3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at

KAHALGAON or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

Supply, erection & commissioning 11 KV SWITCHGEAR AS PER ANNEXURE#1,2,3,4,5 & 6. Details Scope of work & technical specification along with BOM has been attached as annexure. However BOM is indiactive only. Actual requirement will be jointly finalised with with successful bidders.

6.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

In addition to the requirements stipulated in Section ITB (Instructions to Bidder), the bidder should also meet the qualifying requirements stipulated hereunder:

1.0The bidder must be a manufacturer of 11kV Vacuum Circuit Breakers using its own manufactured vacuum bottles and should have executed the job of #supply, Erection/ Supervision of Erection# & #Commissioning/ supervision of commissioning# of at least one 11kV Switchgear complete in all respect consisting of minimum six (06) numbers of 11kV Vacuum Circuit Breakers in any NTPC stations/ SEBs/Govt./Semi Govt./PSU/ NSE or BSE enlisted Company# within the preceding seven (7) years prior to date of techno-commercial bid opening.

Further, this Switchgear should have been in successful operation for a period of at least two (2) years prior to the date of Techno-commercial bid opening.

2.0The bidder should have executed the job of #supply, Erection/ Supervision of Erection# & #Commissioning/ supervision of commissioning# of 11kV Switchgear complete in all respect in any NTPC stations/SEBs/Govt./Semi Govt./PSU/"NSE or BSE Enlisted Companies" within the preceding seven (7) years prior to the date of techno-commercial bid opening as per the following criteria:

One order of not less than Rs. 76.39 lakhs

OR

Two orders each of not less than Rs. 47.74 lakhs

OR

Three orders each of not less than Rs. 38.20 lakhs

3.0Average annual financial turnover of the bidder during preceding three (3) financial years prior to the date of techno-commercial bid opening shall not be less than Rs. 95.48 lakhs.

Notes:

(a)The word #executed# mentioned in clause 1.0 and 2.0 means that the bidder should have achieved the criteria specified in clause

1.0 and 2.0 with ANY of the following conditions:

Case-I: The work/order is started earlier (prior to the period stipulated in Clause 1.0 & 2.0), but completed within the stipulated period as mentioned in Clause 1.0 & 2.0. In such cases, entire executed quantity/value of the relevant work vide that work order shall be considered for evaluation.

Case-II: The work/order is started and completed within the stipulated period as mentioned in Clause 1.0 and 2.0.

Case-III: The work/order is started within the stipulated period as mentioned in Clause 1.0 and 2.0 but not completed as on the last date of stipulated period. In such cases, #In Progress# executed quantity / value of the relevant work vide that work order as on the last date of stipulated period, shall be considered for evaluation.

Remarks:

(a)Any of the cases mentioned in Notes (a) and successful operation as per Clause 1.0 shall be supported by documentary evidence issued by the owner.

(b)Other income shall not be considered for arriving at annual turnover.

(c)In cases where audited results for the last financial year as on the date of the Techno-Commercial Bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate

would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the Company are under audit as on the date of Techno-Commercial bid opening and the Certificate from the practicing Chartered Accountant certifying that financial parameters is not available.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
