1.0NTPC invites online Bids on ‘Single Stage Two Envelope’ bidding basis (Envelope-I: Techno-Commercial Bid & Envelope-II: Price Bid) from eligible Bidders for aforesaid Package, as per the Brief Scope of Work mentioned hereinafter.

2.0BRIEF SCOPE OF WORK

The brief scope of work includes Design, Engineering, Manufacture, Testing at Works, Delivery and Storage at Site, Erection, Testing and Commissioning of following:

a)Three (3) numbers of Raw water pumps of capacity: 1100 Cu.M/hr; Head: 60 MWC – Pumps shall be Horizontal Centrifugal type with VFD drive motors.

b)Pump Discharge and recirculation Butterfly Valves with electric actuators for all pumps.

c)Butterfly valves in raw water and intake water pipes

d)Gantry crane for Raw water pump house (open).

e)All associated electrical works. Control and instrumentation works.

f)Transient analysis studies for entire raw water system.

g)Supply and laying of intake water pipes 1600mm NB, 14.2 mm thick, total length 1X2500 meters MS pipe with coating & wrapping.

h)Supply and laying of raw water pipes 500mm NB, 8mm thick, total length 2X4000 m MS pipe with coating & wrapping, 500mm NB, 8mm thick, total length 500m MS pipe over ground.

i)Cathodic protection system for Intake water pipe only.

3.0.NTPC intends to finance subject Package through External Commercial Borrowings/Own sources.

4.0Detailed Specification, Scope of Work and Terms & Conditions are given in the Bidding Documents, which are available for examination and Sale at the address given below and as per the following schedule:

5.0All Bids must be accompanied by Bid Security for an amount of Rs 44,75,000 (Indian

Rupees Forty Four Lakh Seventy Five Thousand only) or US $ 66,000 (US Dollars Sixty Six Thousand only). Any Bid not accompanied by an acceptable Bid Security in a separate sealed envelope shall be rejected by the Employer as being non- responsive and returned to the Bidder without being opened.

6.0BENEFITS/EXEMPTIONS TO SUPPLIES FOR MEGA POWER PROJECTS

“North Karanpura STPP (3x660 MW) has been declared a Mega Power Project by Ministry of Power (Govt. of India). Accordingly, supplies of goods for this package shall be eligible for the benefits / exemptions as per provisions of relevant policy & Notifications of Govt. of India.”

7.0QUALIFYING REQUIREMENTS FOR BIDDERS.

In addition to the requirements stipulated in section ITB (Instructions to Bidder), the following shall also apply:

7.1.0Technical Criteria

7.1.1

a)The Bidder should have engineered / got engineered (including preparation of layout drawings, fabrication and erection drawings), supplied, erected and tested piping system(s) for thermal power plant(s) or other industrial installation(s). The above piping system(s) should necessarily consist of steel pipes, valves and fittings (maximum size being not less than 400mm NB) and the minimum quantity of such piping in a single contract should be

450 Metric Tonne. The above piping system(s) should have been in successful operation for at least one (1) year prior to the date of Techno-Commercial bid opening.

(Owner supplied free-issue item(s) such as steel piping, valves & fittings including steel plates shall not be considered for meeting the above-mentioned QR parameters.)

And

b)Bidder should have fabricated item(s) such as pipes from mild steel plates/ fittings/ associated pipe supports/ tanks and their appurtenances at site for the same reference installation at 7.1.1 (a) above or any other installation and the quantity of such fabrication

should not be less than 150 Metric Tonne in a single contract.

And

c)The Bidder should have engineered / got engineered, erected, tested and commissioned at least one (1) cross-country piping system of at least 3 Km. route length, consisting of steel pipes of diameter 500 NB or above, complete with valves, fittings and accessories, for services such as water, oil or gas, either for the same reference installation at 7.1.1 (a) above or any other installation, which should have been in successful operation for at least one (1) year prior to the date of Techno-Commercial bid opening.

7.2.0Financial Criteria

7.2.1Financial Criteria of Bidder

a)The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Techno-Commercial bid opening, should not be less than ₹ 140 Million (Indian Rupees One Hundred Forty million only) or in equivalent foreign currency.

