1. NPGC invites off-line single stage two part bids from eligible Bidders for aforesaid package, as per
the scope of work briefly mentioned hereinafter.
2. Brief Scope of Work & other Specific details:
Supply of rough terrain hydraulic crane of capacity (a) 50 Tonne & (b) 75 Tonne at NPGC site
including tools, tackles & accessories as per T&C of the work. Packing & forwarding, loading at
vendor’s point, transportation up to NPGC-NSTPP, Sivanpur, Distt.- Aurangabad, Bihar &
unloading at site shall be in the scope of vendor.
3. BENEFITS/EXEMPTION TO SUPPLIES: NIL
4. Detailed specification, scope of work and terms & conditions are given in the bidding documents,
which are available for examination and sale at the address given below and as per the following
schedule:

Power Generating Co. Pvt. Ltd., as per NPGC pro-forma shall also be accepted as Bid Security /
EMD. Pro-forma of the Bank Guarantee given in bid documents section VIII.

EMD / Bid Security of inadequate-value / unacceptable format shall not be entertained and such
bids shall not be opened.

Bid Security” and No Deviation Certificate” shall be submitted in sealed envelopes separately
offline by the stipulated bid submission closing date and time at the address given below. Any bid
without an acceptable Bid Security shall be treated as non-responsive by the employer and shall
not be opened. All credentials/ filled up formats & supporting documents as asked by NPGC are
to be submitted as attachments with the bid. All cooperative Societies of land oustees be
exempted from the payment of earnest money against tenders valued up to Rs 20 lakhs.
6. A complete set of Bidding Documents may be downloaded by any interested Bidder on payment
(non-refundable) of the cost of the documents as mentioned above in the form of a crossed
account payee demand draft in favour of Nabinagar Power Generating Co. Pvt. Ltd.” Payable at
Majhiawan/Barun/Aurangabad, DISTRICT: Aurangabad, Bihar
7.
a) Micro & Small Enterprises (MSEs) having registration with District Industries Centre (DIC) or
Khadi and Village Industries Commission (KVIC) or Khadi Village and Industries Board (KVIB) or
Coir Board or National Small Industries Commission (NSIC) or Directorate of Handicrafts and
Handlooms or any other body specified by Ministry of MSME shall be exempted from payment
of tender cost / Earnest Money Deposit. Such parties can send the request for Tender
Documents along with self attested copy of certificates.
b) Micro & Small Enterprises (MSEs) who are having Udyog Aadhaar Memorandum through
online registration with Ministry of MSME shall also be exempted from payment of tender cost
/ Earnest Money Deposit.
c) Tenderers seeking exemption of Bid security should forward a photocopy of valid Registration
Certificate giving details such as validity, stores and monetary limits etc. duly
notarized/authenticated by the registering authority (where the MSE had been registered) to
the Package Coordinator at the address given below at least seven working days prior to
document sale close date for getting the authorization for participating in the tendering. They
shall also attach copy of the certificate duly notarized/ authenticated by the registering
authority in place of EMD/Bid Security with their bid.
8. Qualifying Requirements:
Following Qualifying requirements shall be applicable to the subject case:-
8.1 Executed work Criteria
8.1.1 The bidder should have executed similar work/s during the last 7(seven) years ending
last day of the month previous to bid opening date, with either of the following
executed value(s) of the contract(s):
A. For Capacity not less than 50MT Hyd Rough Terrain Crane
a) Three orders of value not less than 103.00 Lakhs each.
OR
b) Two orders of value not less than 128.75 Lakhs each.
OR
c) Single order of value not less than 206.00 Lakhs
Note: Similar work/s” means Design, Manufacturing & supply of rough terrain (Tyre mounted)
Cranes of Capacity 40 MT or above.
B. For Capacity not less than 75MT Hyd Rough Terrain Crane
a) Three orders of value not less than 133.11 Lakhs each.

