Subject : Hiring of 02 (two) numbers of 52 seater bus for School duty at NTPC-Vindhyachal.

NTPC – Vindhyachal Super Thermal Power Project, in Madhya Pradesh, invites sealed bids / tenders / proposals from vehicle owners for the following vehicles as per specifications / conditions given below :

Interested bidders may apply for tender documents upto above tender document issue period by submitting application along with the following documents as per qualifying requirements stated as below :

(A) QUALIFYING REQUIREMENTS :

(a)The bidder should be owner of 52 Seater Bus (Model 2016 or later).

The bidders should submit Proof of financial capacity (for one bus Rs. 20.00 lakhs and for both bus Rs. 40.00 lakhs) in the form of Saving Bank A/C / Current Bank A/c/NSC/KVP/ Bankers Certificate or any other financial instrument either individually or in combination taken together, 10 days prior to bid opening date.

(b)The agency should have executed the contract(s) of “Hiring of bus”, directly under, “PSU”/ “Joint venture of a PSU”/ “Govt. department”/ “Quasi – Govt. department”/ “Public limited company”, during the last seven (07) years as on bid opening date.

(c)The bidder should submit letter of undertaking (In original on non judicial stamp paper of Rs. 500.00) that in case of award the agency will deploy the bus (s) within two months period along with all relevant & valid documents from the date of notification of award.

Remarks :

1.Bid opening date refers to the first scheduled techno – commercial bid opening date.

2.The work executed”means that the bidder should have achieved the progress specified in the QR even if total contract is not completed / closed.

3.Comprehensive insurance, valid road permit & such other documents do not form a part of QR. They are required to be submitted at a later date, at the time of deployment of the vehicle by successful bidder.

(B) SPECIAL INSTRUCTIONS FOR BIDDERS :

1.The bidder is to submit their bid in three envelopes i.e.

(I)Envelope – I : EMD & LOU, (II) Envelope – II : Technical bid & (III) Envelope – III : Price bid (Separately). Superscribing the name of work, NIT No., BOD and details of envelope for EMD / LOU, Technical Bid or price bid.

1.1Envelope – I : EMD & LOU envelope shall contains :

(a)LOU as per attached (Annex.-A) format on Rs. 10.00 non-judicial stamp paper.

(b)EMD of Rs. 91,000.00 for each bus to be submitted in the form of D/D or BC in the name of NTPC Ltd. payable at Vindhyanagar, EMD & LOU should be superscribed on the top of envelope.

1.2Envelope – II : Technical bid, which comprise of copy of documents in support of qualifying requirement and technical bids as under whichever applicable :

(a)All required legal vehicle documents in support of proof of the ownership of 52 seater bus as per NIT like

vehicle registration, road permit, comprehensive insurance etc. (to run the bus on road). or

Document proof of financial capacity from the banker / financial institution (for one bus Rs. 20.00 Lakhs and for both buses Rs. 40.00 Lakhs) in the form of Saving bank A/c / Current Bank A/c / NSC / KVP / Bankers Certificate or any other financial instrument either individually or in combination taken together as per NIT QR.

(b) Copy of relevant P.O. and copy of document showing its executed amount, date of execution etc. as per NIT Q.R.

(c ) Letter of Undertaking (in original on non-judicial stam paper of Rs. 500.00) stating that in case of award, agency will deploy the bus(s) within two months period along with all relevant and valid documents, from the date of notification of award.

(d) – Scope of work, terms & conditions duly signed & accepted. 1.3 Envelope – III : Price Bid

2. Bidder to submit their price bid as per attached BOQ format only in a separate page. Any deviation from BOQ format can not be accepted. If any deviation found, the bid may liable to be rejected.

3. During the time of bid opening, envelope – I : EMD & LOU shall be opened first. If EMD & LOU are found in order, then envelope – II: Technical bid shall be opened. The price bid (Envelope – III) of only qualified bidder shall be opened tentatively within 10 days after bid submission date / its extension, if any

4.Bidder has to quote same rate for both the items of BOQ, in case the agency quote for one item, the same rate shall be considered for second item also for evaluation purpose only (different rate of item shall be liable for

rejection of bid) :

I. If the bidder has submitted EMD of amount Rs. 91,000.00, that implies he is agree to supply one bus only.

II. If bidder has submitted EMD of amount Rs. 01,82,000.00 that implies he is agree to supply two bus at the quoted rates.

5.Evaluation of bid shall be done on overall L-1 basis.

6.If bidder is agree to supply only one bus then L2 bidder shall be called to agree on L1 rate, if L2 bidder is not agree on L1 rates then L3, L4 . . . . . . . .. and so on bidder may be called for supply of the second bus at L1 rate.

7.If L2, L3. . .. . .. . and so on bidder not agree to supply second bus on L1 rate then chance may be given to L1 bidder and the L1 agency may be asked to submit bid security amount / EMD Rs. 91,000.00 if agreed by the agency (in case the agency has originally submitted EMD for one bus as per point No. 4.1 as above.

8.In case same rate quoted by more than two bidders, then lottery system shall be conducted among the agencies’ quoted same rates in presence of these bidders and first two agencies shall be considered for above bus.

9.Vehicle must be registered in the name of bidder.

10.Bus supplied to NTPC on hire should possess valid permits of MP as well as UP.

11.The fuel (diesel) shall be arranged by the agency at their own cost as stated in terms and conditions.All consumables like mobil oil, break oil, grease etc. are to be arranged by the contractor at his own cost.

12.Sope of works, terms and conditions shall be as per bid documents. Bidders may submit their bids as per scope of work and terms & conditions only.

The bids with relevant documents may be sent or submitted in the office of undersigned at NTPC, Vindhyanagar latest by 06.03.2017 at 10.30 AM. Bids received after above mentioned date shall not be considered. Bid shall be opened on 06.03.2017 at 11.00 AM at contract services. If the last date of receipt of bids happens to be a holiday, then the bids shall be received & opened on next working day. In case of any query bidder may also contact Mob. No. 9425823427.
