3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

PROCUREMENT OF WEAR PARTS (GRINDING ROLLS & BULL RING SEGMENTS) FOR XRP-1003 TYPE COAL PULVERIZERS.

IMPORTANT NOTE: These salient technical features are mentioned only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and technical features/specification of equipment/system/services covered in bidding document. Detailed provisions in regard of scope of work and technical features/specification of equipment/system/services, contained in the bidding documents shall be final and binding.

6.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

1.1

The Bidder

should be a manufacturer of vertical type coal pulverizers and should have supplied such coal pulverizers

to

at least

two

(02) nos. coal fired units,

each of 200 MW

or

higher capacity, located at two different power stations

and which

are

in successful operation for

at least two years,

as

on the date of Techno-commercial bid opening with the

same type

of grinding elements* (centrifugally cast Ni-hard type

or carbide insert type or weld overlay/high chrome type

or

sintered cast

type, using one or more grinding roll sets) as offered by the bidder.

 

 

 

OR

 

 

 

1.2(a) The Bidder should be a manufacturer of the type of grinding elements* (grinding rolls should be centrifugally cast Ni-hard type or carbide insert type or weld overlay/high chrome type or sintered cast type) offered by him and should have supplied at least one hundred and fifty (150) nos. of 50 inch or higher size such type grinding rolls and 50 sets of bullring segments for XRP/Raymond bowl type of coal pulverisers during last three years as on the date of Techno-commercial bid opening.

AND

1.2(b) The Bidder should either himself or through a company / agency in which he has controlling stake, own following manufacturing and testing facilities for use by the bidder for manufacturing of grinding elements* (bidder to furnish proof of ownership of the facilities along with his bid):

Manufacturing Facilities-

i. Induction/cupola/induction arc furnace for melting iron 1.0 ton and above.

ii.Centrifugal casting machine to accommodate grinding rolls over 2500 Kg (in case bidder is offering Ni-hard rolls)

iii.Machining facility for inside bore.

Testing Facilities-

i. Chemical composition testing.

ii.Magnetic particle testing machine.

iii.Hardness testing.

iv.Ultrasonic testing machine to check tread to core bond.

v.Micro structure testing.

vi.Ultrasonic machine to check tread thickness.

vii.Inside micrometers to check inside taper measurements.

viii.Spectrometer/ spectrogram.

ix.Check bowl/test bowl to check the bullring segments of XRP 1003. OR

1.3 The

Bidder

should be a manufacturer of grinding elements* for vertical

type coal pulverizers and should have

supplied

at

least

fifty (50) nos. grinding rolls and 17 sets of

bull ring segments for vertical type coal pulverizers and

should have

an

ongoing collaboration / license agreement with

a manufacturer

who meets the qualifying requirements as

stipulated at clause 1.2(a) above. In such a case bidder, along with his collaborator should furnish a deed of joint undertaking (DJU) for successful performance of the grinding elements* offered by him. Further, bidder should have manufacturing and testing facilities as per para 1.2(b) above and shall offer only the type of grinding rolls (i.e. centrifugally cast Ni-hard type or carbide insert type or weld overlay/high chrome type or sintered cast type rolls) for which his collaborator is qualified.

2.The bidder should have successfully manufactured and supplied vertical type coal pulverizers or grinding elements* for coal mills, during last seven (07) years as on the date of Techno-commercial bid opening, as any one of the following:

a)Three executed/completed orders as above, valued not less than Rs.300.0 lacs each.

OR

b)Two executed/completed orders as above, valued not less than Rs. 375.0 lacs each.

OR

c)One executed/completed order as above, valued not less than Rs. 600.0 lacs.

*Grinding Elements means bull ring segments and grinding rolls.

3.The average annual turnover of the bidder, in the preceding three (03) financial years as on the date of techno commercial bid opening, shall not be less than Rs. 749.0 lacs (Rupees Seven Hundred and Forty Nine Lacs Only.)

Note:

1. The Bidder is requested to clearly stipulate hereunder the route under which the qualification is being sought. Bidder is also required to submit along with the bid all necessary documents to establish Bidder's Qualification.

2.Other income shall not be considered for arriving at annual turnover.

3.In case where audited results for the last financial year as on the date of techno commercial bid opening are not

available,

the

financial results certified by a

practising chartered

accountant shall be considered acceptable.

In case,

bidder

is

not

able to

submit the certificate from practicing chartered accountant

certifying

its

financial parameters, the

audited

results

of the

three consecutive financial

years preceding the

last financial

year shall

be

considered for

evaluating

the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of techno-commercial bid opening & the certificate from the practising charted accountant certifying the financial parameters is not available.

IMPORTANT NOTE: The bidder should submit proof of meeting QR as detailed above along with the technical bid for evaluation.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

11. REGARDING TENDER FEES (this is in continuation of Sl. No.4 above):

1.Tender fee may be submitted in the form of a Crossed Account Payee Demand Draft in favour of NTPC Limited and en-cashable at State Bank of India, Bijpur (Rihand Nagar) branch code no. 7523 OR Union Bank of India, Rihand Nagar Branch code no. 550116 and same may be send to the address mentioned at s.no.10 above well in advance before document sale close date.

2.MSE vendors having valid Micro and Small Enterprise Certificate / Udyog Adhar Registration shall be exempted from payment of Tender Fee for registered goods only. Bidders seeking, exemption should enclose a photocopy of valid registration certificate giving details such as validity, monetary limit, stores etc. Same may be send to the address mentioned at s.no.10 above well in advance before document sale close date.

3.Bid document is not transferable.
