NOTICE INVITING TENDER (NIT)
FOR
REPAIR/RESTORATION OF BUND TOP & DOWNSTREAM SLOPE PROTECTION OF ASH DYKE
LAGOONS
(Domestic Competitive Bidding)
1.0NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter:
3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Mouda or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.
5.0Brief Scope of Work & other specific detail
The scope of work comprises of excavation and transportation of earth from plant area stage -1,banking at the base of downstream slope,maintaining the upper slope by stacking and spreading the earth,Grassing over sloped portion of bund ,supplying and stacking of stone aggregate 90-45MM size ,moorum for filling cavities and repairing of road.
The excavation of earth and transportation from plant (Stage -1 )premises various locations as per direction of EIC .The work to be done as per details of items in BOQ , NTPC Specification and instruction of EIC .
Scope of work includes deployment of T&P i.e. Excavator -1 no.,Earth transportation vehicles and compactor etc.
The Item rates are inclusive of machinery deployment,material ,labor,equipment handling etc. Supply of all the materials , consumables, tools, arrangements etc. will be in scope of agency.The scope of work involves areas of lagoon excluding overlapping portion of Stage 1&2 Lagoons .
6.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0Qualifying Requirements for Bidders: The bidders are required to fulfill the following:
(a) The bidder should have successfully executed contract(s) of #Ash Dyke Civil Maintenance And/Or Civil Construction Works# of the following values , during the last Seven (07) years as on date of bid opening in:
(b)The average annual financial turnover of the bidder in the preceding Three (03) financial years as on the date of bid opening shall not be less than INR 159 Lakhs (Rupees One Hundred Fifty Nine Lakhs Only).
(c)In case where audited results for the last financial year as on the date of bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/ CFO as per the format enclosed in the bidding documents stating that the Financial results of the Company are under audit as on the date of Techno-commercial bid opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.
NOTES:
1.Other income shall not be considered for arriving at annual turnover.
2.The word #executed# means that the bidder should have achieved the criteria specified in the above QR within preceding Seven (07) years period even if the contract has been started earlier and/or is not completed/closed.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without
assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

11.Initial steps for participating in our E-tender are as mentioned below:
11.1.Vendors already having SRM Vendor Code and Password
Before downloading/ viewing the tender document, bidder has to pay requisite tender fee either through payment gateway by clicking on #pay tender fee# after login in our SRM site or send D/D to us directly, which should reach us at least three working days prior to Last Date of Tender Fee Payment.
11.2.Vendors already having SAP Vendor Code, but do not have SRM login ID and Password
11.2.2.Before download/ viewing the tender document, bidder has to pay requisite tender fee either through payment gate way by clicking on #pay tender fee# after login in our SRM site or send D/D to us directly, which should reach us at least five working days prior to Last Date of Tender Free Payment.
11.3. New Vendor neither having any vendor code in SAP nor any SRM login ID and Password
11.3.1.Duly filled Annexure-1 (format given under #Guidelines to Bidders# in NTPC e-tender website) and PAN card scanned / photo copy (Self Attested) along with the detailed address should reach us at least five working days prior to Last Date of Tender Fee Payment.
11.3.2.Before downloading/ viewing the tender document, bidder has to pay requisite tender fee either through payment gate way by clicking on #pay tender fee# after login in our SRM site or send D/D to us directly, which should reach us at least five working days prior to Last Date of Tender Fee Payment.
11.3.3.First time users not allotted any vendor code are required to approach NTPC at least five working days prior to Document Sale Close Date along with duly filled in questionnaire for the issue of vendor code and SRM user ID/password.

2.Digital Certificate (Class III) is a must for vendors to participate in this tender. For further details regarding this please visit #GUIDELINES TO BIDDERS# in NTPC E-Tender Website. NTPC won#t be responsible for any vendor not having a suitable valid digital certificate.
3.Benefits to Micro & Small Scale Industries
Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per
being passed over as ineligible for this concession. The documents with regard to the same should reach us at least three working days prior to Last Date of Tender Fee Payment.
