5.0Brief Scope of Work & other specific detail
Supply, Erection, Installation, Commissioning, Operation, Maintenance of Reverse Osmosis plants with Solar Powered ATMs and delivery of safe drinking water at Nine(09) different villages around NTPC Sipat for 3 continuous Years
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0 Qualifying Requirements for Bidders:
4.1 Technical Criteria
4.1.1 The bidder should have executed at least one contract of supply, installation, commissioning, operation and maintenance of Reverse Osmosis based drinking water plant of Output capacity 500 litres per hour or more.
4.1.2 The bidder should have executed at least one contract of supply, installation, commissioning, operation and maintenance solar powered water ATMs of capacity 500 litres or more.
4.1.3 The bidder should have executed supply, installation, commissioning, operation and maintenance of Reverse Osmosis based drinking water plant / Reverse Osmosis based drinking water plant with solar powered water ATMs having output capacity of 500 Litre or more, during the last Seven (07) years reckoned as on the date of techno commercial bid opening with:
(a)Executed value not less than # 86.00 Lakhs in a single order
OR
(b)Executed value not less than # 54.00 Lakhs in two order each
OR
(c)Executed value not less than # 43.00 Lakhs in three order each
NOTE: The word #executed# means the bidder should have achieved the criterion specified in the QR, even if the total contract is not completed/closed. In case of contracts under execution as on date of techno commercial bid opening, the value of work executed till such date will be considered provided the same is certified by the employer.
4.2 Financial Criteria
4.2.1The average annual turnover (ATO) of the bidder in the preceding three (3) financial years as on the date of techno commercial bid opening shall not be less than #108 Lakhs [Rupees One Hundred Eight Lakhs Only].
4.2.2In case where audited results for the last financial year as on the date of Techno commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of
4.2.3In case the bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder furnishes the following further documents on substantiation of its qualification.
# Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the Holding Company.
# A certificate from the CEO/CFO of the Holding Company as per the format enclosed in the bid documents stating that the unaudited unconsolidated financial statements form part of the consolidated annual report of the company.
Note: (i) Other income shall not be considered for arriving at annual turnover.
5.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment

a) Small Scale Industries registered for similar work with the National Small Scale Industries Corpn. shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units registered with District Industries Center are also entitled for exemption of EMD / Tender Cost. Such parties can sent the request for Tender Documents along with a photocopy of valid registration certificate preferably attested by Gazetted Officer/ Ist Class Magistrate/ notarised, giving details such as validity, stores and monetary limits, failing which they run the risk of their bid being passed over as ineligible for this concession.
b)Small Scale Industries registered with NSIC shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC.
c)Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / GM (C&M) at the address given below at least three working days prior to the last date of tender fee payment for getting the authorization for participating in the

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
