3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.
5.0Brief Scope of Work & other specific detail Supply of GT Compressor Inlet Guide Vanes
6.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0Qualifying Requirements for Bidders:
Bidder should meet the Qualifying Requirements as per Clause #1.1 or 1.2 or 1.3 and # 1.4 & 1.5 as stipulated hereunder:-
1.1The bidder should be the Original Equipment Manufacturer (OEM) of Siemens design Gas Turbines model no. V
94.2installed at NTPC Dadri Gas Power Station.
OR
1.2The bidder should be a Manufacturer of Gas Turbine Components and must either himself possess or have access to the necessary technology for manufacturing and coating of Compressor Inlet Guide Vanes for Siemens design Gas Turbine model no. V 94.2, installed at NTPC Dadri Gas Power Station having ISO rating of 142.2 MW at TIT of 1060 Deg.C.
AND
The bidder should have manufactured and supplied at least two (2) sets of Compressor Inlet Guide Vanes for Siemens design Gas Turbine of minimum 100 MW ISO rating, which should have individually completed successful operation of at least one hot gas path inspection (HGPI) or Major Overhaul (Minimum 15,000 EOH) prior to the technical bid opening date.
Note:
For the specified job as above, the Bidder at his option can also outsource any of the activities required for manufacturing coating of Compressor Inlet Guide Vanes subject to the condition that the chosen outsourced agency by the bidder also has the necessary technology for manufacturing/ coating of Compressor Inlet Guide Vanes for Siemens design Gas Turbine model no. V 94.2 installed at NTPC Dadri Gas Power Station having ISO rating of 142.2 MW with TIT of 1060 Deg. C.
OR
1.3The Bidder can be a licensee or Authorized Agent of Gas Turbine Original Equipment Manufacturer (OEM) for Gas Turbine model no. V 94.2 installed at NTPC Dadri Gas Power Station. In such case, the bidder can be considered qualified based on the experience of the Principal who meets the requirements mentioned at para 1.1 above.
1.4The Bidder should have executed supply of Gas Turbine Components meeting any of the following criteria as on last date of bid opening:-
a. Single (1) Order of contract value not less than INR 21.99 Million or in equivalent foreign currency OR
b. Two (2) Orders, each of contract value not less than INR 13.75 Million or in equivalent foreign currency OR c.Three (3) Orders, each of contract value not less than INR 11.00 Million or in equivalent foreign currency.
1.5The average Annual turnover of the bidder for the preceding three (3) completed financial years as on date of bid opening shall not be less than INR 27.49 Million or in equivalent foreign currency.
Note:
a. The word #executed# mentioned above means the bidder should have achieved the criteria specified above, even if the total contract is started earlier and/or is not completed/closed.
b. In case of orders under execution, the value of work executed till the last day of the month previous of the NIT publication as certified by the client shall be considered.
c. While computing the annual turnover other income shall not be considered.
d. In cases where audited results for the last financial year as on the date of technical bid opening are not available, the

certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able |
to submit the |
certificate from practicing Chartered Accountant |
certifying its financial parameters, the audited |
results of |
three consecutive financial years preceding the last financial |
year shall be considered for evaluating the |
financial |
parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of Techno-commercial bid opening and the certificate from the practising Chartered Accountant certifying the financial parameters is not available. e. In case of any financial criteria submitted by the bidder in foreign currency, then the conversion in INR shall be done as on date of technical bid opening.
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation For Bids (IFB) for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
