NOTICE INVITING APPLICATIONS

FOR

VENDOR EMPANELMENT/ ENLISTMENT FOR HOUSEKEEPING WORKS AT NTPC-BgTPP (ESTIMATED

COST UPTO RS 125 LAKHS)

NTPC Bongaigaon invites sealed application for empanelment of vendors for HOUSEKEEPING WORKS AT NTPC-BgTPP:-

Empanelment will be in following three (3) categories:-

Name of Category	Eligible for

I.	Participation in tenders of Estimated cost > Rs. 50 lakhs upto Rs. 125 lakhs,
	limited to annual average turnover of applicant

II.	Participation in tenders of Estimated cost > Rs. 25 lakhs upto Rs. 50 lakhs,
	limited to annual average turnover of applicant.

III.	Participation in tenders of Estimated cost> Rs.5 lakhs upto Rs. 25 lakhs,
	limited to annual average turnover of applicant.

a) COST OF APPLICATION FEE: Rs 500.00 .

No cost is required to purchase/ download the application form. However, Rs 500.00 (non-refundable in the form of DD) is to be deposited along with submission of empanelment documents, failing which application shall not be considered for empanelment purpose. Micro and small Enterprises (MSEs) registered with District Industries Centers or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body Udyog Aadhaar Memorandum specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006 for goods produced and services rendered for the above subject work, shall be issued the bidding documents free of cost and shall be exempted from payment of cost of application fee. This shall be subject to submission of a self- certified legible copy of valid registration certificate giving details, such as ‘item / services for which registered, validity, monetary limits etc’.

b ) LAST DATE OF SUBMISSION: 01.04.2017 up to 15.00 Hrs.

c) OPENING DATE & TIME: 01.04.2017 up to 15.00 Hrs

EMPANELMENT PROCESS:

An applicant will be empanelled in a category based on his work experience as described under

Technical Criteria (Sl. No.1.0) and Financial criteria as described in Sl. No.2.0.

Accordingly, applicants are required to furnish documentary evidences sought in ‘APPLICATION FOR

REGISTRATION OF VENDORS AT NTPC-BONGAIGAON’ (Annexure-A).

The applicant will be empanelled by issue of empanelment order in the ‘FORM OF EMPANELMENT’ (Annexure-F), showing his category & eligibility for participation in tenders.

QUALIFYING REQUIREMENTS:

1.0Technical Criteria:

1.1Technical Criteria for Category I:

The applicant should have executed works of following value or above in housekeeping / maintenance work in power plant or process industry during last Seven (07) years as on date of submission of application in:-

(i) One order with value not less than Rs. 70 lakhs, Or

(ii) Two orders with value of each order not less than Rs. 43.75lakhs, Or

(iii)Three orders with value of each order not less than Rs. 35 lakhs.

1.2Technical Criteria for Category II:

(i) One order with value not less than Rs. 30 lakhs, Or

(ii) Two orders with value of each order not less than Rs. 18.75 lakhs, Or

(iii)Three orders with value of each other not less than Rs. 15 lakhs.

1.3Technical Criteria for Category III:

(i) One order with value not less than Rs. 12 lakhs, Or

(ii) Two orders with value of each order not less than Rs. 7.5 lakhs, Or

(iii) Three orders with value of each other not less than Rs. 6 lakhs.

The word “executed” (appearing in Para 1.0 Technical Criteria) means that the applicant should have achieved the progress specified in the Para 1.0 even if total contract is not completed/ closed. The same shall be supported by documentary evidence issued by the owner/ employer.

2.0Financial Criteria:

A. The agencies are required to submit copy of audited balance sheet for the FY 2013-2014, 2014-

2015 and 2015-2016 for arriving the annual average turnover (AATO) of above three (03) years.

B.In case audited results for FY 2015-2016 are not available, a certificate of financial statements from a practicing Chartered Accountant shall also be considered.

C.Other income shall not be considered for arriving at average annual turnover.

Note:

A.The vendors will be empanelled in the above categories limited to their average annual turnover of above three (03) years.

B.Enlistment of vendor will remain valid upto three (03) years from the date of issuance of empanelment letter by NTPC Bongaigaon, unless the same is revoked by the same authority prior to expiry of three year period.

3.0 Validity of empanelment:

Enlistment of vendor will remain valid upto three (03) years from the date of issuance of empanelment letter by NTPC Bongaigaon, unless the same is revoked by the same authority prior to expiry of three year period.

4.0 NTPC reserves rights to issue tender of lower category to empanelled higher category vendor(s).

5.0 NTPC also reserves rights to come up with another round of empanelment for the same works before expiry of this empanelment.

6.0 The empanelled agency shall be delisted by NTPC in case of their poor performance, abandoning of allotted work, delay in completion of work & handing over of fronts to other agency (ies), bankruptcy & activities detrimental to the interest of NTPC.

