1.0 NTPC invites Online Bids on ‘Single Stage Two Envelope’ bidding basis (PART-I: Techno-Commercial Bid & PART-II: Price Bid) from eligible bidders for Unloading of Coal from BOXN/C Type Rakes at Barh STPP , as per scope of work.

5.0 All bids must be accompanied by Bid Security for an amount of `6,81,000.00
(Indian Rupees Six Lakh Eighty One Thousand only). ANY BID NOT
ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE SEALED
ENVELOPE SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-
RESPONSIVE AND RETURNED TO THE BIDDER WITHOUT BEING OPENED.
6.0 Bid Security shall be submitted in a sealed envelope separately offline up to the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened.
7.0 Qualification Requirements for Bidders
The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.
7.1The Bidder should have successfully executed work of unloading/loading/transportation of coal or any other mineral(s) /maintenance of rail lines/track hopper maintenance/cleaning (or any combination of these) within the preceding 07 (Seven) years prior to the date of Techno- Commercial Bid opening as per the following criteria:
i.Single Contract of value not less than Rs. 272.20 Lakh
OR
ii. Two Contracts of value not less than Rs. 170.13 Lakh each.
OR
iii. Three Contracts of value not less than Rs. 136.11 Lakh each.
7.2The Bidder should either be a Company registered under the Companies Act. 1956 or a Partnership/Proprietorship Firm.
7.3The average annual turnover of the Bidder in the preceding Three(03) financial years as on the date of Techno-Commercial Bid opening should not be less than INR 340.26 Lakhs (Indian Rupees Three Hundred and Forty Lakhs and Twenty Six Thousand Only).
Notes:
7.4The work “executed” mentioned in clause 7.1 means that the Bidder should have achieved the criteria specified in clause 7.1, even if the total contract is started earlier and/or is not completed/closed. The same shall be supported by documentary evidence issued by the owner.
7.5While computing the annual turnover, other income shall not be considered.
7.6In case where audited results for the last financial year as on the date of the Techno- Commercial Bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating the financial results of the company are under audit as on the date of Techno-Commercial bid opening and the certificate from the practicing Chartered Accountant certifying the financial parameters is not available.
7.7The Bidder should have a valid Provident Fund Code Number (PF) & PAN and Service TAX Registration Number.
8.0NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids without assigning any reason whatsoever and in such case no bidder /intending bidder shall have any claim arising out of such action.
9.0 Prospective Bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents from office of NTPC.
10.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favor of NTPC Ltd., Payable at Barh or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date along with duly filled in questionnaire for issue of vendor code and SRM user id/password.
SSI units of Bihar/MSME / SSI units (of other states) registered with the National Small Scale Industries Corporation shall be exempted from the payment of Earnest Money Deposit. Tenderers seeking exemption should submit a Photocopy of valid registration certificate preferably attested by Notary/Gazetted Officer/ Magistrate 1st class, giving details such as validity, stores etc failing which they run the risk of their tenders being passed over as ineligible for this concession.
Note: No hard copy of Bidding Documents shall be issued.
11.0 Issuance of bid documents to any Bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted online and opened at the address given below in the presence of Bidder’s representatives who choose to attend the bid opening.
12.0 Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.