In case a Bidder does not satisfy the average annual turnover criteria, stipulated above on its own, its Holding Company would be required to meet the stipulated turnover requirements as above, provided that the Net Worth of such Holding Company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the Holding Company. In such an event, the Bidder would be required to furnish along with its Techno-Commercial bid, a Letter of Undertaking from the Holding Company, supported by the Holding Company’s Board Resolution, as per the format enclosed in the bid documents, pledging unconditional and irrevocable financial support for the execution of the Contract by the Bidder in case of award.

b)Net worth should not be less than 100% (hundred percent) of the bidder’s paid up share capital as on the last day of the preceding financial year. In case the Bidder meets the requirement of Net worth based on the strength of its Subsidiary (ies) and/or Holding Company and/or Subsidiaries of its Holding companies wherever applicable, the Net worth of the Bidder and its Subsidiary (ies) and/or Holding Company and/or Subsidiary (ies) of the Holding Company, in combined manner should not be less than 100% (hundred percent) of their total paid up share capital. However individually, their Net worth should not be less than 75% (seventy five percent) of their respective paid up share capitals.

Net worth in combined manner shall be calculated as follows:

Net worth (combined) = (X1+X2+X3) / (Y1+Y2+Y3) X 100

Where X1, X2, X3 are individual Net worth which should not be less than 75% of the respective paid up share capitals and Y1,Y2,Y3 are individual paid up share capitals.

c)In case the Bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the Bidder can be considered acceptable provided the Bidder further furnishes the following documents for substantiation of its qualification:

(i)Copies of the unaudited unconsolidated financial statements of the Bidder along with copies of the audited consolidated financial statements of its Holding Company.

(ii)A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed with the bidding documents, stating that the unaudited unconsolidated financial statements form part of the consolidated financial statements of the Holding Company.

In cases where audited results for the last financial year as on the date of Techno Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from a practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the Financial results of the Company are under audit as on the date of Techno- commercial bid opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.

Notes for clause 7.2.1

(i)Net worth means the sum total of the paid up share capital and free reserves. Free reserve means all reserves credited out of the profits and share premium account but does not include reserves credited out of the revaluation of the assets, write back of depreciation provision and amalgamation. Further any debit balance of Profit and Loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves and surplus.

(ii)Other income shall not be considered for arriving at annual turnover.

(iii)“Holding Company” and “Subsidiary Company” shall have the meaning ascribed to them as per Companies Act of India.

(iv) For annual Turnover indicated in foreign currency, the exchange rate as on seven (7) days prior to the date of Techno-Commercial bid opening shall be used.

8.0NTPC reserves the right to reject any or all Bids or cancel/withdraw the ‘Invitation for Bids’ without assigning any reason whatsoever and in such case no Bidder/ intending Bidder shall have any claim arising out of such action.

9.0Prospective Bidders from Uttar Pradesh State of India are compulsorily required to provide TIN number at the time of purchase of Bidding Documents from Office of NTPC.

10.0A complete set of Bidding Documents may be purchased by any interested Bidder on payment (non-refundable) of the cost of documents as mentioned above in the form of a Crossed Account Payee Demand Draft in favour of “NTPC Limited”, payable at New Delhi or directly through the payment gateway at our e-Tender Site (https://etender.ntpclakshya.co.in). For logging on to the e-Tender Site, the Bidder would require User ID and Password which can be obtained by submitting a questionnaire available at our e-Tender Site as well as at NTPC Tender Site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date along with duly filled in questionnaire for issuance of User ID and Password.

11.0Issuance of Bidding Documents to any Bidder shall not construe that such Bidder is considered to be qualified. Bids shall be submitted online and opened at the address given below in the presence of Bidder’s representatives who choose to attend the Bid Opening. Bidder shall furnish Bid Security, Power of Attorney, Integrity Pact / Deed of Joint Undertaking/JV Agreement (as applicable) in physical form as detailed in Bidding Documents before the stipulated bid submission closing date and time at the address given below.

12.0Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.
