land for setting up of Waste to Energy plant
b. Arrangement of Committed supply of waste Fuel supply from local Municipality
c. Support in obtaining Necessary / Statutory clearance for setting up of Waste to Energy plant
d. Arrangement of Power Purchase Agreement
However site specific adjustment / modification is envisaged to be included in the specification as and
when required during the process of project finalisation.
This EOI for “identifying vendors for Setting up of Waste to Energy plants (PAN INDIA) on EPC
basis” is not intended for empanelment or pre-qualification of companies which will be done
separately through a tender process later.
4.0 ELIGIBILITY
I. Companies of repute who have carried out Waste to Energy project of at least 300 TPD (Tons per Day)
in capacity (in a single unit / line) and the company should have proven experience in Design,
Engineering, Erection and Commissioning of such facility in India or abroad and the technology should
be commercially proven meeting all the necessary environmental norms as per Indian Solid Waste
Management Rule (SWM) 2016, and the facility is in successful commercial operation for at least two
years at the time of submission of EOI.

II. The average annual turnover of the Company in the preceding three (3) financial years as on the date
of publication of this EOI, should not be less than Rs. 1900 million (Indian Rupees One thousand Nine
hundred million only) or in equivalent foreign currency.
III. The Net Worth of the Company as on the last day of the preceding financial year as on the date of
publication of this EOI should not be less than 100 % (hundred percent) of its paid-up share capital.
Participants to this EOI are required to submit documentary evidence in support of fulfillment of above
technical & financial requirements of eligibility.

6.0 NTPC reserves the right to reject or accept any or all applications, cancel/withdraw the EOI process

INSTRUCTIONS TO APPLICANTS
1.0 INTRODUCTION
NTPC Ltd. (A Govt. of India Enterprise), a Maharatna Company, is India’s largest energy conglomerate
with roots planted way back in 1975 to accelerate power development in India. Since then it has
established itself as the dominant power major with presence in the entire value chain of the power
generation business. From fossil fuels it has forayed into generating electricity via hydro, nuclear and
renewable energy sources. The total installed capacity of the company is about 51,698 MW (including
JVs) with 20 coal based, 7 gas based stations and 1 Hydro based station. 9 Joint Venture stations (8
are coal based and 1 is gas based) and 12 renewable energy projects. NTPC has an ambitious plan to
become 128000 MW plus company by 2032.
Most of the generation of NTPC is from coal and NTPC is preparing itself to utilize Municipal Solid
Waste (MSW) as a fuel to produce electric power, so as to ensure scientific disposal of waste in an
environmentally friendly manner.
Our objective is to ensure scientific disposal of MSW generated in the Country without pollution and
generate power in a cost effective and eco-friendly manner without causing significant impact on
environmental, which is acceptable to local public.
NTPC invites Expression of Interest from Companies in India or abroad who have experience in
execution of Waste to Energy plant on EPC basis anywhere in India or abroad.
2.0 INTENT OF THE EXPRESSION OF INTEREST (EOI)
NTPC intends to identify Companies in India or abroad for setting up of Waste to Energy plants. The
company should have experience in design, engineering, supply, erection and commissioning of Waste
to Energy plant and the technology should be commercially proven.
This EOI for “identifying vendors for Setting up of Waste to Energy plants on EPC basis all across

