Name of work: Coal Transit Loss Minimisation

1.INTRODUCTION : NTPC TANDA is coal based thermal power station situated at Tanda in Ambedkarnagar district of U.P. This place is situated at about 25 KM from Akbarpur & 55 Km from Faizabad. Presently, 04 units of 110 MW are in service with annual coal requirement of 24 LMT. NTPC TANDA receives Coal from CCL through Indian Railways transportation system.

2.OBJECTIVES : NTPC Tanda is planning to award a contract for coal transit loss minimization for coal loaded from various sidings of CCL and transported through Railways to NTPC- TTPH siding.

3.SCOPE OF WORK : NTPC Tanda has FSA with CCL for 23 LMT per year. Coal is loaded at different sidings of CCL for NTPC TANDA. After loading, the same is weighed at weighbridges installed at or near various sidings. The RR is generated based upon this weight. The coal rake, when reaches stations, are being weighed again. The main focus of the scope is to reduce the gap in the weight of coal received at station end to that of RR weight by appointing a handling agency at loading/unloading end. The responsibility of handling agency shall be as follows.

Loading and weighment of all the rakes loaded for NTPC Tanda and ensuring quantity of coal billed by coal company to reach NTPC station with no loss during transportation.

Ensuring weighment of all rakes loaded for NTPC Tanda and actual weight is recorded in RR and coal bills.

Ensuring calibration of weighbridges at colliery end on 6 monthly basis.

Assisting in arranging test wagon for calibration of weighbridges at NTPC Tanda.

Monitoring various activities of weighbridges at colliery and Updating NTPC on status on regular basis and present during repair/calibration of weighbridges at loading/station end.

SCOPE OF WORK IN DETAIL

3.1WEIGHMENT OF RAKES AT LOADING POINT/S:

1.The agency should have full fledged office in various sidings of CCL . They should deploy at least one supervisor round the clock to monitor the complete process from the start of coal loading into wagon till the release of rake after weighment.

2.Agency shall ensure that all wagons dispatched to NTPC are weighed at Loading Point’s weighbridge and print out is available for such weighments. A copy of the printout along with RR is to be send to NTPC Tanda in advance.

3.In case of un-weighed wagons, the same shall be reported to NTPC Tanda and Coal Company immediately.

4.In case the weigh bridges at sidings are out of order, the weighment shall be arranged at the nearest available in-motion weighbridge. For this, the agency should have information about the complete railway/coal company network. The Railway weigh bridges used for loading

should also be monitored by the agency for its healthiness and calibration. Any abnormalities will be brought into the notice of NTPC, Railway and concerned Coal Company.

3.2QUANTITY ASSURANCE:

1.The prime responsibility of the agency is to ensure that the quantity of coal billed by Coal Company reaches NTPC station without any difference.

2.The agency shall co-ordinate with Coal Company and Railways for ensuring the correctness of the weight of Coal loaded into each rake at loading points as per RR and should ensure that the same quantity of Coal is delivered at station end.

3.In case the weigh bridges at sidings are out of order, wagons to be loaded upto computed standard height with respect to carrying capacity of wagons. Agency shall also participate in computation of standard loading height of wagons on the basis of volume to weight conversion factor with Coal Company and Railways.

4.The agency should monitor transit loss siding wise/ machine wise so that the overall scenario can be presented to the coal company for rectification.

5.The agency shall make utmost care to avoid under loading/ over loading of wagons in order to avoid any penalty levied by Railways. Penalty levied for overloading by Railways will be recovered from agency.

6.The agency shall assist NTPC Tanda for reconciliation of under/over loading charges levied with Railways and Coal Companies.

3.3LOSS DURING TRANSPORATION:

1.The prime responsibility of agency is to ensure zero transit loss of rakes from loading point to NTPC Tanda yard.

2.The agency should monitor the route of the rake movement. The agency should identify the critical locations where such theft occurs. If any theft is observed, the same should be eliminated with the help of local administration and Railways.

3.Agency should liaise with Railways to ensure dispatch of rake immediately on completion of formalities to avoid theft.

4.It will be mandatory on part of the agency to have adequate infrastructure required to prevent loss of coal en-route at sensitive locations/sections. If required, the agency should deploy his manpower with the rake to prevent any pilferage in transit.

3.4WEIGH BRIDGES AT LOADING SIDINGS:

The agency should closely monitor the various activities of weigh bridges.

1.The agency shall coordinate and witness the calibration of weighbridges located at the colliery siding and produce the certificates issued by Weights & Measurement Department from time to time.

2.They should monitor the healthiness of the weighing machine and any abnormalities should be brought into the notice of NTPC and Coal Company immediately.

3.The agency should see whether the weighbridges are as per RDSO norms or not. If any deviation from RDSO is observed, the same should be brought into the notice of NTPC Tanda and Coal Company.

