1.0NTPC Limited invites sealed bids from the eligible bidders for the aforesaid work as per brief particulars of scope of work and qualifying requirements mention here in. 2.0Brief Scope of Work & other Specific details: The Scope of Work under this work shall be providing courier services for NTPC Sipat to New Delhi/Noida and Raipur and back.

	As per provisions of bidding documents, the bidders shall submit, in separate sealed
	envelopes, “Techno-Commercial Proposal” and “Price Proposal”, within the bid
	submission date and time as mentioned above. Only Techno-Commercial proposals
	will be opened on (01.11.2016) at 16.00 hrs (IST).
	The date of opening of Price Proposal shall be intimated separately by NTPC
	after completion of evaluation of Techno-Commercial Proposal.

Prospective Bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents from office of NTPC.

4.0All the bids must be accompanied by Bid Security for an amount equivalent to

Rs 22,000.00 (Rupees Twenty Two Thousands only).

ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY NTPC AS BEING NON-RESPONSIVE AND WILL NOT BE CONSIDERED FOR OPENING.

In case, Bidder(s) is (are) seeking exemption from paying tender fee,/EMD they are required to have an exemption from Package - in - charge/ Contact person as mentioned in the Notice Inviting Tender (NIT) / Bid Invitation , by furnishing the documentary evidence (viz. NSIC / SSIDC certificate as applicable).

5.Qualifying requirements:

The bidders are required to fulfil the following:

5.1The bidder should have experience of minimum 2 years for providing courier services.

5.2The bidder should have executed Contract for Courier services, as per following within the preceding seven (7) years from the date of Techno-commercial bid opening:

a)One order of value not less than Rs. 8.42 Lakhs

OR

b)Two orders of value not less than Rs. 5.26 Lakhs each

OR

c)Three orders of value not less than Rs. 4.21 Lakhs each

Note- Word “executed” means the bidder should have achieved the progress specified in QR even if the total contract is not completed/closed and the same shall be supported by documentary evidence.

5.3Financial Criteria:

5.3.1The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of bid opening shall not be less than Rs. 5.26 Lakhs (Rupees Five

Lakhs Twenty Six Thousand only).

5.3.2In case where audited results for the last financial year as on date of techno commercial bid opening are not available, the financial result certified by a practicing Chartered Accountant shall be acceptable. In case, bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited result of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of techno-commercial bid opening and certificate from practicing Charted accountant certifying the financial parameters in not available.

5.3.3While computing the annual turnover, Other income shall not be considered.

NTPC reserves the right to reject any or all bids or cancel / withdraw IFB for the subject package without assigning any reason whatsoever and in such case no bidder/ intending bidder shall have any claim arising out of such action.

6.0A complete set of Bid Documents may be purchased by any interested bidder on

submission of a written application and payment (non-refundable) of the cost of bidding documents as mentioned at clause 4.0 above in the form of a Crossed

/Account Payee Demand Draft in favour of NTPC Limited, payable at Raipur. The bidding documents can also be downloaded from http://www.ntpctender.com on registration and online payment (non-refundable) towards cost of bidding documents and the downloaded documents can be used for bidding purposes .In case the registered bidders who have downloaded the bidding documents require an additional manual copy of the documents then such bidders shall be required to purchase the manual copy of the bidding documents following the procedure detailed above. Issuance of bid documents to any Bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted at the address given below and will be opened in the presence of Bidder’s representatives who choose to attend the bid opening.

7.0

a)Small Scale Industries registered for similar work with the National Small Scale Industries Corpn. shall be exempted from payment of tender cost / Earnest Money Deposit. SSI/MSME units are also entitled for exemption of EMD / Tender Cost. Such parties can sent the request for Tender Documents along with a photocopy of valid registration certificate preferably attested by Gazetted Officer/ Ist Class Magistrate/ notarised, giving details such as validity, stores and monetary limits, failing which they run the risk of their bid being passed over as ineligible for this concession.

b)Small Scale Industries registered with NSIC shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC.

c)Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / GM (C&M) at the address given below at least three working days prior to the last date of tender fee payment for getting the authorization for participating in the e-tendering.

9.0Transfer of Bidding Documents purchased by one intending bidder to another is not permissible. NTPC takes no responsibility for any loss/delay/non-receipt of applications/ tenders sent by post.