c) Single order of value not less than 266.22 Lakhs

Note: - Similar work/s” means Design, Manufacturing & supply of rough terrain (Tyre
mounted) Cranes of Capacity 75 MT or above.
The bidder shall either be a manufacturer or authorised dealer of a manufacturer of the
Equipment to be offered.
8.2 Technical Support/After Sales Service
The bidder should have Manufacturing/Sales & Service establishment in India for the
last three years and shall have presence within 300KM radius of Aurangabad District,
Bihar. The bidder should have mandatory spares/Fast moving consumable spares readily
available in India with trained service professionals in order to maintain the equipment
or to attend the breakdown of the equipment with minimal down time.
8.3 Financial Criteria
8.3.1 The average annual turnover of the Bidder, in the preceding three (3) financial
years as on the date of Bid opening shall not be less than
a. Rs 257.50 Lakhs for Capacity not less 50MT Hyd Rough Terrain Crane.
b. Rs 332.77 Lakhs for Capacity not less 75MT Hyd Rough Terrain Crane
8.3.2 The Net Worth of the Bidder as on the last day of the preceding financial year shall
not be less than 100% of its paid-up share capital. In case the bidder meets the
requirement of Net Worth based on the strength of its subsidiary(ies) and/or
Holding Company and/or Subsidiaries of its Holding Companies wherever
applicable, the Net Worth of the bidder and its Subsidairy(ies) and/or Holding
Company and/or Subsidiaries of Holding Company, in combined manner should
not be less than 100% of their total paid up share capital. However, individually,
their Net Worth should not be less than 75% of their respective paid up share
capitals.
8.3.3 In case the Bidder is not able to furnish its audited financial statements
on standalone entity basis, the un-audited unconsolidated financial statements of
the Bidder can be considered acceptable provided the Bidder furnishes the
following further documents on substantiation of its qualification:
a. Copies of the un-audited unconsolidated financial statements of the bidder along
with copies of the audited consolidated financial statements of the Holding
company.
b. A certificate from the CEO / CFO of the Holding Company, as per the format
enclosed in the bid documents, stating that the un-audited unconsolidated
financial statements form part of the Consolidated Annual Report of the company.
In case where audited results for the last preceding financial year are not
available, certification of financial statements from a practicing Chartered
Accountant shall also be considered acceptable.
Notes:-
i) Net worth means the sum total of the paid up share capital and free reserves. Free reserve
means all reserves credited out of the profits and share premium account but does not
include reserves credited out of the revaluation of the assets, write back of depreciation
provision and amalgamation. Further any debit balance of Profit and Loss account and
miscellaneous expenses to the extent not adjusted off, if any, shall be reduced from reserves
and surplus.
ii) Other income shall not be considered for arriving at annual turnover.
iii) The word ‘Executed’ means bidder should have achieved the criteria specified in above QR
within the preceding seven (07) years period even if the total contract has been started
earlier and/or is not completed/closed.

8.4 Notwithstanding anything stated above, the Employer reserves the right to assess the
capabilities and capacity of the Bidder / his collaborators/ associates / subsidiaries /
group companies to perform the contract, should the circumstances warrant such
assessment in the overall interest of the Employer.
9. Mandatory Requirements for fulfilment of QR and other bid requirement
Following credentials are to be submitted by the bidders along with bid documents in support
of meeting the qualifying requirement as stipulated for the package.
a) Legible copies of documents [Award Letter/BoQ/Agreement for ‘similar nature of
work(s)’ and Completion Certificate/Copy of Owner certified Measurement Book(s)
(MB/Bills/Receipts)] in proof of work executed, clearly indicating Total value of work
executed and Period of execution in respect of the award.
b) Audited Balance sheet and Profit & Loss account for last three financial years (i.e. 2015-
16, 2014-15 & 2013-14).
c) Copy of Partnership deed/Affidavit for proprietorship/Certificate of incorporation.
d) Copy of PAN card
e) Copy of CST or Bihar VAT registration.
10. Bidders participating for both the work shall be evaluated on the basis of cumulative annual
average turnover of both the work.
11. Documents submitted by the Bidders should be clearly readable /comprehensible. NPGC reserves
the right to discard incomplete/insufficient/unreadable documents and evaluate tenders on the
basis of balance documents available with the bid which are comprehensible, relevant &
acceptable.
12. Bidders are requested / advised to check the Qualifying Requirements (QR) of the subject tender
before downloading / buying the tender document online.
13. Participation in the tender does not automatically mean that the bidders are considered
qualified. NPGC shall evaluate the qualifying requirements of each bidder as per NIT after
opening of technical bids and the bids of the bidder who is not meeting the qualifying
requirement shall be treated as non-responsive. After evaluation of the technical bid, the Price
bid(s) of the bidder(s) who do not meet the Qualifying Requirements shall not be opened and the
same shall be returned to the bidder(s) without being opened.
14. NPGC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject
package without assigning any reason whatsoever and in such case no bidder/intending bidder
shall have any claim arising out of such action. EMD only shall be returned without any additional
financial liability to NPGC.
15. Tender documents are not transferable.
16. If the date of bid opening coincides with a holiday, the date of bid opening shall be shifted to next
working day.
17. NPGC shall not be responsible for any postal delay / loss / damage or non delivery of EMD / Bid
Security, No Deviation Certificate or the bid.
18. Other terms and conditions of tender shall be as contained in Bid Documents.
