1. NTPC Ltd invites Online Bids on Single Stage Two Part bidding basis (Part –
I : Techno-Commercial Bid & Part – II : Price Bid) from eligible bidders for
“Refurbishment of Gas Turbine Combustion Components at NTPC-Kawas ”,
as per the Scope of Work mentioned hereinafter.
2. Brief Scope of Work:
To carry out the refurbishment work of used combustor components of GE make
Gas Turbines, Model PG9171E (Converted from 9161 to 9171 during R&M) of
106MW each at party’s works on single point responsibility basis, as per detailed
scope of work.

through the payment gateway at our SRM Site

logging on to the SRM Site, the bidder would require vendor code and
SRM user id and password which can be obtained by submitting a
questionnaire available at our SRM site as well as at NTPC tender site
(www.ntpctender.com). First time users not allotted any vendor code
are required to approach NTPC at least three working days prior to

5. Qualifying Requirements for Bidder:
1.0 Technical Criteria
1.1 Proven Experience:
The bidder should be a Gas Turbine Manufacturer / Manufacturer of Gas
Turbine sheet metal hot path components / Refurbishment Agency of Gas
Turbine sheet metal hot path components and should have carried out/got
carried out refurbishment and coating/manufacture of at least two (2) sets
of the said combustion components of annular type of Gas Turbine having
minimum rating of 98 MW ISO at Turbine Inlet Temperature (TIT) of 990
deg C minimum, which should have completed successful operation of at
least one (1) Combustion Inspection (minimum 7,500 EOH).
AND
1.2 Specific plant related technology and capability.
Bidder must either himself possess or having legitimate access for the
necessary technology for refurbishment of sheet metal hot path
components of GE make Gas Turbine model No.PG9171E of Kawas Gas
Power Station having ISO rating of 106 MW at TIT of 1124 deg. C.
The bidder at his option can also outsource any of the activities required for
refurbishment of sheet metal hot path components subject to the condition
that the chosen outsourcing agency by the bidder also has the necessary
technology for refurbishment of sheet metal hot gas path components of
make Gas Turbine model No.PG9171E of Kawas Gas Power Station having
ISO rating of 125MW at TIT of 1124 deg. C.
1.3 The bidder can be licensee or authorized agent of Gas Turbine Original
Equipment Manufacturer (OEM). In such case, the bidder can be
considered qualified based on the experience of their Principals, who meets
the requirements mentioned at Para-1.1 and 1.2 above.
2.0 NTPC has the right to assess the capability and capacity of the bidder for carrying
out the refurbishment of sheet metal hot path components identified machines of
its plant.
3.0 During the last seven (7) years, the intending bidder should have executed similar
works as on date of bid opening:-
a) One similar executed work costing not less than Rs.104.6976 Lacs
OR
(b) Two similar executed works costing not less than Rs. 65.4360 Lacs each
OR
(c) Three similar executed works costing not less than Rs. 52.3488 Lacs
each

4.0 Financial Criteria:
The average annual turnover of the bidder for the preceding three (3) completed
financial years ( 2014-15, 2015-16 and 2016-17) as on date of technical bid
opening shall not be less than Rs.130.87 lacs. Vendor shall furnish Audited
Financial Reports (Balance Sheet & P&L Account of last 3 years) against this
criteria.
Note:
(i) The relevant/necessary documents for meeting the above Qualifying
Requirements (Q.R) as detailed at para 1.0, 3.0 & 4.0 should be submitted along
with the technical bid and should be self attested/online digitally signed by
bidder.
(ii) The word “Executed” means, the bidder should have achieved the progress
specified in the QR even if the total PO is not completed/closed and the same
shall be supported by documentary evidence (Completion certificate or copy of
invoice against work executed or copy of receipt of payment).
(iii) Other income shall not be considered for arriving at annual turnover.
(iv) For meeting the Financial criteria of the QR, audited financial statement is to be
submitted.
In case, where audited results for the last financial year as on the date of
Technical bid opening are not available, the financial results certified by a
practicing Chartered Accountant shall be considered acceptable.
In case Bidder is not able to submit the Certificate from practicing Chartered
Accountant certifying its financial parameters, the audited results of three
consecutive financial years preceding the last financial year shall be considered
for evaluating the financial parameters provided a certificate would be required
from the CEO/CFO, stating that the financial results of the company are under
audit as on the date of Techno-commercial bid opening and the Certificate from
the practicing Chartered Accountant certifying the financial parameters is not
available.
(v) NTPC reserves the right to visit the vendors facility for evaluating the Q.R criteria.

