1.0    NTPC Limited (NTPC), invites online Bids on Single Stage Two Envelope (Envelope-I: Techno-Commercial Bid & Envelope-II: Price Bid) from eligible bidders for aforesaid Package, as per the scope of work briefly mentioned hereinafter:

2.0    BRIEF SCOPE OF WORK 

The scope of "Central Communication and CCTV Systems for Surveillance" PACKAGE to be supplied, erected and commissioned under this specification shall be as detailed hereinafter.

The Contractor shall be fully responsible for system and Supply, Installation & Commissioning along with packing, forwarding to site, unloading, erection, supervision, pre-commissioning, testing and commissioning and performance testing of the equipment / system and works and supply of mandatory spares as specified and covered under the specifications of BI No: 40067979 for Ananthapur UltraMega Solar Power Park near Kadiri in Ananthapur District, Andhra Pradesh, India.

The detailed scope of work is specified in Technical Specifications (Section-VI).

3.0   NTPC intends to finance the subject package through Own Resources.

Detailed scope of work, specifications and terms & conditions are given in the Bidding Documents which are available for sale as per the following schedule:

4.0   Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

5.0   All bids must be accompanied by Bid security for an amount of Rs. 489000/- (Indian Rupees Four Lakh Eighty Nine Thousand only) in the form as stipulated in bidding documents.

Any Bid not accompanied by the acceptable Bid Security in a separate sealed envelope shall be rejected by the Employer/NTPC as being non-responsive and returned to the bidder without being opened.              

Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit.

Vendors having valid Small Scale Industries Certificate registered with the National Small Industries Corporation (NSIC) under single point registration scheme for the said item are exempted from payment of Tender Fee. Bidders seeking exemption should enclose a photocopy of valid registration certificate giving details such as validity, monetary limit, stores etc. along with their request for Tender Document.            

6.0  Benefits / Exemptions to Supplies for Mega Power Projects-

 NOT APPLICABLE

7.0  Qualifying Requirements for Bidders: 

In addition to the requirements stipulated in Section ITB (Instructions to Bidder), the following shall also apply:          

7.1.0 Technical Criteria

7.1.1 The Bidder should be a System Integrator for the Networking and Video surveillance systems, duly authorized by the OEM of offered equipment like CCTV Cameras, Video Management Software and Network  switches  and should be in this business from at least past 3 years 

AND

7.1.2 The bidder should have executed orders of  Supply, installation and Commissioning of Networking and Video Surveillance systems  including  CCTV cameras, Video recorder/storage, Video Management Software, Layer-3/ Layer-2 Network Switches, OFC Cabling  during last five (05) years as on the date of Techno commercial bid opening with order values  meeting the following:-

(i) Single order of value not less than Rs. 195 Lakhs, covering all above equipment.

OR

(ii) Two orders of value not less than Rs. 122 Lakhs each, covering all the above equipment in any combination.

OR

(iii) Three orders of value not less than Rs. 98 Lakhs each, covering all the above equipment in any combination.

AND 

7.1.3   The offered combination of Camera makes and Video Management Software, for CCTV system, shall have satisfactory operation in a large outdoor application having minimum installation of total twenty(20) nos. cameras for at least one year prior to the date of Techno-Commercial bid opening.

7.2.0  Financial Criteria for the Bidder:

7.2.1   The average annual turnover  of the Bidder, in the preceding three (3)  financial years as on the date  of Techno commercial Bid opening  shall not be  less than  INR 244 Lakhs  (Indian Rupees Two hundred and forty four lakhs only).

Notes:

(i)    In cases where audited results for the last financial year as on the date of Techno Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from a practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the Company are under audit as on the date of Techno-commercial bid opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.

(ii)   Other income shall not be considered for arriving at annual turnover.

(iii)   The word "executed" means that the bidder should have achieved the progress specified in the QR para above 7.1.2 even if total contract is not completed/ closed. The same shall be supported by documentary evidence issued by the owner/ employer.

(iv)  As a documentary proof for Authorised system integration partner at clause 7.1.1, the bidder should submit valid certificate/auhorisation letter by the OEM authorizing for the system integration, clearly stating that the relationship, guaranteeing service support for offered components including required spares for a period of at least 3(three) years from the date of commissioning of the system, specifically for this tender.

8.0   NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids (IFB) for the subject package without assigning any reason; whatsoever, and in such case no bidder/intending bidder shall have any claim arising out of such action.

9.0   A Complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Secunderabad/ Hyderabad or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in /sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnaire for issue of vendor code and SRM user id/ password.

10.0   Issuance of bid documents to any Bidder shall not construe that such bidder is  considered to be qualified. Bids shall be submitted online. Bidder shall furnish Bid Security, Power of Attorney, Integrity Pact and Joint Deed of Undertaking(s) (if applicable) separately offline as detailed in Bidding Documents by the stipulated bid submission closing date and time at the address given below.

11.0  Transfer of Bidding Documents purchased by one intending bidder to another is not possible.
