The salient points for Manufacturing and Marketing / Sale of fly ash bricks/ tiles on leased out brick manufacturing plant of NTPC SINGRAULI / RIHAND / VINDHYACHAL / UNCHAHAR / TANDA Thermal Power Station are given as below:

NTPC intends to give / lease out the brick plant/ machinery etc. partly or fully on as available basis for manufacture and sale of ash bricks etc to the interested and eligible party. NTPC may give one or more brick plant/ machinery etc to one or more eligible party. NTPC may reserve one or more brick plant etc

for its own use/ sale.

Input to be given by NTPC- Following input will be given by NTPC:

1)Fly ash brick plant and associated equipment etc.

2)Power and water supply on chargeable basis, on actual consumption (as per meter reading) and rates, as per rules.

3)Testing of bricks/ tiles at NTPC FQA lab will be free for qualified (Passed) bricks only, but agency has to pay charges on failed bricks/ tiles, as per rules.

4)Only fly ash & pond/bottom ash will be issued as per the availability and prevailing practices from NTPC station Ash Silo/ dyke, on free of cost, but its transportation in bulker/ truck to be done by the agency, at their own cost.

Scope of work for Agency- Following is the scope of work for agency:

1- Agency has to arrange for all required raw materials (cement, sand, diesel, transportation of fly ash, pond/bottom ash in bulker, truck etc).

2- All required spares, oils, lubricants, consumables, T&Ps, skilled and unskilled manpower etc. required for successful operation and complete total maintenance of fly ash brick plant and its associated equipment/ vehicles will be at cost of agency

3- Disposal of sand and brick reject and house keeping of brick plant and its associated area toilets etc shall be in the scope of agency.

4- Agency has to take Fire insurance policy with STFI and Earth quake and Engineering (M. B.) policy for total leased period at their own cost in the name of NTPC station.

5- Agency has to pay charges of Electricity & Water consumed in the brick plant by them, as per meter reading & prevailing rates, to NTPC.

6- Agency has to pay excise duty to excise department on each brick manufactured by them and applicable service tax if any.

7- Agency has to obtain all required documents like service tax registration, excise duty registration, pf registration, ESI registration, sale tax registration, clearance from pollution control board etc from concerned authorities, for manufacturing and sales of fly ash bricks/ tiles.

8- Maintenance of all types of statutory records in required formats relation to manufacturing and sale of fly ash bricks/ tiles and production of same before authorities, as & when required will be done by agency.

9- Agency has to use only legally mined royalty paid sand in the brick plant.

10- Agency has to manufacture bricks/ tiles of the strength of 75 Kg/cm2 and above only and the bricks shall meet the quality given in the relevant BIS standard. The agency shall sell only the tested and qualified bricks.

11- Agency has to first fulfill the requirement of bricks etc of NTPC if any, at a rate (arrived by a committee of NTPC ) which will be indicated in tender document and agreed by the bidder in its offer. NTPC shall also mention the approximate quantity of bricks etc required in the tender document

12- Agency has to submit indemnity bonds for loss of property and safety.

13- Agency will be responsible for all applicable levies, taxes, duties etc on fly ash bricks etc.

14- Agency has to deposit security deposits as bank guarantee before start of work.

15- Agency has to do branding of NTPC Brick/ tile in the market.

16- Agency shall be awarded on highest quoted price equal to or higher than Reserve Price. Reserve Price will be fixed by NTPC through a committee of NTPC based on potential profit possible from the brick plant etc and shall be mentioned in bid document of tendering process for award. Each brick plant etc may have different Reserve Price based on its expected performance. The expected performance of a brick plant may be arrived by taking into consideration the capacity of the plant, its condition, age, expected efficiency, previous performance etc.

17- Agency shall deposit the awarded Price amount in 08 equal installments, i.e. Initially within fifteen days of intimation of award and balance installments at regular intervals. The installments shall be deposited within 07 days of the scheduled deposition date and if not deposited, NTPC reserves the right to suspend/take over the brick plant / machinery, stored stock and other associated equipment etc.

18- The contract period shall be for 02 years on discovered/ awarded price.

19- Details of special terms & conditions if any shall be given during tendering process of award.