6.0 GUIDELINE for Participation in SRM/ E- tender:
Access To Tender Document:
This is an e- tender case. Tender document can be accessed / downloaded from NTPC
website after paying the stipulated tender fee .Please ensure that you have the vendor

A. Document to be submitted to AGM(C&M) Kawas in sealed envelope (offline)

B. Technical Bid (Online Submission)
Technical (un-priced) Bid comprising of required documents as mentioned in
Attachment -A of bid document along with required supporting documents shall
be strictly uploaded online in C-folder as per instructions provided in “Instruction to
Bidder-E-procurement” and Bidder’s Manual /Guidelines available on NTPC E-tender
website.

Bidder should submit all the relevant documents in support of Qualifying

C. Price Bid (Online Submission)
The PRICE bid shall be submitted online by quoting prices of all the items as per
instructions provided in “Instruction to Bidder-E-procurement” and Bidder’s Manual
/Guidelines available on NTPC E-tender website. Prices submitted / uploaded
elsewhere shall not be considered for evaluation. Following procedure must be
followed while submitting price bid online.
Rate shall only be filled in " item data - condition" as same are to be considered
for evaluation bid .

D. Tender Opening
Tenders shall be opened online as follows:
a) First Part of Opening:
EMD or MSE Certificate for exempted cases (received offline) will be
opened as and when received before the technical opening date.
Technical Bid (QR documents / Technical offer as per attachments mentioned
in Attachment -A ) shall be opened online on the scheduled day only of the
bidders whose EMD are found in line with our requirements as mentioned in
the tender documents.
Note:
i. All the supporting documents should have at least certified / attested by
the bidder.
ii. After opening of Technical-bids, the documents submitted by the bidders
against QR conditions will be scrutinized. NTPC reserves the right to
seek clarifications / confirmations on Technical Bid during the evaluation
of same (i.e. before opening the Price Bid) and the bidders shall furnish
the details within a short period of time.
The bidders shall produce the original documents for verification of
NTPC, as & when called for.
iii. In case the bidder fails to submit the documents in support of meeting
the qualifying requirement (QR), the offer shall be liable for rejection.
Offer of the bidder not fulfilling the QR shall be rejected and the bid
security shall be returned.
b) Second Part of Opening
The price bids of only those parties shall be opened who are found qualified after
evaluation of the first part bid, for which separate intimation will be sent to such
qualified bidders.
c) Other Conditions:
(A) Earnest Money Deposit (EMD): The EMD offered shall, at bidders option,
be in the form of (i) A Crossed Demand Draft/Pay Order/Bankers
Cheque in favour of NTPC Limited payable at, Surat or (ii) an
unconditional and irrevocable Bank Guarantee (BG) from any of the
banks specified in the bidding documents. The format of Bank Guarantee
towards bid security shall be in accordance with the ‘ Performa for BG’
included in the bidding documents. EMD for an amount less than or equal
to Rs. 50,000.00 shall not be accepted in the form of Bank Guarantee.
(B) The bid security shall remain valid for a period of forty five (45) days beyond
the original bid validity period or beyond any extension in the period of bid
validity subsequently requested
(C) ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A
SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY THE EMPLOYER
AS BEING NON-RESPONSIVE AND SHALL NOT BE OPENED.

(D) Tender document will be issued free of cost to Micro and Small Enterprises.
Such Enterprises are also not required to submit EMD, however they have to
submit copy of NSIC Certificate/Enterprise Memorandum II issued by
NSIC/DIC or any other body specified by Ministry of Micro, Small and
Medium Enterprises GOI.
(E) Notwithstanding anything stated above, NTPC reserve the right to assess
bidder’s capability and capacity to perform the contract, should the
circumstance warrant such assessment in overall interest of the owner.
(F) NTPC reserves the right to reject any or all bids or cancel / withdraw the
Notice Inviting Tender without assigning any reason whatsoever and in such
case no bidder / intending bidder shall have any claim arising out of such
action. In such circumstances, EMD only shall be returned without any
additional financial liability to NTPC Limited.
(G) Tender documents are not transferable. Issuance of tender documents does
not automatically mean that the bidders are considered qualified. NTPC shall
evaluate the qualifying requirements of each bidder as per NIT after opening
of Technical Bid and the Price bids of the bidder who is not meeting the
qualifying requirements shall not be opened.
(H) If the last date of receiving application and date of bid opening coincides with a
holiday, the date will be shifted to the next working day.
(I) Above details are only indicative. Other detailed terms and conditions shall be

SALIENT TECHNICAL FEATURES
Refurbishment of Gas Turbine Combustion Components
656 MW Kawas Gas Power Project is a combined cycle power plant, having
04 Nos. of Gas Turbines with associated Heat Recovery Steam Generators
(HRSG) and 02 Nos. of Steam Turbines. Kawas Gas Power Project is
situated in Surat District of Gujarat. The “Owner” (NTPC-Kawas) intents to
carry out the refurbishment work of combustion components of GE make
gas turbines. The basic objective of the work is to carry out refurbishment
work on single point responsibility basis at vendor’s works.
