NOTICE INVITING TENDER (NIT)

FOR

SUPPLY OF PPC CEMENT TO SIMHADRI

(Domestic Competitive Bidding)

1.0NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter:

2.0Brief Details

3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at

VISAKHAPATNAM or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

SUPPLY OF PPC CEMENT TO SIMHADRI

TOTAL QTY: 1900 MT (WITH +10% QTY VARIATION) AS AND WHEN REQUIRED BY NTPC ON STAGGERED DELIVERY.

REVERSE AUCTION NOT APPLICABLE

6.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders: The bidders are required to fulfill the following:-

A.The bidder should have manufacturing capacity of 1.0 million tons of Cement per annum of PPC confirming to IS: 1489 part- I and the bidder should be a holder of valid license from Bureau of Indian Standards for the respective grade of cement as per requirement. The bidder should have testing facilities for testing cement as per relevant IS.

B.The bidder should have supplied PPC confirming to IS: 1489 part-I during last 7(Seven) years as on the date of the bid opening with either of the following:

i.Single order of value not less than Rs 75.69 Lakhs

ii.Two orders of value not less than Rs 47.31 lakhs each

iii.Three orders of value not less than Rs 37.85 Lakhs each

The bidder should submit documentary proof for A and B above.

Financial Criteria:

The average annual turnover of the bidder, in the preceding three (3) financial years as on the date of bid opening shall not be less than Rs. 94.62 Lakhs (Rupees Ninety Four lakhs Sixty Two Thousand only).

Notes:

1.In case where audited results for the last financial year as on the date of bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO/Proprietor/ Partner that the financial results of the Company are under audit as on the date of bid opening and the certificate from practicing Chartered Accountant certifying the financial parameters is not available.

2.Other income shall not be considered for arriving at annual turnover.

3.For the purpose of arriving at the executed value of work specified at B above, basic amount only shall be considered. In case of an order inclusive of Taxes, agency has to provide the break-up of basic and tax.

4.The word #executed# means; bidder should have achieved the criteria specified in above QR even if the total order is not completed / closed.

5.The value of the order completed in the preceding seven (7) years reckoned as on date of bid opening, even if it has been started earlier, will also be considered for establishing the qualifying requirements.

6.Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder / his collaborators / associates / subsidiaries / group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

TENDER FEE /EMD EXEMPTION:

Following bidders are exempted from Tender Fee and EMD by submission of valid registration certificates as below.

1)Small Scale Industries registered with NSIC with validity 2)Registered MSME bidders

Tenderers seeking exemption should enclose a Photocopy of valid registration certificate preferably attested by Gazetted Officer/Magistrate I st class failing which they run the risk of their application for tender documents/ tenders being passed over as ineligible for this concession.

IMPORTANT NOTE:-

1.# Bidders are requested to refer detailed technical specification of the item (s). In case of any contradiction between short text of item(s) and complete technical specification of the item(s), ONLY COMPLETE TECHNICAL SPECIFICATION OF THAT ITEM SHOULD BE CONSIDERED FOR THE SUBMISSION OF OFFER AND SAME SHALL BE CONSIDERED FOR EVALUATION PURPOSE AT OUR END."

2.If it comes to the notice of NTPC Simhadri at any point of time that Excise Assessable value of any item supplied by the successful tenderer against the purchase order placed against this tender is less than the value indicated in the price bid, payment shall be released taking such lower Excise Assessable value into consideration and no claims whatsoever on this account shall be entertained.
