1.0 NTPC invites Online Bids on ‘Single Stage Two Envelope’ bidding basis (PART-I:

Techno-Commercial Bid & PART-II: Price Bid) from eligible bidders for Procurement of

Desktop PC for Barh STPP , as per scope of supply.

5.0 All bids must be accompanied by Bid Security for an amount of Rs. 4, 09,000.00

(Indian Rupees Four Lakh And Nine Thousand only). ANY BID NOT

ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE SEALED

ENVELOPE/ONLINE MODE SHALL BE REJECTED BY THE EMPLOYER AS BEING

NON-RESPONSIVE AND RETURNED TO THE BIDDER WITHOUT BEING OPENED.

6.0 Bid Security shall be submitted in a sealed envelope separately offline/online mode

up to the stipulated bid submission closing date and time at the address given below.

Any bid without an acceptable Bid Security shall be treated as non-responsive by the

employer and shall not be opened

7.0 Qualification Requirements for Bidders

In addition to requirements stipulated under Section "Instructions To Bidders"(ITB), the Bidder shall

also meet the Qualifying Requirements stipulated hereunder:

7.1 The bidder should be manufacturer/ OEM of Personal Computer (PCs) having facility in India

for Manufacturer of PCs.

The bidder should be Subsidiary /Authorized Dealer / Channel Partner of the Manufacturer/OEM

as above as on the date of opening of Techno- commercial proposal. Such bidder should be duly

authorized by Manufacturer /OEM as above for this Tender.

Note- PCs include Desktop/All-in-one (AIO)

7.2 The bidder or Manufacturer /OEM should have Microsoft Certification for pre loading of

Windows Operating System.

7.3 The bidder should have executed any one of the following work which includes supply of PCs /

laptops/ Workstations in India in the preceding Seven (07) years as on the date of opening of

Techno- Commercial proposal :

a) Executed value not less than Rs. 163.43 Lakhs in a single Contract.

b) Executed value not less than Rs. 102.14 Lakhs in a two Contracts each.

c) Executed value not less than Rs. 81.71 Lakhs in a three Contracts each.

Note:

7.3.1 The work “executed " mentioned above means the bidder should have achieved the criteria

specified above, even if the total contract is started earlier and/ or is not completed/closed . However,

supply of PCs /laptops/workstations must be included in the work executed as per client Certificate.

7.3.2 In case of orders under execution, the value of work executed till date of opening of Techno-

Commercial proposal as certified by the client shall be considered. However, supply of PCs

/laptops/workstations must be included in the work executed as per client Certificate.

7.4 Financial Criteria

7.4.1 The average annual turnover of the bidder, in the preceding three (03) financial years as on the

date of opening of techno commercial proposals, should not be less than Rs 204.28 Lakhs.

7.4.2(a) In case the bidder is not able to furnish its audited financial statements on standalone entity

basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable

provided the bidder further furnishes the following documents for substantiation of its qualification.

7.4.2(b)A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the

bidding documents, stating that the unaudited unconsolidated financial statements form part of the

Consolidated Annual Report of the Company. In cases where audited results for the last preceding

financial year as on the date of opening of Techno-commercial bid are not available, certification of

financial statements from a practicing Chartered Accountant shall also be considered acceptable. In

case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its

financial parameters, the audited results of three consecutive financial years proceeding the last

financial year shall be considered for evaluating the financial parameters. Further, a Certificate would

be required from the CEO/CFO as per format enclosed in the bidding documents stating that the

financial results of the Company are under audit as on the date of Techno-commercial bid opening

and the Certificate from the practicing Chartered Accountant certifying the financial parameters is

not available.

8.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for

Bids without assigning any reason whatsoever and in such case no bidder /intending

bidder shall have any claim arising out of such action.

9.0 Prospective Bidders from U.P. State are compulsorily required to provide TIN

number at the time of purchase of bidding documents from office of NTPC.

10.0 A complete set of Bidding Documents may be downloaded by any interested

Bidder on payment (non-refundable) of the cost of the documents as mentioned above

in the form of a crossed account Payee demand draft in favor of NTPC Ltd., Payable at

Barh or directly through the payment gateway at our SRM Site

(https://etender.ntpclakshya.co.in). For logging on to the SRM Site, the bidder would

require vendor code and SRM user id and password which can be obtained by

submitting a questionnaire available at our SRM site as well as at NTPC tender site

(www.ntpctender.com). First time users not allotted any vendor code are required to

approach NTPC at least three working days prior to Document Sale Close date along

with duly filled in questionnaire for issue of vendor code and SRM user id/password.

SSI units of Bihar/MSME / SSI units (of other states) registered with the National Small

Scale Industries Corporation shall be exempted from the payment of Earnest Money

Deposit. Tenderers seeking exemption should submit a Photocopy of valid registration

certificate

preferably attested by Notary/Gazetted Officer/ Magistrate 1

class, giving details such

as validity, stores etc failing which they run the risk of their tenders being passed over as

ineligible for this concession.

Note: No hard copy of Bidding Documents shall be issued.

11.0 Issuance of bid documents to any Bidder shall not construe that such bidder is

considered to be qualified. Bids shall be submitted online and opened at the address

given below in the presence of Bidder’s representatives who choose to attend the bid

opening.

12.0 Transfer of Bidding Documents purchased by one intending Bidder to another is

not permissible.
