3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at New Delhi or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0Brief Scope of Work & other specific detail

6.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

A Qualifying Requirements for Bid validation:

1.1The bidder should be a manufacturer of Pull Off Adhesion Gauge / Coating dry film thickness meter/ Surface profile meter/ Abrasion tester/ Taber Abraser / Holiday Detector / Humidity Chamber / Gloss Meter/ Salt Spray Tester / Tintometer

An Authorized Dealer / Distributor/ Channel Partner / Subsidiary of the manufacturer (as defined in para 1.1)as on date of opening of Techno commercial proposal and such bidder duly authorized by the OEM for this tender.

2.0The Bidder and/ or their manufacturer should have successfully executed any one of the following similar jobs during preceding 07 years as on date of techno commercial bid opening.

a)Single Order of Min Rs 0.42 million (Rupees Four Hundred Twenty Thousand) or equivalent in foreign currency

b)Two Orders of Min Rs 0.263 million (Rupees Two Hundred Sixty Three Thousand) or equivalent in foreign currency each

c)Three Orders of Min Rs 0.21 million (Rupees Two Hundred ten Thousand) or equivalent in foreign currency each

3.0The average annual turnover of the bidder in the preceding 03 financial years, i.e. 2013-14, 14-15 & 15-16 should not be less than Rs 0.526 millions or equivalent in foreign currency.

Notes:

#For Foreign currency, Exchange rates shall be considered as on date of Technical bid opening date.

#Similar Jobs means supply, installation, and/or commissioning of #minimum 01 no of Pull off Adhesion Gauge / Coating dry film thickness meter/ Surface profile meter/ Abrasion tester/ Taber Abraser / Holiday Detector / Humidity Chamber / Gloss Meter/ Salt Spray Tester / Tintometer along with or without accessories

4.0The bidder has to submit all the documentary support for the above requirement. However, the following conditions shall also be considered as part of the QR:

a)The word executed means that the bidder should have achieved the progress specified in the QR even if the total contract is not completed / closed and should have supplied & commissioned at least one no of #minimum 01 no of Pull off Adhesion Gauge / Coating dry film thickness meter/ Surface profile meter/ Abrasion tester/ Taber Abraser / Holiday Detector / Humidity Chamber / Gloss Meter/ Salt Spray Tester / Tintometer along with or without accessories#

b)In case of contracts under execution as on date of technical bid opening, the value of work executed till the date of technical bid opening will be considered provided the value of executed work is certified by the client as competed. However, the executed work should include at least one no of #minimum 01 no of Pull off Adhesion Gauge / Coating dry film thickness meter/ Surface profile meter/ Abrasion tester/ Taber Abraser / Holiday Detector / Humidity Chamber / Gloss Meter/ Salt Spray Tester / Tintometer along with or without accessories#

c)Other income shall not be considered for arriving annual turnover.

d)For turn over indicated in foreign currency, the exchange rate as on 7 days prior to date of technical bid opening shall be considered.

e)In case where audited results for the last financial year are not available, certification of financial statements from a practicing chartered accountant shall also be considered acceptable. In case, where bidder is not able to submit the certificate from a practicing chartered accountant certifying the financial turnover, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further a certificate from CEO/ CFO would be required as per the format enclosed in bidding documents stating that the financial results of the company are under audit as on date of technical bid opening and the certificate from practicing chartered accountant certifying the financial parameters is not available.

f)In case bid is submitted by the agent on the behalf of theior manufacturer and order to be placed on manufacturer, the turnover of the manufacturer shall also be considered.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation For Bids (IFB) for the subject package