3.0 SCOPE OF WORK:
Design, Engineering, Manufacturing, Supply, Packing and Forwarding, Transportation, Unloading,
Storage, Installation and Commissioning of components of 400 TPD Waste to Energy plant in Full EPC
basis all across India.
Bidder shall provide comprehensive operation & maintenance of the plant for a period of five years from
the date of successful completion of trial run.
The scope includes the following
1. Design, engineering, manufacturing, supply, packing and forwarding, transportation, unloading,
storage, installation, testing and commissioning of equipments, Demonstrating the guaranteed
performance parameters and compliance to all prevailing norms for emission for Waste to Energy
plant shall be on the basis of single point responsibility, completely covering the following activities
and services in respect of all the equipment & works :-
2. Acoustic enclosure for entire plant / machinery along with appropriate architecture to ensure
pleasing appearance on par with international standards to promote people acceptance level
towards WtE plant.
3. Design and construction of foundation for equipment & chimney.
4. Site leveling, clearing of vegetation, if any.
5. Arrangement for construction power, start up power, water etc., required for construction of entire
plant.
6. Providing engineering drawings, equipment sizing and performance data, instruction
manuals, as built drawings and other information.
7. Construction of Main Control room(s) with switchgear room, Operator cabin (if any) store room for
spares, equipments, chemicals etc., with all electrical fitting and furniture, fencing of plant
boundary, security cabin etc.
8. Construction of switchyard(s) with associated electrical works required for interfacing with grid (i.e.
transformer, breakers, isolators panels, protection system, earthing and metering) and evacuation
of power through underground trench or cable trestle / over ground.
9. Construction of internal roads, pathways, fencing and drainage system.
10. Construction of water treatment / leachate treatment system / zero liquid discharge (ZLD).
11. Supply of all hardware & software electronic systems to upload emission parameter to website for
remote monitoring and display at plant gate.

12. Operation & maintenance of WtE Plant along with electrical equipments, consumables and spare
parts for a period of five years from the date of successful completion of trial run including disposal
of ash and rejects (if any) to nearby landfill, identified for this purpose.
13. Supply, erection and commissioning of fire fighting systems, CCTV cameras and its network inside
the plant, wherever required for its safe and reliable operation.
14. All necessary control and instrumentation system, human machine interface (HMI), control logics,
protection and interlocks ensuring safe and reliable operation of waste to energy project.
15. Detailed design of all the equipment and equipment system(s) including all control and
instrumentation, electrical, civil, structure steel works included in bidder's scope.
16. Compliance with statutory requirements and obtaining clearances from statutory
authorities, wherever required. (This includes IBR approvals and registration of plant,
explosive authority's approval, Consent to Establish, Consent to Operate, approval from electrical
inspector, factory inspector, approval for excise and custom duty waiver etc. if any)
17. Complete manufacturing including shop testing/type testing where applicable;
18. Packing and transportation from the manufacturer’s works to the site including customs clearance
& port clearance, port charges, if any.
19. Receipt, unloading, storage, preservation, handling and conservation of equipment at the site.
20. Fabrication, pre-assembly if any, erection of equipments, site & shop testing, completion of
facilities, commissioning and successful operation of complete system and individual equipments.
21. Performance and guarantee tests after successful completion of initial operation.
22. Spares: Supply of mandatory spares, start-up and commissioning spares, recommended spares
and other spares as required for complete system erection, testing, commissioning, start-up, initial
operation etc. at site.
23. Operation & Maintenance of plant including supply of manpower, machineries, T&P, consumables,
spares etc. for initial period of five year as described above; in case of lube oil or any other specific
consumables, top up requirement for 2 years shall be supplied.
24. Reconciliation with customs authorities, in case of foreign Bidders.
25. Complete as built documentation and O&M manual.
26. Satisfactory conclusion of the contract.

27. The Contractor shall be responsible for providing all material, equipment and service, which are
required to fulfill the intent of ensuring operability, maintainability, reliability and complete safety of
the complete work, irrespective of whether it has been specifically listed herein or not.

7.0 Submission of Application of EOI
The application of EOI shall be submitted in the following manner:
I. The Form of Application shall be submitted on the letter head of the company.
II. The Schedules shall be submitted in MS word format & in pdf format in one single file.
III. The credentials/supporting documents shall be submitted in pdf file format. (The applicants are advised
to combine all credentials/supporting documents in single pdf file.) and these documents should be in
English language, however, if documents are available in a language other than English, translation of
the same in English duly attended from embassy along with original documents shall be accepted.
