3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at
VISAKHAPATNAM or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.
5.0Brief Scope of Work & other specific detail
SUPPLY OF CAST BASALT PIPES, BENDS TO SIMHADRI
REVERSE AUCTION APPLICABLE FOR PRESENT CASE.
1)BASALT-L PIPE:FE-410,400 NB, 6 MM THICKNESS,L-6000 MM - QTY: 550 NO.
2)BSLT-L-PIPE: FE-410,300NB,6 MM THICKNESS,L-6000 MM - QTY: 100 NO.
3)BEND-MS:IS:1239 MED.:90 DEG,T1:300 NB / 6 MM THICKNESS -QTY: 8 NO.
4)BEND:90 DEG FE:410 BASALT:400 NB/6 MM THICKNESS - QTY: 18 NO.
5)BEND: 90DEG,FE-410, BASALT,500 NB/ 6 MM THICKNESS - QTY: 4 NO.

6.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0Qualifying Requirements for Bidders:
In addition to satisfactory fulfilment of the qualifying requirements stipulated in section # ITB (Instructions To Bidders) of bid documents, the following shall also apply:
1.0Technical criteria
1.1The bidder should be a manufacturer/ supplier of cast basalt lined pipes/bends of internal diameter not less than 300 mm having minimum cast basalt lining thickness of 20 mm.
1.2The bidder must be in the business of supply of cast basalt lined pipes and should have supplied at least 800 meters of cast basalt lined pipes of internal diameter not less than 300 mm having minimum cast basalt lining thickness of 20 mm, in one or more orders ,within the last 7 years reckoned as on the date of bid opening.
1.3The bidder should also have supplied cast basalt lined pipes and bends of internal diameter not less than 200 mm during the last seven (07) years as on the date of bid opening in either of the following:
i) Single order of value not less than Rs.389 Lakhs |
(OR) |

ii) Two (2) orders of value not less than Rs.243 Lakhs each |
(OR) |
iii)Three (3) orders of value not less than Rs.195 Lakhs each
1.4The bidder should have testing facilities available /should be able to arrange testing facilities at owner approved laboratories for carrying our complete analysis of the cast basalt lined MS pipes as specified in the technical specifications/ quality plans of the owner.
2.0Financial criteria
2.1The average annual turnover for the bidder, in the preceding three (3) financial years as on the date of techno commercial bid opening shall not be less than Rs.486 Lakhs (Indian Rupees Four Hundred and Eighty six Lakhs only)
NOTES:
(I) Other income shall not be considered for arriving at annual turnover.
(II) In cases where audited results for the last financial year as on the date of techno commercial bid opening are not available, the financial results certificated by a practicing chartered accountant shall be considered acceptable . In case, bidder is not able to submit the certificate from a practicing chartered accountant certifying its financial parameters, the audited result of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.
Further, a certificate would be required from the CEO/CFO/ proprietor/partner that the financial results of the company are under audit as on the date of Techno-Commercial Bid opening and the certificate from the practicing Chartered Accountant certifying the financial parameters is not available.
(III)The word #Supplied# means bidder should have achieved the progress specified in QR Para above 1.0 even if the total contract is not completed/closed. The same shall be supported by documentary evidence issued by the owner/ employer.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

TENDER FEE /EMD EXEMPTION:
Following bidders are exempted from Tender Fee and EMD by submission of valid registration certificates as below.
1)Small Scale Industries registered with NSIC with validity
2)MSME bidders
Tenders seeking exemption should enclose a Photocopy of valid registration certificate preferably attested by Gazetted Officer/Magistrate 1st class failing which they run the risk of their application for tender documents/ tenders being passed over as ineligible for this concession.
IMPORTANT NOTE:-
1.# Bidders are requested to refer detailed technical specification of the item (s). In case of any contradiction between short text of item(s) and complete technical specification of the item(s), ONLY COMPLETE TECHNICAL SPECIFICATION OF THAT ITEM SHOULD BE CONSIDERED FOR THE SUBMISSION OF OFFER AND SAME SHALL BE CONSIDERED FOR EVALUATION PURPOSE AT OUR END."
2.If it comes to the notice of NTPC Simhadri at any point of time that Excise Assessable value of any item supplied by the successful tenderer against the purchase order placed against this tender is less than the value indicated in the price bid, payment shall be released taking such lower Excise Assessable value into consideration and no claims whatsoever on this account shall be entertained.
