3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at New Delhi or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

Procurement, installation & commissioning of system for "On-Line Blade Vibration System for Health Monitoring/Crack Detection for free standing blades of Low Pressure (LP) Steam Turbines of Steam Turbine Generating set of capacity 500 MW#

6.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

7.1The Bidder should meet the qualifying requirements of any one of the qualifying routes stipulated under clause 7.1.1 or 7.1.2.

7.1.1The Bidder should have designed, engineered, supplied, installed, commissioned at least one (1) number of On-line Blade Vibration integrated system* at two different installations for health monitoring/Crack Detection of free standing blades of Low Pressure Turbine of Steam Turbine Generator set of 200 MW or above capacity. This integrated system* should have been in successful operation at each installation for at least 7000 operating hours prior to the date of techno-commercial bid opening. The integrated system* should have been responsive to operating conditions/abnormality in blades.

The Bidder should offer and supply the integrated system* of same Make and type (Sensor) as above.

7.1.2(i) The Bidder should be Original Equipment Manufacturer/Original Equipment Supplier of Steam Turbine of 200 MW or above capacity and should have supplied, installed and commissioned at least one (1) number of On-line Blade Vibration integrated system* for health monitoring/Crack Detection of free standing blades of Low Pressure Turbine of Steam Turbine Generator set of 200 MW or above capacity. This integrated system* should have been in successful operation for at least 7000 operating hours prior to the date of techno-commercial bid opening. The integrated system* should have been responsive to operating conditions/ abnormality in blades.

The Bidder should offer and supply the integrated system* of same Make and type (Sensor) as above.

OR

7.1.2(ii) The Bidder should be Original Equipment Manufacturer/Original Equipment Supplier of Steam and Gas Turbine each of 200 MW or above capacity and should have supplied, installed and commissioned at least one (1) number of On-line Blade Vibration integrated system* for health monitoring/Crack Detection of free standing blades of Compressor/Turbine of Gas Turbine Generator set** of 200 MW or above capacity. This integrated system* should have been in successful operation for at least 7000 operating hours prior to the date of techno-commercial bid opening. The integrated system* should have been responsive to operating conditions/abnormality in blades.

Additionally, the bidder should also have installed and commissioned at least one (1) number of On-line Blade Vibration integrated system* for health monitoring/Crack Detection of free standing blades of Low Pressure Turbine of Steam Turbine Generator set of 200 MW or above capacity. The integrated system* should have been responsive to operating conditions/ abnormality in blades.

The Bidder should offer and supply the integrated system* of same Make and type (Sensor) as above.

*Integrated system means complete system combining both hardware and software and sensors mounted inside turbine casing, directly seeing the blades in non-contact manner.

**In case of combined cycle gas stations, Gas Turbine Generator set capacity means capacity exclusively of Gas Turbine Generator set.

7.2a) The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Techno-Commercial bid opening, should not be less than Rs. 3.67 crore (Indian Rupees three crore sixty seven lakh only) or in equivalent foreign currency.

In case a Bidder does not satisfy the average annual turnover criteria, stipulated above on its own, its Holding Company would be required to meet the stipulated turnover requirements as above, provided that the Net Worth of such Holding Company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the Holding Company. In such an event, the Bidder would be required to furnish along with its Techno-Commercial bid, a Letter of Undertaking from the Holding Company, supported by the Holding Company#s Board Resolution, as per the format enclosed in the bid documents, pledging unconditional and irrevocable financial support for the execution of the Contract by the Bidder in case of award.

b) In case the Bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the Bidder can be considered acceptable provided the Bidder further furnishes the following documents for substantiation of its qualification:

i.Copies of the unaudited unconsolidated financial statements of the Bidder along with copies of the audited consolidated financial statements of its Holding Company.

ii.A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed with the bidding documents, stating that the unaudited unconsolidated financial statements form part of the consolidated financial statements of the Holding Company.

In cases where audited results for the last financial year as on the date of Techno Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from a practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the Financial results of the Company are under audit as on the date of Techno commercial bid opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.

Notes for clause 7.2

i.Other income shall not be considered for arriving at annual turnover.

ii.#Holding Company# and #Subsidiary Company# shall have the meaning ascribed to them as per Companies Act of India.

iii.For annual Turnover indicated in foreign currency, the exchange rate as on seven (7) days prior to the date of Techno-Commercial bid opening shall be used

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation For Bids (IFB) for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
