Supply of MS ERW PIPES (50NB TO 150NB DIA) AS PER IS 1239:2004(I) FOR NTPC KORBA (Total Quantity of various sizes 15,300 Meters.)
6.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0Qualifying Requirements for Bidders:
The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.
7.1 Technical Criteria:
(i)The bidder should have manufactured & supplied MS ERW pipes as per IS 1239.
(ii)The bidder should have executed the work under caluse 7.1(i) above during the last seven (07) years ending with the last date of themonth preceeding the month of publication of NIT in either of the following:
a.Single order value not less than 56.41 Lakh.
OR
b.Two orders of value not less than 35.26 Lakh each.
OR
c.Three order of value not less than 28.21 Lakh each.
The word executed means the bidder should have achieved the criterion specified in the above QR even if the total contract is not completed/closed. In case of contracts under execution as on last date of the month preceding the month of publication of NIT, the value of work executed till such date will be considered provided the same is certified by the employer.
7.2 Financial Criteria:
The average annual turnover of the bidder in the preceding three (3) financial years as on the last date of month preceding the month of publication of NIT shall not be less than Rs.70.52 Lakhs [Rupees Seventy Lakhs Fifty Two Thousand Only].
(i)In case where audited results for the last financial year as on the date of Techno commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of
7.3The bidder shall have to submit the following documents in support of meeting the QR along with their bid:
(i) The bidder to submit documentary evidence in support of Clause 7.1 of QR.
(ii) Copies of audited balance sheet and profit & loss account for the preceding three (3) financial years in support of Clause 7.2 of QR.
7.4Notwithstanding anything stated above, the Employer reserves the right to undertake a physical assessment of capacity and capabilities including financial capacity and capability of the Bidder / his collaborator(s)/ associate(s)/ subsidiary(ies)/ group company(ies) to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.
The physical assessment shall include but not be limited to the assessment of the office/facilities/banker#s/reference works by Employer. A negative determination of such assessment of capacity and capabilities may result in the rejection of the Bid.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

14.0 Benefits to Micro & Small Scale Industries
a)Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit. Such parties can sent the request for Tender Documents along with a photocopy of valid registration certificate preferably attested by Gazetted Officer/ Ist Class Magistrate/ notarised, giving details such as validity, stores and monetary limits, failing which they run the risk of their bid being passed over as ineligible for this concession.
b)Small Scale Industries registered with NSIC shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC.
c)Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / GM (C&M) at the address given below at least three working days prior to the last date of tender fee payment for getting the authorization for participating in the
