BRBCL Nabinagar invites sealed bids/tenders/offers on Two Part Bidding basis for Nabinagar Thermal Power

Part (A) QUALIFYING REQUIREMENT
The bidder should be a manufacturer or subsidiary of manufacturer or a group company of manufacturer
(representing manufacturer in India) of switches for network.
OR
The bidder should be partner/dealer/reseller/system integrator of the manufacturer or subsidiary of manufacturer
or a group company of manufacturer (representing manufacturer in India) of switches for network and should be
authorized by the manufacturer or subsidiary of manufacturer or a group company of manufacturer (representing
manufacturer in India) of switches for network for this tender.
The bidder should have executed any one of the following where the work executed includes supply of Network
Equipment (switch or router) in India in the preceding 7 (seven) years as on the date opening of Techno
Commercial bid.
1. One Work of value not less than of Rs. 59.00 lakh (Rupees fifty nine lakh only).
OR
2. Two works of value not less than of Rs. 37.00 lakh (Rupees thirty seven lakh only) each
OR
3. Three works of value not less than of Rs 30.00 lakh (Rs. Thirty lakh only) each.
4. The average annual turnover of the bidder in the preceding three financial years as on the date of opening
of techno commercial proposal should not be less than Rs.74.18 lakh (Rupees Seventy four lakh eighteen
thousand only).
Note:
1. The word “executed” means the bidder should have achieved the criteria specified in the preceding 7
(seven) years as on the date opening of Techno Commercial bid even if the total contract is not
completed/closed. However, the work executed must include supply of Network Equipment (switch or
router). The value of work executed as certified by the client shall be considered.
2. In case of orders under execution, the value of work executed, in the preceding 7 (seven) years as on the
date opening of Techno Commercial bid as certified by the client shall be considered. However, the work
executed must include supply of Network Equipment (switch or router).
3. While computing the turnover other income shall not be considered.

4. In case where audited results for the last preceding financial year are not available, certification of financial
statements from a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not
able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the
audited results of three consecutive financial years, preceding the last financial year shall be considered for
evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the
format enclosed in the bidding documents stating that the financial results of the Company are under audit
as on the date of Techno Commercial bid opening and the Certificate from the practicing Chartered
Accountant certifying the financial parameters is not available.
PART (B) GENERAL INSTRUCTION
1. Tender shall be accompanied by the respective earnest money. Bids not accompanied with EMD shall not be
considered and shall be liable for rejection.
2. Eligible bidders may collect the bid documents as per following procedure:
(i) On- Line: Bidder can download the tender document from website www.ntpctender.com on paying the cost
of Tender Document (non-refundable).
(ii) Off- Line: On submission of application with the cost of Tender Document in the form of a demand draft
(non-refundable) of respective amount.
The Demand Draft should be drawn in favour of Bhartiya Rail Bijlee Company Limited payable at SBI, NTPC
Project, Barem, Bihar (code-14321).
3. Tender/Bid shall be submitted in three (3) separate sealed Envelopes as follows:
Envelope- 1: Containing Earnest Money Deposit (EMD) of requisite amount only. Any Bid not accompanied by
acceptable EMD shall be liable for rejected considering non-responsive offer and returned to the Bidder(s) without
being opened.
Envelope-1, should be duly superscribed “EMD for the NIT no. …………………..… with BOD”.
OR
SME/ Small Scale Industries certificate (SME/SSI industries seeking exemption of EMD has to submit an attested
copy of certificates issued by concern authority).
Envelope- 2: Technical Bid, Containing Letter of Undertaking, credentials mentioned in qualifying requirements
like copy of detailed work order with BOQ, completion certificate/ proof of execution of award, balance sheets
issued by chartered accountant, Copy GST registration, Copy of PAN etc. along with all the bid documents except
price bid duly signed and stamped by their authorized signatory.
Envelope-2, should be duly superscribed “Technical bid for the NIT no. …………………… with BOD”.
Envelope- 3: Price Bid, Containing Bill of Quantity with rates and items rates, dully filled in as per the
instruction mentioned therein and as per the terms & conditions of the tender.
Envelope-2, should be duly superscribed “Price bid for the NIT no. ………………………. with BOD”.
4. Complete bid to be submitted up to 15:00 Hrs. on the respective BOD as indicated above.
5. BRBCL Nabinagar shall not be responsible for any postal/communication delay.
6. If the last date for receiving applications/selling of bids/date of bid opening coincides with holiday, the date will
be shifted to the next working day. The decision of BRBCL in this regard would be final & binding to all
concerned.
7. Issuance of Bid Documents does not mean that such bidder is considered qualified. Fulfilment of Qualifying
Requirements by the bidders will be reviewed/ evaluated and the price bid will be opened only of those bidders
who have submitted proper EMD and have met the requisite QR.
8. The General Purchase Condition of BRBCL will be the integral part of the tender document.
9. The following documents are required to be submitted in support of meeting the Qualifying Requirements, as
mentioned above apart from those Specified in Bid documents:
i. Documentary evidence in support of meeting the qualifying requirements stipulated above which inter alia
should include experience of execution of works as specified in QR with self certified and stamped copies of
Work Orders/ Award Letters, certificate stating that the work order given in support of qualifying
requirements has been completed or completion certificate or proof of execution of awarded work.
ii. Latest audited annual report, Proof of Turnover/Balance Sheet duly certified by practicing Chartered
Accountant.

iii. Partnership Deed/ Affidavit for Proprietorship/ Memorandum & Articles of Association including changes
in the constitution of the firm, if any, for the last three years, (copy of certification with appropriate
authority must be submitted).
iv. Copy of valid PAN (as allotted by concerned IT Deptt.).
v. Copy of GST registration certificate. The vendor must have GST registration, without GST registration the
bid/offer is liable for rejection.
vi. Letter of Undertaking (LOU) as per the format provided with tender document at Annexure-I (To be kept
inside Envelop-2).
10. Notwithstanding anything stated above, BRBCL reserves the right to assess the bidder’s capability and capacity
to perform the contract/order, should the circumstances warrant such an assessment in the overall interest of
BRBCL and the decision of BRBCL in this regard shall be final and binding.
11. Tender document is not transferable.
12. Submission of Bids:
The bid(s) to be sent through Regd. Post/ Courier/ in person so as to reach at address mentioned below on or
before the last date of submission of Bid as prescribed in NIT.
