1.0NTPC invites Online Bids on ‘Single Stage Two Envelope’ bidding basis (PART-I: Techno-
Commercial Bid & PART-II: Price Bid) from eligible bidders for Balance Civil Works for WPT & LETS Package for Barh STPP, as per scope of work.
2.0 BRIEF SCOPE OF WORK:-
The scope of work involves construction of balanced civil works for WPT & LETS package that comprises balanced works of structures like CW clarifier, coal slurry settling pond with MCC room & coal decanted pump house, chlorination house, pedestals etc. including internal & external finishing, flooring, false ceiling, fencing, water proofing treatment of roofs, rain water pipe, steel structure works, handrails, aluminium glazed work for doors/ windows, rolling shutter, steel doors, water supply/ drainage & sanitation, toilets, gates etc. for all buildings under this package as per approved drawing, specifications, BOQ and instructions of EIC.
3.0NTPC Limited intends to finance the subject package through Own resources.

5.0All bids must be accompanied by Bid Security for an amount of Rs. 6, 61,000.00 (Indian Rupees Six Lakhs Sixty One Thousand Only). Any Bid not Accompanied by an Acceptable Bid Security in a Separate Sealed Envelope/ Online Mode Shall Be Rejected By The Employer As Being Non- Responsive And Returned To The Bidder Without Being Opened.
6.0Bid Security shall be submitted in a sealed envelope separately offline/online mode up to the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened.
7.0Qualification Requirements for Bidders
The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.
The bidder should be a company registered under the companies Act 1956 or a partnership/proprietorship firm.

In addition to the requirements stipulated in Section ITB (Instructions to Bidder), the bidder should also meet the qualifying requirements stipulated hereunder:
1.0The bidder should have executed/completed civil works, except road works, for any NTPC stations/SEBs/Govt./Semi Govt./PSU/ “NES or BSE enlisted company” during the preceding seven (07) years prior to schedule date of techno-commercial bid opening as per the following criteria:
(a) Single Contract of value not less than Rs. 264.10 Lakhs
OR
(b) Two Contracts of value not less than Rs. 165.06 Lakhs each
OR
(c)Three Contracts of value not less than Rs. 132.05 Lakhs each
2.0The average annual turnover of the Bidder, in the preceding Three (03) financial years as on the schedule date of Techno-Commercial Bid opening, should not be less than Rs 330.12 Lakhs. (Indian Rupees Three Crore Thirty Lakhs twelve Thousand only.)
Notes:
(a)The word “executed” mentioned in clause 1.0 means that the bidder should have achieved the criteria specified in clause 1.0 with ANY of the following conditions :
Case-I: The work/order is started earlier (Prior to the period stipulated in Clause 1.0), but completed within the stipulated period as mentioned in clause 1.0. In such cases, entire executed quantity/value of the relevant work vide that work order shall be considered for evaluation.
Case-II: The work /order is started and completed within the stipulated period as mentioned in clause 1.0.
Case-III the work/order is started within the stipulated period as mentioned in Clause 1.0 but not completed as on the last date of stipulated period. In such cases, “In Progress” executed quantity/value of the relevant work vide that work order as on the last date of stipulated period, shall be considered for evaluation.
(b)Any of the cases mentioned in Note (a) and other requirements in Clause 1.0 above shall be supported by documentary evidence issued by the owner.
(c)Other income shall not be considered for arriving at annual turnover.
(d)In cases where audited results for the last financial year as on the schedule date of the techno-Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameter. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the Company are under audit as on the schedule date of Techno-Commercial bid opening and the Certificate from the practicing Chartered accountant certifying that financial parameters is not available.

8.0NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids without assigning any reason whatsoever and in such case no bidder /intending bidder shall have any claim arising out of such action.
9.0Prospective Bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents from office of NTPC.
10.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favor of NTPC Ltd., Payable at Barh or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date along with duly filled in questionnaire for issue of vendor code and SRM user id/password.
SSI units of Bihar/MSME / SSI units (of other states) registered with the National Small Scale Industries Corporation shall be exempted from the payment of Earnest Money Deposit. Tenderers seeking exemption should submit a Photocopy of valid registration certificate preferably attested by Notary/Gazetted Officer/ Magistrate 1st class, giving details such as validity, stores etc failing which they run the risk of their tenders being passed over as ineligible for this concession.
Note: No hard copy of Bidding Documents shall be issued.
11.0Issuance of bid documents to any Bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted online and opened at the address given below in the presence of
Bidder’s representatives who choose to attend the bid opening.
12.0Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.
