Notice Inviting Applications

Talcher Thermal Power Station invites sealed applications from eligible vendors for enlistment of vendors for procurement of Ordinary Portland Cement Gr. 43:-

4.0 Qualifying Requirements:

The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfil the following Qualifying Requirements

I. TECHNICAL QR:

(i) The bidder must be a manufacturer of Ordinary Portland Cement (OPC) 43 grade or above confirming to IS 8112/89.

(ii) The bidder must have successfully executed the Purchase Order/Orders for the supply of OPC Cement to any organization.

(iii) The bidder should have executed similar orders during last seven (07) years reckoned as on the date of bid opening with any of the following:

a)	Value of at least Rs. 33.76 Lacs	in case of single order,
	OR
b)	Value of at least Rs.21.10 Lacs	each in case of two orders,
	OR
c)	Value of at least Rs.16.88 Lacs	each in case of three orders,

Similar orders would mean the bidder must have successfully executed the Purchase Order/Orders for the supply of OPC Cement of grade 43 or above to any organization.

II.FINANCIAL CRITERIA:

a.Average Annual Turnover: The average annual turnover of the bidder, in the preceding three (3) financial years as on the date of bid opening, shall not be less than INR 84.40 Lakhs (Rupees Eighty Four Lakh Forty Thousand only).

b.The work ‘executed’ means that the bidder should have achieved the specified QR at Para 4.0 (I) even if total contract is not completed. In case of order under execution, the value of work executed till the date of opening of Techno-Commercial Proposal as certified by the bidder shall be considered.

c.The bidder has to produce necessary proof of the orders executed.

d.Other income shall not be considered for arriving at annual turnover as specified in QR para 4.0 (II) (a).

e.In case where audited results for the last preceding financial year as on the date of Techno-commercial bid opening are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable for last preceding finance year only.

f.In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters for last preceding finance year, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the Company are under audit as on the date of Techno-commercial bid opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.

5.0Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder/ his collaborators/ associates/ subsidiaries/ group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

6.0Additional Information:-

The following information is required from the bidder about the companies where similar orders have been executed.

1)Name of the customer/ company where similar order has been executed.

2)Year of execution.

3)Name & designation (Phone No., Fax No., email-id) of contact person of the customer.
