NOTICE INVITING TENDER (NIT)

FOR

Procurement of Wear Parts (Grinding Rolls and Bull Ring Segments) for XRP-1003 Coal Mills (BHEL make) of Stage-II (3x500MW) and Stage-Ill (1x500MW) Units.

(Domestic Competitive Bidding)

1.0NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter:

2.0Brief Details

3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at RAIPUR or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

Procurement of Wear Parts (Grinding Rolls and Bull Ring Segments) for XRP-1003 Coal Mills (BHEL make) of Stage-II (3x500MW) and Stage-Ill (1x500MW) Units.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

The bidders are required to fulfil the following.

5.1 Technical Criteria:

5.1.1 The bidder should be a regular manufacturer of vertical type coal pulverizers and should have supplied such coal pulverizers to at least two (02) numbers of coal fired units, each of 200MW or higher capacity, located at two(02) different power stations and which are in successful operation for at least two (02) years prior to the date of Techno-commercial bid opening with same type of grinding rolls ("Centrifugally Cast Ni-Hard type" or "Carbide Insert type" or "Weld overlay/High chrome type" or "Sintered cast type") using one or more grinding roll sets) as offered by the bidder.

OR

5.1.2(a) The bidder should be a regular manufacturer of the type of grinding rolls ("Centrifugally Cast Ni-Hard type" or "Carbide Insert type" or "Weld overlay/High chrome type" or "Sintered cast type")) offered by them and should have supplied at least one hundred and fifty (150) nos. of 50 inch or higher size such type grinding rolls and fifty (50) set of Bull Ring Segments for XRP/Raymond Bowl type of coal pulverizers during last three (03) years prior to the date of Techno¬commercial bid opening.

AND

5.1.2(b) The bidder should either himself or through a Company/Agency in which he has controlling stake, own following manufacturing and testing facilities for use by the bidder for manufacturing of the grinding rolls. (Bidder to furnish proof of ownership of the facilities along with his bid)

Manufacturing Facilities:

i)Induction/Cupola/Induction Arc furnace for melting iron of capacity 1.0 Tons and above.

ii)Machining facilities for inside bore.

iii)Centrifugal casting machine to accommodate Grinding Rolls of over 2500 Kg (in case Bidder is offering Ni-hard Rolls) Testing Facilities:

i)Chemical composition testing

ii)Magnetic particle testing machine

iii)Hardness testing

iv)Ultrasonic testing machine to check tread to core bond

v)Micro structure testing

vi)Ultrasonic testing machine to check tread thickness

vii)Inside micrometers to check inside taper measurement

viii)Spectrometer/Spectrogram

ix)Check Bowl / Test Bowl to check the bull ring segments of XRP-1003

OR

5.1.3 The bidder should be a regular manufacturer of Grinding rolls for vertical type coal pulverisers and should have supplied at least fifty (50) numbers of Grinding rolls and seventeen (17) sets of Bull Ring Segments for vertical type coal pulverisers and should have an ongoing collaboration/license agreement with a Manufacturer who meets the qualifying requirements as stipulated at 5.1.2(a) above. In such a case, the bidder along with his collaborator shall furnish a Deed of Joint Undertaking (DJU) for successful performance of the Grinding elements* offered by him. Further, Bidder should have manufacturing and testing facilities as per 5.1.2(b) above and shall offer only the type of Grinding Rolls (i.e. "Centrifugally Cast Ni-Hard type" or "Carbide Insert type" or "Weld overlay/High chrome type" or "Sintered cast type") for which his Collaborator is qualified.

Note For 5.1.1 or 5.1.2a and 5.1.2b or 5.1.3 :

Bidder is requested to clarify and stipulate hereunder, the route under which the qualification is being sought. Bidder is also required to submit along with the bid all necessary documents to establish Bidder's qualification.

5.1.4 The bidder should have successfully manufactured and supplied "Vertical type Coal Pulverizers" or "Grinding Elements* " for Coal Mills during the last seven (07) years prior to the date of Techno- commercial bid opening as per the following criteria::

-Executed value not less than Rs.617 Lakhs in a Single Contract. OR

-Executed value not less than Rs. 386 Lakhs in Two contracts each. OR

-Executed value not less than Rs. 308 Lakhs in Three contracts each NOTE:

1.*Grinding Elements means Bull Ring Segments and Grinding Rolls.

2.The word "executed" means the bidder should have achieved the criterion specified in the QR, even if the total contract is not completed/closed. In case of contracts under execution as on date of techno commercial bid opening, the value of work executed till such date will be considered provided the same is certified by the employer.

5.2 Financial Criteria:

5.2.1 The average annual turnover of the bidder in the preceding three (3) financial years as on the date of techno commercial bid opening shall not be less than Rs. 771 Lakhs [Rupees Seven hundred seventy-one Lakhs Only].

5.2.3 In case where audited results for the last financial year as on the date of Tech no commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of techno commercial bid opening and the certificate from the practicing chartered accountant certifying the financial parameters is not available.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
