NOTICE INVITING TENDER (NIT)

FOR

Renovation and replacement of damaged sheeting work in CHP and Main Plant area at NCPS Dadri (Domestic Competitive Bidding)

1.0NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter:

3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at DADRI or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

Please refer c-folder for detail scope of work and terms and conditions.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders:

1.0 Qualifying Requirements for Bidders:

Bidder should meet the QR stipulated hereunder:

1.1The bidder should either be a company registered under the Companies Act, 1956 or subsequent amendments or a partnership/ proprietorship firm.

1.2The average annual financial turnover of the bidder in the preceding three (3) financial years as on technical bid opening date shall not be less than Rs.82.62 Lacs.

1.3The bidder should have successfully executed the work of roof sheeting/ Cladding work or civil construction/ Civil maintenance work (excluding road or mass earth work) or Mechanical erection/ Mechanical maintenance/ Steel fabrication work during preceding seven (7) years ending on last day of the month previous to the NIT publication, as per the following values.

a)One work valuing not less than Rs.66.10 Lacs

OR

b)Two works valuing not less than Rs.41.31 Lakh each

OR

c) Three works valuing not less than Rs.33.05 Lakh each

Note: (a) Technical Bid opening date refers to the FIRST scheduled technical bid opening date.

(b) The word #executed# mentioned above means the bidder should have achieved the criteria specified above, even if the total contract is started earlier and/ or is not completed /closed.

(c) In case of orders under execution, the value of work executed till the last day of the month previous to the NIT publication as certified by the client shall be considered.

(d)While computing the annual turnover, other income shall not be considered.

(e)In cases where audited results for the last financial year as on the date of technical bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of Techno- commercial bid opening and the certificate from the practising Chartered accountant certifying the financial parameters is not available.

2 Bidder should have a valid Provident Fund Code Number & PAN from IT Department & GST registration Number.

The bidder is requested to provide the following documents and the details related to each and every requirement of qualifying requirement and indicate the same in the format. (Attached in unpriced bid online i.e. c-folder).

a)i) Award letter / work order with bill of quantities ii) proof of value of work executed as mentioned at (b) below:

b)Documentary evidence issued by the employer as proof of value of work executed clearly indicating i) the executed value of the work and ii) period (giving start date and end date) during which the work has been executed, in the form of job completion certificate/ final deviation order / copies of measurement book (R/A bills). An employer means Public Sector Undertaking/ Government / Semi-Government Organization or a reputed Private Organization / Company.

3.0 Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder / his collaborators/associates/subsidiaries/group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

4.0 Tender Fee Payment:(

a)Tender fee can be paid through ICICI payment gateway or alternatively through demand draft/ Bankers Cheque , in favour of NTPC Ltd. , payable at Vidyut Nagar or Ghaziabad.

b)In case of receiving the payment through demand draft/banker cheque, authorization shall be given by NTPC Dadri for allowing the vendor to create the bid. In case payment is made through ICICI payment gateway, this is done automatically.

c)In case there is a failure in making the Tender Fee due to any link failure on Payment Gateway, it is suggested that the payment may be made once again and subsequently you may take up with concerned officer designated for refund of earlier payment.

d)In case of Offline payment, the bidder has to submit application at NTPC Dadri along with DEMAND DRAFT (Non-refundable) for tender fee in favour of NTPC Ltd., payable at Vidyut Nagar or Ghaziabad Within the schedule.

e)The application envelope must be super scribed with NIT No./Bid Invitation No. 40077438.

f)Application with all relevant documents should reach in the office of AGM (C&M) within the schedule. NTPC will not be responsible in any way for late receipt of request for tender documents due to any postal delay or delay of any form in transit.

5.0 Technical Bid & Price Bid submission:

a)This is an E-tender case and bidders shall submit bid (Technical Bid & Price Bid) in ONLINE ONLY. Bids sent in physical form thru any other means/ media is not at all acceptable & it may be liable to be rejected.

b)Acceptance of Fraud prevention Policy guarantee and other Terms & conditions etc, along with nil deviation statement are to be attached in C- Folder, as per attached format.

c)All the bid related documents viz. technical bid, QR etc are to be uploaded with your digital signatures in the tender document folder (Using #un-price bid #tab) under created bid option.

d)All attachment in c- Folder should be either on the Letter Pad of Company OR Company name should be mentioned on Header or Footer level.

6. EMD (in case of MSME certificate) , Letter of Undertaking (LOU) & Nil deviation certificate Documents Submission online and digitally signed:

a)EMD (in form of DD/BC/BG) in sealed envelope is to be submitted in Physical Form / Offline within the scheduled period. The same is to be submitted offline before the scheduled Bid opening date and time in the tender box at our office in the below mentioned address.

b)Above sealed envelope must be super scribed with NIT No./ Bid Invitation No.40077438, Date of Opening (Technical), Sender#s Name and Address.

c) Technical Bid / Price Bid of the Bidders who have not submitted requisite amount of EMD, LOU& Nil deviation Certificate (online with digitally signed) or / and who do not satisfy the Qualifying Requirements shall not be considered.

d)All the documentary evidence like PAN, PF registration number, QR relevant document should be attached in c-folder.

e)NTPC will not be responsible in any way for late receipt of (EMD (in form of DD/BC/BG), due to any postal delay or delay in any form in transit.

7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

8.0 The contracting agencies shall also comply and meet all the requirements of SA-8000-2008 standard. NTPC will verify the same through planned monitoring.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