4.The agency should ensure that the rakes are not weighed by weigh bridges whose performance is not satisfactory or whose calibration certificate has expired.

5.The agency should update NTPC regularly about various activities related to weigh bridges i.e., installation of new weigh bridges, track renewal work at or near weigh bridges, weighbridge repair, visit of Railway/Coal co or other officials for weigh bridges etc.

6.Co-ordination with railways and coal company regarding works related to weighbridges for ensuring availability and reliability.

3.5WEIGHBRIDGES AT NTPC Tanda:

Test wagons are used for calibration of weighbridges installed at station end. The agency would assist NTPC Tanda in arranging test wagons for this.

4.0PAYMENT TERMS

(i). For the payment of running bills to the agency for its services, the weighment at weighbridges installed at station end or RR weight of complete rake whichever is less shall be considered.

(ii). For transit loss during transportation, the amount equal to cost of coal (including taxes, dutes and other charges) of the quantity of coal shortage or transit loss in the rake shall be recovered from the agency.

(iii). Coal transit loss or coal shortage of rake shall be calculated by the difference between RR quantity as billed by Coal Company and weighment at Tanda weighbridge.

(iv). For the determination of quantity at station end, difference in weight of loaded rake and empty rake on weighbridge shall be considered. In case empty rake is not weighed in the weighbridge, difference in loaded rake weight and stencil tare weight shall be considered for quantity at station end.

(v). In any case no extra payment shall be made to agency other than awarded value for its service.

(vi). Penalty payable to Railways by NTPC Tanda for under/over loading shall be recovered from agency.

4.1 RAKE LAODED FOR TANDA AND RECEIVED AT TANDA

(i). In case any rake is not weighed at station end, then the average transit loss weight of same type(BOBR/BOXN/BOXNHL) weighed rakes supplied from same siding in the preceding fortnight shall be considered as transit loss of such un-weighed rake. If same type of rakes (BOBR/BOXN/BOXNHL) were not supplied by siding in preceding fortnight, average transit loss of same type rakes supplied from all siding from same coal company of in the preceding fortnight will be considered for transit loss of such un- weighed rake. For the purpose agency billing, the RR weight or RR weight minus transit loss whichever is less shall be considered.

(ii). In case any wagon is not weighed at station end then the average weight of the weighed wagons at station end in that particular rake shall be considered as the basis for weighment of such un-weighed wagons for transit loss. For the purpose of billing, said average weight or the RR weight whichever is less shall be considered.

(iii). In case any rake is not weighed at loading end, no payment shall be made to agency for such rakes.

(iv). In case any wagon is not weighed at loading end then the weight of that particular wagon at station end shall be considered as loading end weight. For the purpose of billing, station end weight or the RR weight whichever is less shall be considered.

4.2 RAKE LAODED FOR TANDA and DIVERTED OUT TO OTHER STATIONS.

No payment shall be made to agency under the contract for diverted out rakes of NTPC Tanda.

4.3 DIVERTED IN RAKES

No payment shall be made to agency under the contract for diverted in rakes to NTPC Tanda.

4.4 OTHER CONDITIONS

(i). Any payment to agency shall be made only in case of availability of weight/calculated weight of loading and unloading end.

(ii). The agency shall submit rake wise statement of rakes loaded with details of Coal Company, type of rake, wagons nos., weighment and observations, if any and rake wise dispatch details along with name of colliery to NTPC-Tanda.

(iii). Agency will also follow other related activities as instructed by Engineer In Charge(EIC).

(iv). After receipt of bills month wise with completion of all respects, 90% of payment will be released.

(v). Balance 10 % payment will be released after final reconciliation with Coal Companies and Railways for over/under loading penalties and settlement of un-weighed rakes at loading point.

(vi). Though annual FSA with CCL is 23 LMT , but coal quantity may vary depending upon the requirement as per schedule given & availability of coal at mine end.

(vii). Apart from above conditions, in any unforeseen case, decision of EIC shall be final.

(viii). Contract period: 12 months.

(ix). The rate to be quoted in BOQ shall be per Metric Tonne.

6.0PURPOSE OF INVITING OF EOI : Through this EOI, NTPC intends to indentify the probable agencies who are interested for the subject work to minimize the transit loss of coal.

7.0ELIGIBILITY : Agency(s) of repute to meet any of the following criteria are invited to submit their application for OEI:

Experience of providing services for dispatch of coal from various mines by Railways

only.

The bidders should have established offices at site such as CCL (Ranchi area).

Bidders should have executed similar type of work.

No sub contractor will be allowed.

You may note that NTPC Tanda reserves the right, solely at its discretion to modify or annul the process without assigning any reason whatsoever.
