3.0 Bid Security and Integrity Pact (if applicable) shall

be submitted in a sealed envelope separately offline/online by

the stipulated bid submission closing date and time at

the address given

below. Any bid without

an

acceptable Bid

Security and Integrity Pact (if applicable) shall be treated

as non-responsive by the employer and shall

not

be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at New Delhi or directly through the payment gateway at our SRM Site

(https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the

bidder would require

vendor code and SRM user id and password which can be obtained

by submitting a questionnaire

available at our SRM

site as well as at NTPC tender site (www.ntpctender.com). First time users not

allotted any vendor code are required to

approach NTPC at least three working days prior to Document Sale

Close date

alongwith duly filled in questionnare for

issue of vendor code and SRM user id/password.

 

 

 

5.0Brief Scope of Work & other specific detail

DEPLOYMENT OF BASIC LIFE SUPPORT AMBULANCE WITH MANPOWER,ADVANCE LIFE SUPPORT ABMULANCE WITH MANPOWER AND MANPOWER FOR STABILATION CENTER AT NTPC PROJECTS/STATIONS.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

1.1(a) The bidder should have at least 03 (Three) years# experience of managing/ providing medical/emergency ambulance services in the preceding seven years as on date of opening of Techno-commercial proposal.

1.1(b) The bidder should have deployed at least 10 (Ten) no#s of Advance Life Support Ambulances which should be in operation against one or multiple orders in the preceding seven years as on date of opening of Techno-commercial proposal.

1.1(c)The bidder should have deployed at least 30 no#s of para-medical manpower deployed in hospitals/healthcare/Stabilization Centers/dispensaries etc. against one or multiple orders in the preceding seven years as on date of opening of Techno-commercial proposal.

Note:

(i) Paramedical Manpower means nurse, lab technician, emergency medical technician, pharmacist, medical attendant etc.

(ii)Bidder can also be a Consortium of

not more

than

three members and meets the requirement stipulated at 1.1 (a),

1.1(b) and 1.1(c) jointly or severally.

 

 

 

 

(iii)

In case of bidding by a Consortium the bidder shall necessarily identify

the leader of the Consortium. The Bidder

shall

along

with his bid,

furnish

an

Agreement, as per

format enclosed in the

bidding documents in which the members

are

jointly

and severally

liable

to

the

Employer

for successful performance

of the Contract, failing which the Bidder

shall

be disqualified and his bid shall

be

rejected.

 

 

 

1.1(d) The bidder should have executed the work of managing/ providing medical/emergency ambulance services and/ or paramedical manpower to the preceding seven years as reckoned from the date of opening of techno-commercial proposal.

One work of value not less than Rs. 20.16 Cr (Rs. Twenty Crore Sixteen Lac only) or equivalent in foreign currency OR

Two works of value not less than Rs. 12.60 Cr (RS. Twelve Crore Sixty Lac only) or equivalent in foreign currency each

OR

Three works of value not less than Rs. 10.80 Cr (Rs. Ten Crore Eighty Lac Only) or equivalent in foreign currency each.

Note:

 

 

 

 

 

(i)The work #executed# mentioned above means the

bidder should have achieved the criteria specified above, even if the

total contract is started earlier and/or is not completed/closed.

 

 

(ii)In case of contract under execution, the value of

work

executed

till the date of bid

opening as certified by Employer

shall be

considered.

 

 

 

 

(iii)For

order in foreign currency, the exchange rate

as on

the date

of techno-commercial

bid opening shall be used.

(iv)Orders executed by the Holding Company shall also be considered acceptable if bidder is fully owned subsidiary of holding company.

(v)Multiple orders placed against single rate contract/ Agreement/MoU shall be treated as one work for the above purpose.

2.0Financial Criteria:

2.1The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of

techno-commercial bid opening, should not be less than Rs. 25.20 crore (Rupees Twenty five crore and twenty lakh) only or equivalent in foreign currency.

2.2 In case the Bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the Bidder can be considered acceptable provided the Bidder furnishes Copies of the unaudited unconsolidated financial statements along with copies of the audited consolidated financial statements of its Holding Company on substantiation of its qualification.

2.3 In

case a

Bidder

does not

satisfy the financial criteria, stipulated at Clause

2.1 above on its own,

its Holding

Company

would

require

to meet

the stipulated turnover requirements at Clause 2.1

above. In such an event,

the Bidder

should be required to furnish along with its Techno Commercial bid, a letter of undertaking from its Holding Company, supported by Board Resolution of the Holding Company, as per the format enclosed in the bidding documents, pledging unconditional and irrevocable financial support for the execution of the Contract by the Bidder in case of award.

2.4 In case where audited results for the last financial year as on the date of Techno Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from a practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the

financial parameters. Further, a

certificate would be required from the CEO/CFO as per the format enclosed in the

bidding documents stating that the

financial results of the Company are under audit as on the date of

Techno-commercial

bid opening and the Certificate

from the practicing Chartered Accountant certifying the financial

parameters is not

available.

 

 

Note:

i. #Holding Company# and #Subsidiary# shall have the meaning ascribed to them as per Companies Act of India, in vogue.

ii.Other income shall not be considered for arriving at annual turnover.

iii.The consortium shall have to necessarily identify one of the members as lead member.

In

case of consortium, the bid security

and in the event

of award,

the

Performance Bank Guarantee shall

be in

the name

of

all the members of the consortium.

 

 

 

 

 

 

iv.

In case of a bid submitted by

consortium, the

turnover

shall

be considered on a combined

manner

for the

consortium. However, in case of consortium of holding and/or subsidiary companies, the options at clause 2.3 above shall also be available to the bidder.

V. For turnover

indicated in Foreign currency, the exchange rate as on seven days prior to the date of

Techno-commercial

bid opening shall be used.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any

reason whatsoever and in such case no bidder/intending bidder shall have

any claim arising out of such

action.