7.0 If any enlisted vendor for the above mentioned work package does not participate at least once in a financial year in any of the tenders issued to them from NTPC-BgTPP then they will be de-listed from the approved vendor list for the balance validity period of enlistment. Fresh application from delisted vendors shall not be considered in future empanelment.

8.0 Already enlisted vendors vide our earlier empanelment can apply with their fresh credentials for present process of empanelment. In case the vendor whose empanelment is already in-force fails to apply against the present empanelment, then their category & financial limit of empanelment shall remain same as of earlier empanelment.

GENERAL REQUIREMENTS:

1.The vendor should furnish documentary evidence in support of fulfilling each QR duly signed and certified by the authorized representative of the company with company seal.

2.Copy of independent PF code, PAN, registration of Service Tax and VAT / Sales Tax, MSME certificate are to be submitted.

3.NTPC shall not be responsible for any postal delay, loss or non-receipt of documents sent through post / courier.

4.If the date of opening coincides with a holiday, the opening date shall be shifted to next working day.

5.NTPC reserves the right to reject any or all applications or cancel / withdraw the Notification for Enlistment without assigning any reason whatsoever and in such case no applicant shall have any claim arising out of such action.

6.A complete set of Application Documents can be downloaded from our web site http://www.ntpctender.com or www.ntpc.co.in free of cost and the downloaded documents can be used for application purpose. However, a payment of Rs 500.00 (non-refundable in the form of DD) towards the cost of the application fee, shall be deposited in the form of a crossed demand draft (DD) in favour of NTPC Limited payable at SBI Salakati (BRANCH Code: 5400) at the time of submission of duly filled in application form (as per Annexure-A along with all other attached annexures) & along with documentary evidence as required, failing which their application shall not be considered for evaluation purpose. The completed filled in application form along with all annexures & all supporting documents in original should reach us at our address for communication.

Applications shall be submitted in sealed Envelope super scripted as “ENLISTMENT OF CONTRACTORS” with type/types of work for which enlistment is sought along with requisite amount of application fee i.e Rs 500.00 and opened at the address given below in the presence of vendor’s representatives who choose to attend the opening.

7. Application Documents are not transferable.

9.“Enlistment” word as used here shall pertain to listing of vendor in our records only.

10.The enlisted vendor shall have to furnish Bid Security/EMD, wherever asked for in the tenders.

11.The enlistment shall remain valid for three (03) years.

12.All cost incurred by applicants for preparing and submitting the application, providing clarification or any other expenses whatsoever shall be borne by applicants themselves

13.An application, in vendor’s own letterhead, should accompany the filled up application documents, showing interest of the vendor for enlistment.

14.The information sought shall be filled in completely and wherever not applicable it should be written as “Not Applicable”. Incomplete Applications or Application forms received without relevant supporting documents may be summarily rejected and may not be considered. If space is inadequate in any column, separate sheets should be used to give complete details, up to date information and support document copies.

15.Any information/data furnished by the Applicant found to be incorrect or false or misleading at any point of time would render him liable to be debarred from the Enlistment

16.Applicant’s attention is drawn that during the period, the applications are under consideration, the applicant is advised to refrain from contacting by any means, the Employer and/or his employees/representatives on matters related to the applications under consideration. Any effort by an Applicant to influence the Employer’s processing of applications for Enlistment will result in the rejection of the Applicant’s application for Enlistment/Registrations. During the evaluation of the Applications, the Employer may, at its discretion, ask the Applicant for clarification to the applications including documentary evidences.

17.NTPC also reserves the right to issue enquiries to parties other than those who are enlisted in the process.

18.The applicant shall strictly adhere to the “Fraud Prevention Policy” of NTPC displayed on its tender website http://www.ntpctender.com . Accordingly applicants should submit duly filled and signed “DECLARATION ON FRAUD PREVENTION POLICY (Annexure-B)”

19.The contractors who are already working and/or worked earlier in NTPC are also required to apply according to the above procedure failing which their names may not be considered.

20.After receipt of the information/ documents above NTPC would scrutinize and register the names of the parties as per the relevant work area and host on the web. Decision of NTPC would be final.

21.The Vendors who are presently banned from business dealings by any of the NTPC units; shall not be considered.

22.NTPC BONGAIGAON WILL PROCESS TENDERS THROUGH E-PROCUREMENT. ALL THE INTERESTED

VENDORS SHOULD HAVE FACILITY FOR THE SAME.

Further, for submission of bids online, you should have a legally valid CLASS III DIGITAL CERTIFICATE (in the name of designated individual with organization name) as per Indian IT Act from the licensed Certifying Authorities operating under the Root Certifying Authority of India (RCAI) i.e. Controller of Certifying Authorities (CCA) of India (http://www.cca.gov.in).
