1.0NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter:

3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at RAIPUR or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

Dismantling, supply,Erection & Commissioning of Fire Detection & Protection System of CHP at NTPC Korba STPP

6.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

4.0Qualifying Requirement

The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.

4.1Technical Criteria

4.1.1 The bidder should have executed the work of:

Design, supply, Erection, Testing and Commissioning of Fire Detection and Protection System in industrial installations The Fire Protection System should have comprised of:

a)Fire Hydrant System

b)High velocity water (HVW) spray or medium velocity water (MVW) spray or sprinkler system.

C) Fire water pumping and pressurizing arrangement.

The system mentioned above should have been designed to the recommendations of Tariff Advisory Committee of India or Oil Industry Safety Directorate (OISD) or any other International reputed authority (like LPC-UK or NFPA, USA) and this system should have been in successful operation for a period of not less than one (1) year prior to the date of techno-commercial bid opening.

4.1.2The bidder should have executed the works as explained at clause 4.1.1 during the preceding seven (7) years reckoned as on the date of techno commercial bid opening:

#Executed value not less than #536 Lakhs in a Single Contract.

#Executed value not less than #335 Lakhs in two contracts each.

#Executed value not less than #268 Lakhs in three contracts each.

The word #executed# means the bidder should have achieved the criterion specified in the QR, even if the total contract is not completed/closed. In case of contracts under execution as on date of techno commercial bid opening, the value of work executed till such date will be considered provided the same is certified by the employer.

4.1.3SUB-QR FOR INCLUSION IN TECHNICAL SPECIFICATIONS FOR SOURCING OF FIRE DETECTION AND ALARM SYSTEM :

The analogue addressable type fire alarm system proposed to be supplied for this package shall be sourced from a firm who has supplied at least one (1) similar system which has been approved or listed by UL-USA/FM-USA/LPC-UK/ Similar agency and should have been in operation for at least one (1) year prior to date of techno commercial bid opening

4.2

Financial Criteria

The average annual turnover of the bidder in the preceding three (3) financial years as on the date of techno commercial bid opening shall not be less than #536.00 Lakh [Rupees Five Hundred Thirty Six Lakhs Only].

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

Note: No hard copy of Bidding Documents shall be issued

6.0

a)Small Scale Industries registered for similar work with the National Small Scale Industries Corpn. shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units registered with District Industries Center are also entitled for exemption of EMD / Tender Cost. Such parties can sent the request for Tender Documents along with a photocopy of valid registration certificate preferably attested by Gazetted Officer/ Ist Class Magistrate/ notarised, giving details such as validity, stores and monetary limits, failing which they run the risk of their bid being passed over as ineligible for this concession.

b)Small Scale Industries registered with NSIC shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC.

c)Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / GM (C&M) at the address given below at least three working days prior to the last date of tender fee payment for getting the authorization for participating in the e-tendering.

New Vendor neither having any vendor code in SAP nor

any SRM login ID and Password 1. Duly filled Annexure-1 (format given below) and PAN card scanned / photo copy (Self Attested) along with the detailed address should reach us at least seven working days prior to Las Date of Tender Fee Payment.

2.Digital Certificate (Class III) is a must for vendors to participate in this tender. For further details regarding this please visit #GUIDELINES TO BIDDERS# in NTPC E-Tender Website. NTPC won#t be responsible for any vendor not having a suitable valid digital certificate.

9.0Transfer of Bidding Documents purchased by one intending bidder to another is not permissible. NTPC takes no responsibility for any loss/delay/non-receipt of applications/ tenders sent by post.
