1NTPC invites on-line bids on Single Stage Two Envelope bidding basis from eligible bidders for above said package as per the Scope of Work briefly mentioned hereinafter.

2BRIEF SCOPE OF WORK:

The scope includes shall be to carry out electrical maintenance jobs covers all works related to main plant, offsite plant and 245 kV switchyard (GIS) in NTPC Kayamkulam on rate contract basis. The detailed scope of work is available in Section V and VI.

	Cost of Bidding Documents		` 1182/- (Indian	Rupees One thousand one hundred eighty two
			only) inclusive of VAT@5%. Micro and Small Enterprises (MSEs)
			registered with District Industries Centers or Khadi and Village
			Industries Commission or Khadi and Village Industries Board or Coir
			Board or National Small Industries Corporation or Directorate of
			Handicrafts and Handloom or any other body specified by Ministry of
			Micro, Small and Medium Enterprises as per MSMED Act 2006, for
			goods produced and services rendered, shall be issued the bidding
			documents free of cost and shall be exempted from paying Earnest
			Money Deposit. The benefit as above to MSEs shall be available
			only for goods/services produced & provided by MSEs for which
			they are registered. MSEs seeking exemption and benefits should
			enclose an attested/ self certified copy of valid registration
			certificate, giving details such as validity, stores/ services etc. failing
			which tender fee exemption shall not be given.

The bidder after transferring the money through ECS shall intimate NTPC in the address of communication below that they have transferred the money for purchasing the bid documents along with an application. The bidders shall also indicate the unique transaction reference of the ECS transaction in their application for enabling the participation of the bidder by NTPC.

6Bid Security and Power of Attorney (as per ITB clause no 11. 2(b)) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened.

7QUALIFYING REQUIREMENT FOR BIDDERS

The Bidder who wishes to participate in the bidding shall satisfactorily establish that it fulfills the Qualifying Requirements stipulated hereunder:-

Technical:

The bidder should have executed electrical maintenance or electrical erection works in power plant of capacity 50 MW and above or in process industries like oil refineries /fertilizer plant /steel plant etc. having 66 k V or above Switchyard during last seven years reckoned from the date of bid opening.

Financial:

i)The bidder should have successfully executed similar works during the last SEVEN years reckoned from the date of bid opening, as any of the following:

Single Contract of value not less than ` 77.62 Lakhs

OR.

Two Contracts of value not less than ` 48.51 Lakhs each

OR.

Three Contracts of value not less than ` 38.81 Lakhs each

‘Similar work’ means electrical maintenance or electrical erection works work in switchyard /transmission systems /power plant or in process industries like oil refineries /fertilizer plant /steel plant etc.

ii)The average annual turnover of the bidder in the preceding three financial years as on the date of bid opening shall not be less than ` 48.51 Lakhs

NOTE:

The relevant documents such as Letter of Award, proof of execution of work etc. shall be submitted along with the bid. All claims need to be supported by documentary evidence and necessary contact details including names and telephone numbers & email id of customers.

LAST THREE FINANCIAL YEARS – FY 2015-16, FY 2014-15 & FY 2013-14

iii)Notwithstanding anything stated above, the Employer reserves the right to verify any information/ document furnished inspect the works carried out by the bidder and also to carry out assessment of the capabilities and capacity of the Bidder to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

iv)Other income shall not be considered for arriving at annual turnover. In case where audited results for the last preceding financial year are not available, certification of financial statements from a pr acticing Chartered Accountant shall also be considered acceptable. In case bidder is not able to submit the certificate from practicing Charted Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further a certificate would be required from the CEO/ CFO as per the format enclosed in the bidding documents stating that Financial Results of the company are under audit as on d ate of Techno-commercial bid opening and the certificate from the practicing Chartered Accountant certifying the financial parameters is not available.

v)The word “executed” means; Bidder should have achieved the criteria specified in above QR even if the total contract is not completed/ closed.

vi)The value of the work completed in the preceding seven (7) years reckoned as on dat e of techno commercial bid opening, even if it has been started earlier, will also be considered as meeting the qualifying requirements.

vii)Joint Ventures/ Consortiums bids are not permitted for bidding

7NTPC reserves the right to reject any or all bids or cancel/ withdraw the IFB for subject Package without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

8Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s representatives who choose to attend the bid opening.

9Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible. Parties banned by any NTPC Projects, Corporate Centre /Southern Region HQ /NTPC- Kayamkulam are not eligible to participate.
