1. Complete set of bid documents may be purchased by any interested bidder on submission of a written application and payment (non-refundable) of the cost of bidding documents as mentioned above in the form of a Crossed Demand Draft/Pay Order/ Banker Cheque in favour of NTPC Limited payable at Sundargarh, Odisha. Cash payment/money order will not be accepted. Requests for tender documents must be sent to ‘address for communication’. Requests received after the last date as mentioned, due to delays of postal/courier services or requests without requisite cost of tender documents shall not be entertained

2.Eligible SSI/MSMEs Units are exempted from submission of Tender fee.

3.The bidding documents can also be downloaded from https://etender.ntpclakshya.co.in on registration and online payment (non-refundable) towards cost of bidding documents and thereon on-line bid can be submitted.

4.Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified. The qualification status shall be examined by the tender committee during the process of bid evaluation.

5.Earnest Money Deposit(EMD)/Bid Security

Bid Security/EMD (as per prescribed format in attached EMD Instruction) shall be submitted in a sealed envelope (in case of DD/BC/PO/BG) superscribing “Supply of RCC Hume Pipe”, NIT No. 40067567, date of Bid Opening: 03.02.2017,16:00 : from ____________________________

(Name and Address of bidder).” , separately offline and it should be addressed to communication

address as given below.

The EMD offered shall, at bidders option, be in the form of (i) A Crossed Demand Draft/Pay Order/Bankers Cheque in favour of NTPC Limited payable at Sundargarh, Odisha or (ii) an unconditional and irrevocable Bank Guarantee (BG) from any of the banks specified in the bidding documents. The format of Bank Guarantee towards bid security shall be in accordance with the ‘Proforma for BG’ included in the bidding documents. While getting the Bank Guarantee issued, Bidders are requested to ensure compliance to the points mentioned in Bank Guarantee Verification Check List in the bidding documents. Bidders are required to fill up this check list and enclose the same along with the bank guarantee. EMD payment can also be done through E-

Payment by Credit Card/Debit card/Net Banking at NTPC e-tender portal. (Note: Upon successful E-payment on the portal, an e-receipt shall be issued to the bidder by the system, a copy of which is to be submitted by the bidder with the bid as document towards e- payment of EMD). EMD shall not be accepted in any other form apart from mentioned above.

The bid security (BG) shall remain valid for a period of forty five (45) days beyond the original bid validity period or beyond any extension in the period of bid validity subsequently requested.

ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY WITHIN THE

SCHEDULED TIME SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-

RESPONSIVE AND BID SHALL NOT BE OPENED.

Eligible SSI/MSMEs units are exempted from submitting EMD/Tender Fee against the tender subject to their producing evidence with regard to eligibility. Eligible SSI /MSMEs units shall mean those SSI units which are registered under single point registration system with National Small Industries Corporation (NSIC) or registered with Orissa Small Industries Development Corporation (OSIDC) / District Industries Center of respective state or Udyog Aadhar Memorandum (UAM) Registration.

Applicants seeking exemption must enclose self certified photocopy of valid registration certificate, giving details such as validity, stores and monetary limits and it should reach to our office before the tender sale closing date & time for exemption of Tender fee and before bid submission cut-off date & time for EMD exemption.

C.SCOPE OF WORK :

Supply of RCC Hume Pipe as per IS-458, 1400 NB, Class NP4, Heavy duty, Length of each pipe

2.5mtr, total 136 pieces.

D. SALIENT FEATURE :

Darlipali Super Thermal Power Project (DSTPP) is a Unit of NTPC Limited, in Tangarpali Block under, Sundargarh Sadar Sub-Division of Sundargarh District of ODISHA.

NTPC/DSTPP Located North of Raigarh- Jharsuguda NH-200 and is approachable from Gandhi Chowk (near Brajrajnagar) through 16 KMs long single lane village road.

Nearest major Towns: Jharsuguda about 28 KMs, Sundargarh about 28 KMs

Nearest Railway Station: Brajrajnagar 20 KMs

PROPOSED CAPACITY

Phase - I: 2 Unit each 800 MW - Total 1600 MW

These salient technical features as mentioned herein is only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and technical features/ specification of equipment/ systems/ services covered in the bidding documents. Detailed provisions with regard to scope of work and technical features/ specification of equipment/ systems/ services, contained in the bidding document shall be final and binding.

E.QUALIFYING REQUIREMENTS

Material : Procurement of 1400mm dia RCC Hume Pipe

Completion Period: 02 Months

Qualifying Requirement’s (QR):

In addition to satisfactory fulfillment of the Qualifying requirements stipulated in Section –ITB (Instruction to Bidders) of the Bid Documents, the bidder should also meet the qualifying requirements stipulated hereunder:

1.0.The bidder should have supplied RCC Hume Pipe of 800 NB or above, class NP3/NP4 having valid BIS license during the last 7 (seven) years reckoned as on the date of techno-commercial bid opening with either of the followings.

(i)Single Order of value at least Rs 42.07 Lakhs

Or

(ii)Two orders of value at least Rs 26.30 Lakhs each

Or

(iii)Three orders of value at least Rs 21.04 Lakhs each

.

Note:

oIn Clause 1.0 above, the word “supplied” means the bidder should have achieved the progress specified in the QR within the preceding seven years period even if the contract is not completed/closed. The same shall be supported by documentary evidence issued by the owner.

2.0 Financial Criteria:

The average annual turnover of the bidder, in the preceding three (3) financial years as on the date of techno-commercial bid opening, shall not be less than INR 52.59 lakhs (Rupees Fifty two lakhs fifty nine thousand only).

Note:

a)Other income shall not be considered for arriving at annual turnover.

b)In case where audited results for the last financial year as on the date of techno -commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case,
