1.0 INTRODUCTION

NTPC, a Maharatna Company, is India’s largest energy conglomerate with roots planted

way back in 1975 to accelerate power development in India. Since then it has established

itself as the dominant power major, with presence in the entire value chain of the power

generation business. From fossil fuels, it has forayed into generating electricity via hydro,

nuclear and renewable energy sources. The total installed capacity of the company

is about 51,635 MW (including JVs) with 20 coal based, 7 gas based stations, 1 Hydro

based station, 1 Wind based station and 11 renewable energy projects (Solar PV). NTPC

has an ambitious plan to become 1,30,000 MW plus company by 2032 with diversified fuel

mix, including non fossil fuel based generation up nearly 30 % of NTPC’s portfolio.

Most of the power generation of NTPC is from coal based thermal power stations, at

present. In the past, while generating Quality power, NTPC has always been forerunner in

complying with stringent environmental norms. Ministry of Environment, Forest and

Climate change, in its’ gazette notification dated 7

December 2015, has amended the

Environment (Protection) Rules, 1986, which inter alia, makes it binding to Thermal Power

Plants to reduce Sulphur di oxide (SO

) emission below the prescribed limit, depending on

Unit size and year of installation of Power Plants.

For the purpose of capturing SO

form the flue gas before emission, Flue Gas

Desulphurization (FGD) plants are required to be installed in the Flue gas path. In

complying with the said gazette notification, NTPC is under way of installation of FGD

plants in most of its’ Thermal Power Projects/ Generating Stations.

As an output of FGD

plants, Gypsum (CaSO

, 2H

O) is produced in huge quantities. Through this EOI, NTPC

desires to assess the domestic and international market interested to procure Gypsum of

specified Quality, from various NTPC’s Coal based Power Projects/ Operating Stations.

2.0 INTENT OF THE EXPRESSION OF INTEREST (EOI)

NTPC invites “Expression of Interest (EOI)” for assessing market response for shortlisting

of Purchasers/ Agencies for further course of actions such as Long term tie up/ MOUs/

Tendering or any combination of the said three options, for the procurement of ‘Gypsum’

from FGD plants of NTPC’s various coal fired thermal power plants/ stations. The

interested parties can also indicate whether they are Gypsum wall board manufacturer or

Glass fiber reinforced Gypsum (GFRG) panel manufacturer. In such a case, the total

amount of Gypsum produced can be given to such companies/ parties on long term basis/

MOUs/ Agreement. It may be pertinent to note that, the Quality of Gypsum procured from

FGD shall be of purity around 90 %, Moisture: < 10 %, Chlorine: < 100 ppm.

Interested parties are requested to refer the terms and conditions of the EOI and submit

their EOI accordingly. Details of NTPC projects along with their addresses, daily/ monthly/

yearly production of Gypsum are given in Annexure I. Purchasers/ Agencies shall submit

EOI minimum for one and maximum up to all the coal fired power plants/ stations in

Annexure I, depending the required capacity of interested Purchasers/ Agencies. It may

be noted that submission of EOI does not, in any way, constitute any kind of commitment

on the part of NTPC Limited.

3.0 SCOPE OF THE EXPRESSION OF INTEREST (EOI)

3.1 The scope of EOI is for sale/ offtake of FGD Gypsum from various NTPC’s coal fired power

plants/ stations at Annexure I. The respondents have an option to submit EOI for one or

more Coal fired Power Plants/ Stations.

4.0 TERMS AND CONDITIONS OF THE EXPRESSION OF INTEREST (EOI)

4.1 The power stations/ projects indicated at Annexure I are likely to be retrofitted with wet

lime stone based flue gas desulphurization system in 3 to 5 years approx., except that in

case of VSTPP V, the FGD system has already been installed.

4.3 Purchasers/ Agencies shall submit EOI minimum for one and maximum up to all the coal

fired power plants/ stations in Annexure I, depending the available/ tied up capacity of

interested Purchasers/ Agencies. It may be noted that submission of EOI does not, in any

way, constitute any kind of commitment on the part of NTPC Limited.

4.4 The interested Purchasers/ Agencies shall make their own arrangement for transportation

of Gypsum from NTPC’s Power Plant/ Station.

4.5 NTPC reserves the right to assess the capacity/ capability of the applicant and viability of

proposal, based on verification of documents and if required, cross verification for

establishment of the capable applicant(s).

4.6 NTPC reserves the right to accept or reject any or all applications, cancel/withdraw the

EOI process without assigning any reason whatsoever in case situation arises, and in such

a case no applicant shall have any claim arising out of such action.

4.7 Interested Purchasers/ Agencies shall ensure proper care and constant vigil of

transportation activities for any damages to any existing properties, which may result in

Environmental hazards in any way, in case of award.

4.8 Interested Purchasers/ Agencies shall have to abide by the guidelines of the Central

Government/ State Government and ensure compliance, in case of award.

4.9 All applicable safety norms to be followed by the interested Purchasers/ Agencies while

loading, handling and transportation of Gypsum, in case of award.

4.10 All possible measures will have to be taken by the interested Purchasers/ Agencies, to

avoid pollution while transporting, in case of award. No spillage of Gypsum will be

permitted.

4.11 Transportation of Gypsum from production area will be the responsibility of respondent

and preferred mode of transportation will be by road.

4.12 The Quality of Gypsum from FGD should be of purity around 90 %, Moisture: < 10 %,

Chlorine: < 100 ppm.

4.13 NIT has already been issued for FGD system of 17 number power plants/ stations, NIT for

installation of FGD system for rest of the projects are expected shortly, barring FGD

system of one project is under erection and one project is under operation. Bidders may

visit the site where FGDs are under installation or commissioned and other sites for which

this EOI is being sought, for better understanding of the system and issues before

submission of EOI. The owner will provide all cooperation to the representative of the

bidder in obtaining the required information during the visit to site.

2.0 Documents comprising the Application

The application of EOI shall comprise the following Schedules:

a. Schedule-I: Form of Application of EOI for procurement of Gypsum.

b. Schedule-II: Turnover.

c. Schedule-III:

i. Past experience with regard to relevant Experience in similar type of

procurement

ii. Client Certificates/Other certificates.

d. Schedule-IV: Form for acceptance of NTPC’s fraud prevention policy.

e. Schedule-V: Any other information

3.0 DOWNLOAD AND SUBMISSION OF THE EXPRESSION OF INTEREST (EOI)

Interested Companies may download the documents of EOI free of cost from

www.ntpctender.com.

The application of EOI shall be submitted in the following manner:

I. The Form of Application shall be submitted on the letter head of the company.

II. The Schedules shall be submitted in both MS word and pdf format, in one single

file each.

III. The credentials/supporting documents shall be submitted in pdf file format (The

applicants are advised to combine all credentials/supporting documents in single

pdf file) and these documents should be in English language. However, if

documents are available in a language other than English, translation of the same

in English duly attested from embassy along with original documents shall be

accepted.
