1.0INTRODUCTION

a)NTPC invites Expression of Interest from reputed consultants/consulting firms in India and abroad for consultancy assignment for performance improvement of pneumatic conveying and transportation system for Electrostatic Precipitator and Air- Preheater Ash.

2.0INTENT OF THE EXPRESSION OF INTEREST (EOI)

NTPC intends to identify reputed consultants/consulting firms or agencies in India and abroad for carrying out consultancy assignment for performance improvement

of pneumatic conveying and transportation system for Electrostatic Precipitator and Air- Preheater Ash.

3.0ELIGIBILITY

Consultants/Consulting Firms or Agencies of repute who meet the following criteria are invited to submit their application for Expression of Interest (EOI):

i.The consultant/consulting firm shall be an established institution (Private / University / Government) which undertakes industrial consultancy assignments in pneumatic conveying of fly ash and has testing facilities for conducting studies on bulk solids.

ii.Consultant should have provided services for design and troubleshooting of pneumatic conveying system(conveying suspension-s (suspension and non for fly ash conveyed at rate of atleast 45 tonnes per hour in coal based thermal power generating stations in the preceding sevenyears reckoned as on the date of submission of Expression of Interest.

iii.Indian agencies who have tie ups with foreign agencies who have the capabilities as at (i) and (ii) above.

5.0NTPC reserves the right to reject or accept any or all applications, cancel/withdraw the EOI process without assigning any reason whatsoever and in such case no applicant / intending applicant shall have any claim arising out of such action.

INSTRUCTIONS TO APPLICANTS

1.0INTRODUCTION

NTPC, a Maharatna Company, is India’s largest energy conglomerate with roots planted way back in 1975 to accelerate power development in India. Since then it has established itself as the dominant power major with presence in the entire value chain of the power generation business. From fossil fuels it has forayed into generating electricity via hydro, nuclear and renewable energy sources. The total installed capacity of the company is 50,000 MW (including JVs). NTPC has an ambitious plan to become 1,28,000 MW plus company by 2032.

In India, coal will continue to remain a major source of fuel for power generation. The high percentage of fly ash content in the Indian coal has resulted in huge production of fly ash in coal based thermal power stations. A typical 1000MW plant produces around 1.6 million tonnes of fly ash per annum. Several of our stations are facing problems in effectively conveying ash by vacuum/ pressure type conveying system from Electrostatic Precipitator hoppers to intermediate hoppers/ storage silos. In order to find the root cause and remedial measures for the above mentioned issues, NTPC is looking for consultant of repute who have provided consultancy in the field of pneumatic conveying of fly ash in coal based thermal power stations. Consultant is also required to study and identify the root causes for flowability issues of ash from the hoppers of Electrostatic Precipitator. NTPC invites Expression of Interest from reputed consultant/ consulting firms in India and abroad who have experience in above mentioned fields.

2.0SCOPE OF WORK OF CONSULTANCY ASSIGNMENT:

The brief scope of work shall involve the following:

i)Review of performance of current pneumatic systems/ equipment:

a)Study and analyze reasons for the lower –than rated ash conveying capacity from Electrostatic Precipitator and air- preheater hoppers to buffer hoppers /intermediate silos through vacuum conveying system including assessment of conveying capacity actually obtained.

b)Study and analyze reasons for the lower –than rated ash transportation capacity from buffer hoppers to storage silos through pressure conveying system including assessment of transportation capacity actually obtained.

ii)Following issues also to be addressed in study/review:

a)Issues regarding flowability of ash especially from rear side hoppers of Electrostatic Precipitator.

b)Effectiveness of aeration system in Electrostatic Precipitator hoppers.

c)Effectiveness of Electrostatic Precipitator hopper heating in aiding flowability of ash.

d)Effect of un-insulated and unheated adaptor pieces and spool pieces below Electrostatic Precipitator /Air-Preheater hoppers on ash flowability /removal by the pneumatic system.

e)Effect of moisture on flowability and conveying of ash from Electrostatic Precipitator and blow tanks/ airlock feeders.

f)Consultant shall identify and validate the root causes of problems being faced at site during review of current systems. Based on above he shall furnish suggestive list of recommendations for operation and maintenance of dry fly ash handling system of operating stations.

g)Review of current technical specifications of ash handling plant with regard to ensuring effective ash removal by pneumatic conveying system specified to achieve the desired removal rates.

h)Particle size analysis of ash from various fields in Electrostatic Precipitator and from air- preheaters and under various modes of operation vis-a vis size distribution given in technical specifications and their effect on conveying requirements.

i)Study of compatibility of existing Electrostatic Precipitator hopper slopes, shapes and opening sizes in ensuring reliable flowability of ash.

j)All required field visits (total three (3) identified power stations), field checking/ measurements (including all instrumentation), laboratory testing, coordination and review meetings with NTPC by consultant are included as part of study.

Consultant shall take ash samples and carry out other tests / measurement, etc as deemed fit with minimum effect on plant operation.

iii)Formulation of basic equipment sizing criteria

Consultant shall prepare detailed basis for sizing /selecting equipment /piping for effective conveying/ transportation of Electrostatic Precipitator ash and air – preheater ash.

iv)Analysis of fly ash and air-preheater ash

Consultant shall study the fly ash sample collected from identified stations. Consultant shall identify the key properties of fly ash and their effect on conveying capabilities, shall also establish, validate and furnish the above relationship in form of empirical relationship or graphical form.

Consultant shall also furnish details of equipment, applicable codes and standards and the methodology adopted for assessment of identified properties of fly ash.

v)Review of Technical Specifications

Technical specifications of the ash handling plant of NTPC shall be reviewed by Consultant based on Study carried out by the consultant. The consultant shall clearly bring out the changes required in all functional requirements; design and sizing criteria; package interface requirements and parameters; material specifications; required functional guarantees; equipment type testing (wherever required) and quality requirements; stipulations required with respect to erection, commissioning, start-up and subsequent operation etc.

vi)Performance guarantee test methodology / procedure with applicable standards

Based on the study undertaken, the consultant shall furnish detailed performance guarantee test methodology to evaluate the performance of fly ash handling system. Consultant shall also indicate the list of applicable standards, if any, to be followed.

3.0ELIGIBILITY:

A)Form of Application: The form of application shall indicate willingness of consultants/ consulting agencies to participate in the EOI, as and when NTPC invites proposal for same.

b.Schedule-2: Turnover of the consultant/ consulting agency in last five financial years and net worth of the Company (if applicable).

6.0Submission of Application of EOI

The application of EOI shall be submitted in the following manner:

(ii)The Schedules shall be submitted in MS word format in one single file.
